Minutes 01-10-19 MINUTES OF THE ARTS COMMISSION MEETING HELD ON THURSDAY, JANUARY 10, 2019, COMMENCING AT 6 P.M. IN THE FIRE STATION NO. 2, TRAINING ROOM 2615 W. CALL TO ORDER Chair Weiss called the meeting to order at 6:30 p.m. If. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present III. AGENDA APPROVAL IV. APPROVE MEETING MINUTES A. October 11 minutes Motion Mr. McQuire moved to approve the October minutes. Ms. Oyer seconded the motion that unanimously passed. B. November 8 minutes Mr. McQuire inquired if there was funding forte Urban Congo is for the Schoolhouse Children's Museum. Ms. Coles-Dobay responded it was not funded. December 13 minutes The December minutes were not available. V. INFORMATIONAL ITEMS FROM THE BOARD VI. ANNOUNCEMENTS/REPORTS Chair Weiss commented she was stepping down as Chair and nominated Mr. McQuire later in the meeting as Chair. She announced she would remain a member of the Arts Commission and it was a pleasure to serve. She thanked all for their support. Ms. Coles- Dobay and the members thanked Ms. Weiss for her service as Chair. Chair Weiss announced they were publishing a book called Success Stories from the Heart, coming out February 5th and she has a story in the book. She mentioned it because the Boynton Beach Arts Commission and the name "Debby, Public Art Manager" was on page 47. Mr. McQuire thanked Chair Weiss for the nomination and her confidence in him. Ms. Oyer announced there was a Highwaymen Art Exhibit sponsored by the Historical Society on Saturday the 19th from 11 to 1 or 2 at the Presbyterian Church where they have been having Historical Society meetings. There was a Highwaymen's event in Wellington. She did not know if it was a travelling exhibit, but they would be here. Ms. Coles-Dobay commented Oyer Insurance has a fabulous collection of Highwaymen pieces. She hoped other members could attend. Ms. Coles-Dobay explained the information is posted on the AIPP Facebook page. Chair Weiss also noted there was a story in the Coastal Star about the decommissioning of the sculpture When are you Coming to Visit? Ms. Levine commented The Cornell Contemporary Art Museum opened the Spotlight Gallery last week that will rotate every month. This month the Palm Beach Watercolor Society has an exhibit, and there are 30 paintings. The next exhibit will feature Women in Visual Arts on February 25th. Ms. Coles-Dobay noted the City Library had both groups and they were both great exhibits. A. Dec. 18, Public Art Town Square Master Plan presentation to City Commission Ms. Coles-Dobay advised at the last meeting, the members viewed the presentation/report for the Town Square Public Art Master Plan. The same presentation was made to the City Commission and it received a favorable response. There was some discussion about the ability to move the kinetic bases and wings on the top and there were questions about seating around the base. Ms. Coles-Dobay explained the City 2 Meeting Minutes Arts Commission Boynton Beach, Florida January 10, 2019 wants something int courtyard area. They were working on the cost fort piece and discussed how it would fit into the roundabout on the corner of Seacrest and East Ocean Avenue. Ms. Coles-Dobay asked the fabricator and artist, if they could make, or construct, the three different towers or columns so one could move them and learned they could, but it of double the price of the artwork and it would to a very strong person to move the component. The piece would need very heavy-duty bearings, is are costly. Ms. of s- was more concerned about safety and securing the piece properly to the footings and foundations so it would meet the wind load standards. Even if fabricated it of still be difficult to rotate, as there is a lot of weight on the base. She just of the information and forwarded it tote City Manager to discuss with the members of the Commission. They do want a base-type thing that would fit into the space on the corner. The presentation was approved. B. Jan. 27, BBAD Art Walk 6-1 Opm Chair Weiss announced the upcoming Walk. VII. PROJECT UPDATES/APPROVALS A. one VIII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. Kinetic Art Event planning updates • Jan. 16-20 Kinetic Art booth at Art Palm Beach Ms. Coles-Dobay had distributed updates. She reviewed the event. There was a handout with volunteer names and times. The Kinetic Art booth set up will occur on January 15th. Set up must be finished by 3 p.m. on Wednesday before the first collectors arrive at 6 p.m. The information contained the names of the people would help set up the booth, have the artworks that will be present at the booths and who will help install orthe artits/gallerists who will bring the art tot event. The booth is 11 feet by 30 feet. Ms. Coles-Dobay gave the members a floor plan, and Ms. Coles-Dobay