Minutes 12-13-18 MINUTES OF THE ARTS COMMISSION MEETING HELD ON THURSDAY, DECEMBER 13, 2018, COMMENCING AT 6 P.M. AT FIRE STATION NO. 2, TRAINING ROOM 2615 W. WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Kim Weiss, it Debby Coles-Dobay, Public Art Manager Susan Oyer Clovis Moodie, Alternate Marsha Levine Courtlandt McQuire Golene Louis (Gordon) (Arrived at 6:32 p.m.) ABSENT: Jehana Zell Robyn Lorenz, is Chair 1. CALL TO ORDER Chair Weiss asked for a motion to call the meeting to order at 6 p.m. Motion Mr. McQuire so moved. Ms. Oyer seconded the motion that unanimously passed. II. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present. Ms. Coles-Dobay thanked the members for all their hard work. There were long meetings and there are any things going on. What was accomplished was amazing. She encouraged all to move forward as a group, respect each other's discussions. When they make motions or have consensus regarding an item, the Board should advocate and support the item, as it is a team effort. She wished all a Happy Holiday and a Happy New Year. She commented they would most likely resume the 6:30 p.m. meetings in January. III. AGENDA APPROVAL Motion Ms. Oyer moved to approve the agenda and to add the elections of the Board Chair and Vice Chair. Ms. Coles-Dobay explained teagenda was already distributed. Ms. Oyer commented they could amend teagenda, but it was fine. Ms. Oyer moved to approve the agenda as presented. Ms. Levine seconded the motion that unanimously passed. Meeting Minutes Arts Commission Boynton Beach, FL December 1 , 2018 IV. APPROVE MEETING MINUTES A. September 13 minutes B. October 11 minutes C. November 8 minutes The minutes were not available. V. INFORMATIONAL ITEMS FROM THE BOARD Ms. Oyer sent the members an opening invitation to the Gallery Y on Worth Avenue in Lake Worth. She noted the January meeting conflicts with a Sister City Art event, which was Painting with a Twist. She advised she would not be present at the January Arts Commission meeting and that was why she had requested holding elections at this meeting. Ms. Levine explained 60 people from Valencia Cove went to the Cornell Museum, the Museum distributed bags of information about volunteerism, the upcoming Kinetic event, and on December 5th, they had a Beyond Basel Party. Ms. Levine, who is the Assistant Director of Operations at the Cornell Museum, noted there was a Miami Basel Performance Artist present and many came to see the Tech Effect exhibit at the Museum. Chair Weiss explained she went to the Armory and purchased several items including a piece of fine art and gifts. It was great to see so much talent and it was of a much higher quality than she expected. Ms. Zell previously participated in national art shows for a living and agreed it is high quality. Ms. Oyer commented Board Member Clovis Moodie was in the newspaper as a featured article. She did a photo shoot with Laura Lansburgh, the City's Marketing Manager, as she is a Boynton Superhero as was Board Member Jehana Zell. The members congratulated her. Mr. McQuire attended the Holiday parade and commented it was very nice. He was excited about what was forthcoming up, learning more and being part of it and being part of the Board. He attended Art Miami and commented it was really a nice show. There was a lot to see and it was almost overwhelming. He attended Art Palm Beach and thought it was just the right size. Ms. Coles-Dobay explained there are 26 exhibition spaces surrounding Basel. Art Basel is just the convention center and is the nucleus and the outer artists are collateral exhibits. Ms. Coles-Dobay explained the tent on Miami Beach was 60 by 200 feet. VI. ANNOUNCEMENTS/REPORTS A. Nov. 17, BBAD Art Walk ceremony for"When are you coming to visit" Meeting Minutes its Commission Boynton each, FL December 13, 2018 Chair Weiss commented the Art Walk was very special. The Coastal Star was doing an article on decommissioning the, When are you Coming to Visit piece. Ms. Zell showed up for the event at 7:30 p.m., exactly when it was to begin, but it started before she arrived. Ms. Col s- took responsibility for the oversight. Mr. McQuire was involved with the Art Alley in Delray. He was doing the marketing and advertising for to and the owner. The owner had a broker party for the condo portion for the Aloft. Teo ner made a significant donation and was building an illuminated Promenade. It has benches and a cleaner look for murals and art affixed tote wall. They have not secured all of the artists, so it would be a good time to issue a call to artists based on when they get their Certificate of Occupancy. Chair Weiss thought the decommissioning ceremony was well done and moving. Melissa