First panel is dedicated to the department's personnel. The second panel would reflect
integrity through all the events they hold throughout the year. When she thinks of
stewardship, she thinks of time, talent and specialized equipment. They have state of the
art equipment to manage any situation.
Creativity and strong community relationships would be reflected in a panel having a
Palm leaf in the background to signify Florida. Ms. Doyal explained she lived in West
Boca for 34 years, has a degree in fine art and worked in sales prior to starting her own
business. She has experience working collaboratively and within a budget. She resumed
her artwork about 15 years ago and has been exhibiting for the last 12 years. She wanted
to introduce scale to her art and the best way to do this was public art. Over the years,
she spent the time learning how to take an image and enlarge it with clarity and punch.
She worked as an apprentice to a public artist. She did not work with the same medium,
but she learned all of what is involved on the artist side. She is involved in the Palm
Beach County Art in Public Places. She is a member of Florida Association of Public Art
Professionals and a member of the Wellington Art Society, student scholarship
chairperson. She paints, stitches, and beads on canvas and it is very textural. For this
project, she learned from the administrative end about the types of challenges faced by
the Department.
She will select pix or take her own photos of things meaningful to the department and use
Photoshop to collage in a pleasing fashion, print it onto canvas and then paint, stitch and
bead. With regard to fabricators, she went to different vinyl fabricators to learn what colors
work best and will last. Ms. Doyal intends to have a handout informing the public about
the pictures why they are important and what they mean. She is uniquely qualified and
capable of handling the project. The red is colorfast. Ms. Doyal thanked all for the
presentation.
Artist Talin Lyman advised she lives in Boynton Beach. She wanted to be more involved
in the City where she lives and contribute to the community outside of work. Her work
had four panels that represented the Department and different images could be included.
The vintage firefighter helmets were her main inspiration as each helmet told of the
service each fireman experienced. Firefighters wear many different helmets and they
are United in having a mission and duty to the community. They hold presentations and
charity events.
There could be as many additional images to contribute to the piece. It there were any
suggestions the fireman may want to include, the images could be included. The original
image could be acrylic to be vibrant on the panels. Chief Joseph had questions about
the sharpness of the color and how to get the rendering on the vinyl. There will be intense
color. Ms. Lyman thanked all for the opportunity to make her presentation.
Meeting Minutes
Arts Commission
Boynton Beach, Florida May 2, 2019
The members ranked the presentations as follows:
Susan Oyer Lynn Doyal 13 Talln Lyman 17
Vice Chair Levine Lynn Doyal 11 Talin Lyman 17
Jehana Zell Lynn Doyal 6 Talin Lyman 8
Chair McQuire Lynn Doyal 7 Talin Lyman 9
Chief Joseph Lynn Doyal 7 Talin Lyman 10
Saddam Silverio Lynn Doyal 9 Tallin Lyman 7
Ms. Doyal received 53 points, s. lin received 68 points. Ms. Doyal was the winner.
Ms. Oyer thought the artists were talented, but the panels would be great for a less visible
location. She thought they were too unprofessional for the top tier of the Fire Department
and thought they should have the highest possible quality art fort i ject. Sister Cities
will be visiting the City Fire Station and they need to set the standard. She like less palm
trees and thought the first presentation was too crowded and the other presentation
looked like colored pencils. She like the images, but thought they were too distracting.
Ms. Zell asked how often people visit the Fire Department and leamed people come all
the time.
Further discussion followed. Chief Joseph thought both ideas were well done and they
conveyed the mission of the Fire Department. He liked Ms. Doyal's message better, but
the palms were too busy. Both Artists indicated they were open to change and he could
work with the artist. Generally, the members thought Ms. Lyman's presentation was the
weaker and some members were not enthused by either presentation.
Ms. of s- explained the idea is when looking at visual concepts, they were the
artists ideas oft overall direction oft piece. Images could be changed and simplified.
This is much more simplified than what was int actual panel. They can give direction
about the details and the artists could come back with another presentation.
Motion
Ms. Oyer moved to approve artist Lynn Doyal to move forward to the next stage of the
process. Vice Chair Lev'nes a the motion that unanimously passed.