pointed out the Arts Commission got a much better booth position by the front door. She reviewed the hours fort collectors view and the other days. Anyone wanting to help could add his or her names to the work schedule. There will be other individuals, such as artists and gallerists at the booth and they will have varying discussions. There are two other events occurring during Art Palm Beach. On Thursday, January 17th, the Arts Commission will be working with Art Hive Magazine and they will give a talk on one aft lecture rooms. Artist Ralfonso and Ms. Coles-Dobay will give a talk, similar to an interview style that will be recorded and it will be a continuous pod cast sot will get some nice coverage. The focus will be kinetic art and the event and segue to Ralfonso's 3 Meeting Minutes Arts Commission Boynton c , Florida January 10, 2019 work and contribution to the program and the Town Square kinetic art. They will inform people about the plans for the pending Town Square development and put Boynton on the map. All of the members are invited to an Art Hive party across the street from the Convention Center from 7 to 9 p.m. the next night. It will be a very informal event with wine, beer, alcohol and light bites, music and a rotating video of the City's outdoor kinetic art work and other art visuals from the local scene. The members received a pass and there was a link to get more VIP passes. She encouraged the members to try to invite collectors because the Arts Commission gets a commission. The information is also on the AIPP Facebook page. She reviewed the different booths noting the gray booths are local organizations, as was the Armory. Ms. Weiss appreciated Ms. Coles-Dobay sending the links. • Outdoor artwork information Ms. Coles-Dobay had distributed a map of the downtown. The other side had the site details. The map depicted the locations of the large kinetic sculptures 1 — 12. The second document had the description of the sculptures. Exhibit tent is at Ocean and Federal Highway. There are artworks in the water and some in the gazebo. The tent will be installed on the Ocean One property at 114 N. Federal Highway. There will also be other art experiences such as Elayna Toby Singer's Moving Towards Balance Art Experience and Peter Pereira's Augmented Reality. Each site has a plaque with a downloadable Otocast app that will feature the artists discussing the piece. There will also be targets at each site where attendees can download the Augmented Reality app. A proof of the brochure was viewed which will be in final form and delivered on Saturday. There is valet parking and ADA parking. Ms. Coles-Dobay explained the opening night was free, but for the next two days, there is a $10 charge to park in a particular area. There will be large signs directing people into the area and 4 by 4 and 4 by 8 signs advertising the event and banners advertising where the exhibits will be on Ocean Avenue, Boynton Beach Boulevard and Federal Highway. She pointed out those are the banners on the street poles. The event was an ADA-friendly event and those needing accommodations were encouraged to call (561) 742-6699 by January 25th. American Sign Language Tours will be available once a day on Saturday and Sunday at 2 p.m. A docent will give the tour and an interpreter will accompany them. To-date, the deaf community was really enjoying City events and accommodations. Augmented artwork is color-coded and is color-coded on the map. The map shows the image of the artwork, description, location, artist information and the price. There is a small image of each artists. Instructions to access the Augmented Reality and Otocast was included. Sponsors and media partners are listed in the program. She thought Ms. Coles- Dobay did an outstanding job. Ms. Levine agreed, and commented the information was complete. The hash tag was on the brochure for those that wanted to post pictures of the event or share photos and their experience on social media. The augmented targets will have that and they could add the hash to on the target. Advertisements fort event will be at Art Palm Beach and the Palm Beach County Cultural Council. • Art Experiences The members each read a different art experience as contained in the brochure. The brochure will list the occurrences that will be ongoing. The brochure will also list the specific times the artist will be present at it pieces, especially the outdoor artwork. There will be a vote for the favorite kinetic artworks int outdoor, indoor and art experience categories. All three choices will be on one sheet of paper inthe indoor tent, by the tote bags, and int street to encourage event goers to vote. The awards will be at 3 p.m. on Sunday. The Opening Reception is by invitation only. Ms. Oyer liked that the event will close at 4 p.m. on Sunday