Markowitz spent some time detailing what the piece meant to her. It was is to be there and it was emotionally stirring. She noted it was on the Art in Public Places video. B. Dec. 5, Town Square Open Spaces & Playground Public input meeting Ms. Oyer and Ms. Zell attended the input meeting. Ms. Oyer commented she put many pictures on Facebook. They have small pocket parks planned and a big walking area with exercise equipment in different stations. The company is a German company that makes the equipment. There was a lot of discussion about some of the equipment. Generally, she liked the overall plan. The issue is every single person wants a water feature and they have not put one in yet. She thought it was a shame more of the public did not attend. Ms. Zell announced she distributed 500 post cards inteacher mailboxes at the school and she did not see one parent at the event. There was information about the dog park on the other side of the postcard sot may not have read the information. C. Dec. 15, BBAD Art Walk Chair Weiss announced the next art walk on December 15 th and encouraged the members to attend. D. Dec. 18, Public Art Town Square Master Plan presentation to City Commission Ms. Coles-Dobay will give a quick presentation as a preview that be given at the next City Commission meeting. She hoped the members could attend the meeting as it updates the City Commission on the Arts Commission public art plans and all the work the members have been doing to-date. She noted the members had already viewed the work and approved the pieces. Meeting Minutes Arts Commission Boynton Beach, FL December 1 , 2018 The members viewed the presentation. Ms. Coles-Dobay explained a public input meeting for the Town Square was held August 24, 2017, to ascertain what the residents wanted to see in the open space area. The City held partnering meetings. When they convened the Selection Panel and the team members attended, they decided they wanted a large iconic piece to create a wow factor. Ms. Coles-Dobay identified various sites that will continue onto Federal Highway from Ocean Avenue. Ms. Oyer asked if there would be a big screen TV on the Garage and learned if they get funding, it was possible. The total budget is 70% of 1% of the construction value. They have a collaboration between public and private entities. First piece is an iconic kinetic artwork for the City. It brands the City, connects with cultural tourism, it helps create economic development and creates a one of a kind experience and unifying place for all to gather. Next area by the plaza has an interactive piece by the Library called Synesthesia. It is a public space for all ages and abilities and demographics can meet and engage with one another. There will be one column at the Kinetic Art and Symposium event so people can interact with it and the Arts Commission can survey what sounds it favors. By the Kapok tree, next to the Old High School is an outside courtyard. The concept is to use the landscape and hardscape and create a place where people can have a cocktail hour, have weddings and take pictures. The Old High School can be rented for corporate and private events. In 2021, the Arts Commission will also be able to hold the kinetic indoor exhibit there. There are many opportunities for the space. (Ms. Louis Gordon arrived.) Ms. Coles-Dobay explained the locations were to give a glimpse of the type of environment to expect. She reminded the members that eco-artist Lucy Keshavarz was hired to work with the team to create these types of environments. There are two parking garages planned and that is where the canvases for the emerging artists program were located. The emerging local artists will do research to discover what they want to create. It could be a metal item and there are all sorts of opportunities. The upper corner is where the fire station is located. Ms. Coles-Dobay explained they are working on the Emerging Artist budget and the art to be installed on the lobby windows. The artist will work with Fire Rescue staff to develop visuals,which the Board will approve. The Police Headquarters was viewed. The artist selected for the project was creating a concept that preserved the sanctity of trust and to build strong community relationships. The art will be integrated in the courtyard for visitors to see. Some of the pieces will function as bollards to prevent anyone from crashing through the plaza or community rooms in the building. They will be working with the public on individual programs. There will be interaction with each program. This was informational tot City Commission. There are certain elements oft projects the public will contribute too. Emerging artists will sit with staff and with fire and police. There were no objections tot presentation. Ms. Oyer liked the concept. She looked forward to seeing what would be created on the parking garage. Ms. Col es-Dobay explained that was forthcoming. The artists will learn and research community interaction and how fire rescue works and how it is different in other communities, is are learning sessions they will have. Everything is conceptual at this point. Ms. Levine commented this was the first time she saw each project in one presentation. She liked the summaries about each is and how public and kinetic art contributed to the project. There was consensus oft concept. VII. PROJECT UPDATES/APPROVALS A. NONE Vill. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. Kinetic Art Event planning updates • Nov. /Dec. Kinetic Shimmer Project begins in schools Ms. Oyer announced "Anthony' the artist for the Shimmer Project came to Ms. Oyer's school to train her and the art teacher how to make some oft components of the Shimmer Project. She not the artist also went to two other schools to teach others how to make the components. The components are made of used Gatorade Bottles and solar lights. The artists needed to install 200 components on a chain link fence. She brought an example of the piece. Ms. Oyer reported the students did a great job and had a lot of fun. The lights will be visible at night along the fence. When the exhibit is over, the components go back tot students who can then say they participated in an International Kinetic Art Exhibit. In total, four schools participated. • Docent outdoor artwork training Ms. Coles-Dobay referenced the two-page document showing all the activities to train the outdoor exhibit docents. They already had training on the 26 th and another session on Saturday. She invited the members to attend. Ten ssion will be held on January 11th. All oft information is on the site. • Media schedule implemented Meeting Minutes Arts Commission Boynton each, FL December 1 , 201 Ms. Coles-Dobay sent several magazine originals about the placement of the ads in the publications to date. Other advertisements are forthcoming and there are some editorials. There is some continuing coverage of the project. They will be in Art Culture Coastal Star, Art Hive, Boca Observer, Boca Live Palm Beach and others, such as Culture Alley, Palm Beach Illustrated, Sculpture Magazine and Art Palm Beach and Otocast. Will also be in the Boynton Gazzette. • Receiving press credits This was discussed with the Media Schedule. • Board volunteer commitment Ms. Coles-Dobay explained there are several opportunities to volunteer at Art Palm Beach and she request the members each take a shift to man the Arts Commission booth at the event. Ms. Zell inquired if the members could view the exhibit before starting their shift and learned they could. Ms. Coles-Dobay will submit the volunteer list and order the badges, noting the Arts Commission booth was at the front of the Center and had excellent visibility. Ms. Oyer commented last year was an outstanding experience. Chair Weiss, Ms. Oyer, Mr. McQuire volunteered and Ms. Zell had to check her schedule first. Ms. Oyer commented she was surprised how many people that she gave Kinetic Event cards to actually attended the event. She thought stopping and talking really made a difference. Ms. Coles-Dobay also requested the members provide their shift information for the kinetic event, noting the next volunteer meeting will be December 19th from 6 p.m. to 7 p.m. at City Hall. IX. NEW BUSINESS A. Town Square public art projects • Ralfonso's kinetic art concept proposal for Town Square Grazie Prokopetz, Cultural Council of Palm Beach County, was present as was Anderson Slocombe, Town Square Project Manager. Mark and Kelly Hefferin could not make the meeting, but had viewed the information as did John Markey, the master builders for the project. Lori LaVerriere, City Manager and Colin Groff, Assistant City Manager have seen it. She thought it was exciting to start looking at a proposal for a kinetic piece for the project. The members watched a visual and re-reviewed the input from the Open Space, Public Art, and partnering meetings. The Reflections piece by artist was viewed. It will brand the Meeting Minutes Arts Commission Boynton each, FL December 13, 2018 City, promote cultural tourism, economic development and create a one of a kind experience, unifying for all to gather. When someone says, "Meet me at the Kinetic," all will know where to go because there is no place like it in out Florida. It reflects the City's diversity and unity. The art will benefit all who go there. The Arts Commission has to decide how to represent that meaning and put