Meeting Minutes
Arts Commission
Boynton Beach, Florida 1
Ms. Coles-Dobay gave a brief presentation. The Arts Commission had previously
selected Ms. Keshavarz as the artist for the project. The area is between the Old High
School and the Kapok tree, the area should connect to the school, and community
involved in the project was wanted. They set up another group meeting in August and
there was a lot of information exchanged. The Old High School will be marketed as a
mid-level market space. A visual presentation of plants for the various areas were viewed
and Ms. Coles-Dobay walked the members through the environments. The seahorse
fountain would be relocated between spaces A & B. The rest of the presentation was of
different setting areas. It was a trickling fountain in the courtyard area. Native plants
would be used. There are areas that will have words or short phrases that talk about the
Old High School and Kapok Tree that would be etched into the walkway and a panel will
explain what the garden is about. The garden will also be designed for butterflies. Ms.
Coles-Dobay had wanted to show the concept so the Arts Commission could move it
forward.
Motion
Ms. Oyer moved to move forward, Mr. Silverio seconded the motion that unanimously
passed.

Chair McQuire noted all of the pieces will be for sale. Forty-two artists were contacted,
but several did not have a body of work they could use to submit a proposal for the one
year on-loan program so only 13 artists responded. Some wanted extra funds besides
the stipend for the installation. All of the artists are qualified and have good scale for the
Avenue. Chair McQuire read the descriptions. The members rated the submissions. Ms.
Coles-Dobay announced the person with the most votes was Cecilia Lueza, followed by
Deb Marucci, .teff Wyman and Steve Blackwood.

TALIN LYMAN PROPOSAL FOR CONCEPT AND ARTWORK FOR:
WINDOW DESIGN FOR THE CITY OF BOYNTON BEACH TOWN SQUARE FIRE & RESCUE STATION
After moving to Delray Beach, almost 30 years ago, my desire for a peaceful, convenient and safe
environment was fulfilled. However, with further acquaintance, I discovered that Boynton Beach had
similar and extended advantages which led me to choose it as my perfect permanent home.
Living, working, teaching and creating in this beachside town has been a joy. One of my long time adult
art students, is a member of one of the founding families of the Delray, Boynton, Lake Worth, and Boca
areas. He has written many nonfiction books about the history and families which developed our area.
Hearing him share the unique history of Boynton Beach in our Saturday morning art class, and watching
it grow and expand, has been an interesting journey with insight into the many outstanding qualities of
our town.
The Boynton Beach Fire & Rescue Department is one of the town's most important, yet misunderstood
organizations. Yet,the BBFR Department has been a driving force in making Boynton Beach a safer,
cleaner, healthier, and community driven town. The many areas of service that the BBFR provides, are
not only extensive but also rather unknown to the average resident. This fact was made evident to me
during a meeting and tour of Fire Station#5. Fire Chief Glen Joseph, gave such a comprehensive,
intriguing and fascinating presentation about the Boynton Beach Fire Rescue, that I was in awe of how
vast the responsibilities and tasks are, aside from fighting fires.
My objective in creating the artwork for the front windows of the new fire station, is to capture both
the extraordinary acts the Boynton Beach Fire Rescuers accomplish every day as well as the more
mundane details of their jobs. I desire to convey this broad reaching aspect of the many responsibilities
of the BBFR, while showing their strong humanity, sense of mission, and personal involvement with the
residents and community of Boynton Beach.
The quality of the BBFR which stands out to me the most, is the genuine care and devotion shown by all
of the force for their town. This is not done with words alone, they are essentially "Biblical" in their walk
and deeds. They exhibit their characters in their actions.
The Firemen's Helmet display in the lobby of Fire Station#5 began my artist's journey. I was exceedingly
impressed by the vintage helmets resting proudly behind glass, with their logos, designs and colors, rich
in history. Each helmet tells a story of the era in which it served. Inspiration came to me from all the
areas the BBFR is responsible for. I want to create an image which appreciates those who sacrifice their
lives for us. Each fire rescuer wears many hats, however all of the many hats are under the giant, united
helmet called The City of Boynton Beach Fire & Rescue.

The painting for my concept was created using the medium of watercolor, with added acrylic paint on
vellum. The sketch measures 3 feet by 3 feet, with dividing lines to indicate the 3 mullions. I chose to
paint this design on vellum, due to its semi-translucent quality, which projects the illusion of what the
design will look like on windows with light shining through.
Importantly please note, though the composition I have created is designed with symmetrical decorative
features, along with details referencing the BBFR force, it is possible to inject some alternative or added
imagery. For example, I could place in depictions of children educationally engaging with firefighters,
or any other desired subject. This can be determined after the review of my current submission.