to accommodate the Super I. Indoor artwork information Ms. of s- had distributed an informational sheet about the artwork, noting it was good to have. If someone is interested in buying the art, Artist/volunteer is Beau Lieu will handle the transaction or the artist who is present. Each art will have a plaque with information and a price. If someone likes a piece but feels it is too big, they should speak with the artists because they may have a smaller piece and can customize a piece to meet certain specifications. The prices are negotiable. There are tabletop pieces that are available. Ms. Coles-Dobay noted artists Donald Gianella and Ralfonso will be present to have the information about the interactive kinetic piece coming tothe Town Square. Mr. Gianella will bring a video that details how the artwork will be made, what it will do, and give sound samples. They will use the opportunity to obtain feedback of what event goers would like to hear. The same thing would occur with the kinetic piece. Ms. Moodie asked about the lectures. Ms. Coles-Dobay explained the City does not have space fort lectures, but the artist will be at their stations and can discuss it there. It will be more one-on-one. There is an educational component. One artist is coming from California and he uses mathematical formula from nature and replicates it into blooms that resemble nature. The display will have educational references to show how he integrates mathematics into his blooms. The blooms are 3-D printed in plastic or vinyl. The artist will talk about the process in a more intimate one-on-one discussion as opposed to a lecture, is furthers learning opportunities. 5 Meeting Minutes Arts Commission Boynton c , Florida January 10, 2019 Ms. Levine asked about Urban Conga and learned Ms. Coles-Dobay could not get any sponsors. Ms. Coles-Dobay had conveyed there was interest in acquiring the piece for placement in the future by the Schoolhouse Children's Museum, but there were no funds to purchase the piece. There will be 15 indoor artists present and 6 outdoor artists at the event. Ms. Coles-Dobay listed the artists that will be at the event. • Event logistics • Board volunteer commitment Ms. Coles-Dobay reviewed the master list of volunteers as she needed a t-shirt count and sizes for the members. She explained there would be no nametags for VIPs this year, just a name check off to move people through the opening reception. Volunteers will have badges. First day will have four and a half hour shifts and the second day will have two and a half hour shifts. Volunteers can provide brochures and directions. Upgrades to the event included restroom trailers as opposed to port-o-lets and there is a cash bar outside the tent on Saturday and Sunday. She will provide volunteers with a list of numbers to call if there is a specific issue. Artist Rick Beau Lieu will be available if someone wants to purchase art. There will be an officer on site to keep vehicles moving through the drop off area. There will be barricades and Officers stationed at certain locations to avoid incidents. If there is an incident, to keep people calm the City has a plan and individuals in place to address any occurrences. If something is happening, let someone know. There are five outdoor exhibit sections because one docent cannot handle the entire area. One docent will take care of one, two, and three artworks and she is available to talk about the work. They will take breaks. The shifts were reviewed and Ms. Coles-Dobay commented she needed a few more outdoor shifts covered. If the members saw something they wanted to do, they should let Ms. Coles-Dobay know. The indoor exhibition tent needed at least four volunteers. The volunteers will be able to learn about the artwork through the grid Ms. Coles-Dobay provided and can refer to the artist websites. She noted when handling shifts at Art Palm Beach, the volunteers would meet some of the artists as well. She noted there would be an area by Boynton Beach Boulevard west of the railroad tracks where volunteers and the artists can have lunch between 11 and 2. The Friday night opening reception is for the artist preview, collectors, Board members, volunteers and officials. An artist reception on Saturday night, from 6:30 to 8:00 p.m. is a separate event, sponsored by Pat Sonders is just for the artists and the Board. It will be at Marina Village Club Room. The merchandise tent will be outside the main tent. Ms. Oyer would man the merchandise tent on Saturday from 2:30 to 6:00 p.m. and all day Sunday. Volunteers should arrive 6 Meeting Minutes Arts Commission Boynton Beach, Florida January 10, 2019 before their shift. Parking is at Ocean 1 and the public parking. There will be valet parking; some in Casa Costa and behind Ocean Avenue along 4th and 500 Ocean, There