in into a public art piece. Ralfonso studies nature and the environment. The piece is 27 feet tall, 26 feet wide. It has three poles and seven winds and each of has 21 wings that interact. The piece of be on the Seacrest Boulevard, E. Ocean Avenue corner. Behind it will bet City Hall Library. The piece has many bearings in it and requires careful construction and fabrication. The members viewed a short video of the piece. The Arts Commission knows Ralfonso is one oft most known international kinetic artist in the world. He lives in West Palm Beach part time and is a local artist. He has supported the Kinetic Art event since 2012 and helped get the program going. He is dedicated as a leader in kinetic art and he promotes it and teaches it. The members viewed a short video about Ralfonso and his piece. The piece will have polished stainless steel on the wings and a brush finish on the top and bottom. There will be led lights at the top of the pieces that change colors. Ralfonso collaborated with EES Designs in the Pompano. They had searched internationally for a fabricator within the budget forte project, and the prices ranged from $300 to $1,000,000 and they were able to get the price for$300. Ms. Coles- Dobay had previously visited the shop with the developer John Markey, later visited it again with Anderson Slocombe, and not they fabricate Alice Aycock's pieces and exclusively fabricate large artistic pieces. They are also working with Boca Bearings who supplies the bearings for the kinetic art and they are in Boynton Beach. (Ms. Louis/eft the meeting at 6:58 p.m.) Cost comparisons with other top kinetic artists such as Lynn Emory revealed the fabricating cost for her 10-foot piece was $100,000 and it was not as massive as the Ralfonso piece. Other comparisons with artists Johnny slager, Paul Daniels and Edwin Chong reflected the same. The cost proposal was viewed. It cost $300,000 with $78,000 for installation costs plus lighting. Chair Weiss asked about powder coating on steel. Ms. Coles-Dobay explained the piece is stainless steel because it is close tot ocean. Even with powder coating, one knick or scratch will allow rust to occur, so it is important to or with materials that will not rust There is a warranty, is usually it is two years. The materials have a life span. Art has to be maintained and the collection assessed each year for maintenance, refurbishment, or decommissioning. The 30% of the 1% development fee is for maintenance. The Jeff Kahn kinetic art by Two Georges was purchased in 2015. It has not had ones ec of rust and it is stainless steel. The City cleans and polishes it. She found a new product Meeting Minutes Arts Commission Boynton each, FL December 1 , 2018 that protects the piece. It is similar to a glass coat used by NASA. It can be used for other applications, such as the marine industry and now on sculptures. Ms. Oyer had questions about the amount for the installation and thought they were not meeting the budget. Ms. Coles-Dobay explained they were, because they got new quotes. Ms. Coles-Dobay also commented all Ralfonso wants for an artist fee is$25,000. Ms. Zell inquired if there were funds built into the construction that goes to the artist and learned there was none. His commitment is to build the piece for Boynton. Ralfonso has been involved in the kinetic event since inception. His licensing cost was about $25,000 and the fabricators cost was the fabricators cost. Ms. Oyer asked about combining the stainless with color. She wanted the City's to be unique. Ms. Coles-Dobay explained if are used, powder coating is needed, and if one color is used on one element and not all of them, the piece appears off balance. Additionally, that would tap into the artists' creation. Ms. Oyer wanted to ensure the piece would be unique. Ms. Prokopetz was impressed how the wings moved and did not crash into each other. She thought it was amazing. Ms. Levine appreciated Ralfonso's commitment to Boynton and his willingness to work with them on the budget. They will have another world-class piece in the City, in addition to the one from Albert Paley.. Motion Mr. McQuire moved to approve the piece as is. Ms. Oyer seconded the motion that unanimously passed. Mr. McQuire asked about the Town Square completion in 2020 and if the art installation would occur then. Ms. Coles-Dobay responded it depends on the construction schedule. Many of the pieces would need a base. Depending on when the base is poured, they may install the piece and then finish with pavers. It was pretty much towards the end. Mr. Anderson explained that kind of work is always done last, along with the landscapes, artscapes and hardscapes. X. UNFINISHED BUSINESS A. NONE XI.