are other areas with free parking. Ms. Levine inquired if she could participate in the Moving Towards Balance workshop and learned she and the members could. Chair is and Laura will of do social media. Vice Chair was of to be with the art experiences. The members signed up for various time lots fort areas needed. Ms. Oyer may be abI e to get some volunteers to assist with the merchandise tent. It was further noted, more outdoor volunteer docents were needed. There was docent training scheduled for the next day at 11 a.m. and another training session on the 23rd. Ms. Coles-Dobay will provide the notices. • Kinetic Art Appreciation Award to Ralfonso Ms. Coles-Dobay thought since Artist Ralfonso has been involved in the Kinetic Event since 2012, it may be appropriate, at the artist reception, to give him some sort of appreciation or recognition award. Ms. Oyer inquired about Artist Tom Brtz. Ms. Coles-Dobay responded the Arts Commission could recognize an artist at each kinetic event. She commented Mr. Brtz had his artwork exhibited, but it was Ralfonso who suggested the kinetic event, made connections for it, and promoted the event internationally. She acknowledged all artists try to promote it. Mr. McQuire asked about recognizing of Ms. Coles-Dobay thought if they start recognizing individual artists, they should do one a year with a plaque. Ms. Levine agreed with Mr. uire. Ms. Coles-Dobay suggested putting the idea off to next year as it was a last minute thought. Chair is agreed, but if done, the best time to do something would be Saturday at the artist reception. Ms. Oyer commented the event has a stupendous logo, and she suggested making it into a sculpture and next time they have the event, present them with the sculpture. It would be great if the to could be made into a kinetic piece. Mr. McQuire thought Ralfonso was the gateway tote arts avenue. The piece launch by Ralfonso will launch forte new Town Square. Chair Weiss suggested tabling it to the next meeting to give everyone time tothink out it. There was consensus to table the item. IX NEW BUSINESS A. Board Chair and Vice Chair appointment Chair Weiss explained she was declining the position of Chair and she nominated Mr. McQuire for the Chair. Ms. Oyer nominated herself as Chair. Mr. McQuire explained he was new to the Board and he respects the longevity of the members. He has a great ability to work with people to get things one is is a big part of what they do. He has been immersed in art his entire life. He is an artist. He works as an artist. He ran a gallery for over 10 years in rick II and has sold hundreds 7 Meeting Minutes Arts Commission Boynton Beach, Florida10, 2019 of thousands of dollars in art, paintings. He is intimate with the community from the artist side and not so much the business or the buyer's side. He has learned a lot in the three months he has served on the Board and advised he really would like the position and thought he would be an asset. He hoped the members would consider him. Ms. Oyer explained she has been on the Arts Commission on and off for a few years now and has sat on multiple Boards and knows how they are supposed to run and how they interact with the City Commission. She is friends with everyone on the Commission. She has been to multiple kinetic art events and understands how they operate. She participated with two kinetic events. She is not an artist, but she creates jewelry. She is highly organized and is detail oriented. She knows Robert Rules of Order and wants the Board to move forward. The City Attorney agreed the Charter says the board is supposed to use Roberts Rules of Order and mimic how the City Commission operates and she wants to move the Board forward, especially meeting at Intracoastal Park Clubhouse soon like other boards do. She has been to City art events for years and has an art collection. She is a hard worker. She does put in the time and effort. She looked forward to having the opportunity to move forward, and as they are transforming the City, the art board would transform as well. There was a vote for Mr. McQuire as Chair. Mr. McQuire was elected Chair. Ms. Weiss nominated Marsha Levine as Vice Chair. Ms. Levine accepted the nomination. Ms. Levine nominated Ms. Lorenz. Ms. Levine explained she serves as Vice Chair on another Board and she enjoys the opportunity to learn. She is up to speed on Roberts Rules to some degree, and would be excited to learn what the Arts Commission has to offer. Ms. Lorenz commented she was a Board member for over 10 years and was proud of her attendance at meetings. She has been through all the kinetic events and has enjoyed working as Vice Chair. The members thanked Ms. Lorenz for her service. There was a vote for Ms. Levine to serve as Vice Chair. Ms. Levine won. X. UNFINISHED BUSINESS A. None I.
