Minutes 04-11-19 MINUTES OF THE ARTS COMMISSION MEETING HELD ON THURSDAY, APRIL 11, 2019, FROM 6 P.M. TO 8:30 P.M. AT FIRE STATION NO. 2, TRAINING ROOM 2615 W. (Arrived 6:47 p.m.) 1. CALL TO ORDER Chair McQuire called the meeting to order at 6:30 p.m. 1111. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present. 111. AGENDA APPROVAL Debby Coles-Dobay, Public Art Manager, noted there were two changes to the Agenda. Item X111. A, International Kinetic Event.- Future is Tour was removed. Item X1, - r Business had a date change. The May 2 Emerging Artist Proposal to was changed to June 6 th. Chair McQuire added Itin Bloom to Item VI - Announcements. Motion Vice Chair Levine moved to approve the agenda. Ms. Oyer seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A.December 13 minutes B.January 10 minutes C.February 14 minutes D.March 14 minutes Meeting Minutes Arts Commission Boynton cFloridaril 11, 2019 Vice Chair Levine noted a change to the February 14th meeting minutes regarding attendance as follows: UAaq#a Marcia Levine. Ms. Coles-Dobay noted a change to the December minutes on page 6, as follows: Culture Alley Owl. Motion Ms. Oyer moved to approve all four minutes with the amendments. Ms. Weiss seconded the motion that unanimously passed. V. INFORMATIONAL ITEMS FROM THE BOARD Ms. Oyer commented she bought a nice piece of art from Artist Lloyd Goradesky. He made a small limited version of weather vanes. He is also up as a finalist for the Marjory Stoneman Douglas Memorial. Ms. Moodie commented she has been driving by the Kings Academy. The artwork is installed and it looks very good. Vice Chair Levine will stock Lloyds Kinetic Weather Vane in the Cornell Museum's art store and she is excited about having it in the shop. She went to the Boynton Beach Art District last week and saw many new vendors. It was a big day. She curates the museum's store so she can look for Florida artists and vendors for the store. She is learning the different between art and crafts. Earlier in the day, she went to the Norton Museum and they had a guided tour. They need to go back because there was so much, they could not see all of it. Ms. Zell commented about arts and crafts and the word vendors. She had participated in fine art shows in the past and she commented artists do not see themselves as vendors. From a store perspective, they are vendors, but artists are artists. Chair McQuire helped organize an art rally in Delray Beach two weeks ago. The Loft Hotel is under construction on 5th Avenue or Federal. It looks finished, but it is not. The hotel was supposed to be open in January. The Promenade was an alley behind the tour. They widened it, and added exterior lighting. They funded the event and he helped organize it with Sharon Koskoff. About 30 murals were submitted, and they are large format pieces measuring about 3.5' x 10'. The parking garage has illuminated long vertical areas. Three or 400 people attended. It was a pot luck. The sun was setting and it was illuminating all the pieces. Chair McQuire did not think the artists were paid, but they were supplied with wood material to paint on, and a place to do so. They select six to 10 pieces to exhibit on the wall for a year. It was a juried exhibition, and then after the year, the pieces will be rotated out. Chair McQuire works in advertising and the Loft was his account. (Saddam Silverio arrived at 6:47 p.m.) Meeting its Arts Commission Boynton each, Florida April 11, 2019 V1. ANNOUNCEMENTS/REPORTS A. April 7, 2-10pm - BBAD KeroWACKED Multimedia Fest Ms. Coles-Dobay advised several members attended this event and Ms. Zell has a studio in the Art District. Ms. Zell explained thea is their own crowds and Rolando, who runs the District, besides promoting the event on Facebook, was working his network. There was a horrendous turnout. He advised 500 to 600 people would turn out. She commented, besides the people the artists brought in, Rolando may have had 50 of his people attend. She questioned why the Art District was not more successful. Roland texted Ms. Zell earlier int day indicating he was giving up on the event. Ms. Coles-Dobay thought there could be communication issues. The City and CRA both market the event and she agreed there is a difference between paid and free advertising. It appeared Rolando was only promoting the event. Ms. Weiss attended early and she thought Ms. Zell's studio was impressive. Ms. Zell has a history of jewelry design that is high end and beautiful. Ms. Weiss thought the event was anemic, but what was there was gorgeous. Ms. Zell asked if the City wanted to have an Arts District. Ms. Coles-Dobay explained the Arts District is not on City property, but it does support the District. The Arts Commission also provides support for the mural program. Since the murals are changed each year, the artist has to submit a permit application costing $150 for each mural. Early on, the Arts Commission intervened and eliminated the fee and Arts Commission approval of each mural. The last few years were very busy although the Art Walks seem to subside as summer approaches. Ms. Coles-Dobay noted this event was a special event and the Art Walks are on the fourth Saturday of every month. The crowds change. Attendees come earlier, but the younger crowd come later. Between the artists there and Rolando, she felt they needed to give some thought if the City wants to do anything to have an Arts District. Chair McQuire thought there may be more the Arts Commission can do, and questioned if they lose leadership, what would be next. Ms. Oyer thought there were too many events. She suggested focusing on three or four events per season and if they want to have one event over the summer, they should. The focus could be on every other month instead of each month. Ms. Oyer attended his gallery opening in West Palm and it was packed. Rolando has a big following, but it was not transitioning to Boynton Beach. She suggested starting smaller and expanding from there. Ms. Coles-Dobay explained the District is private property and it was never a City event. It was great the artists got together at this location. It started off with Artist Rick Beau Lieu and it grew. Part of the problem is the artists in the studios and the vendors do not support the event enough to bring the right groups together. The CRA has supported it. 3 Meeting Minutes Arts Commission Boynton cFloridaril 11, 2019 Even at Rolando's events at the Gallery, some days are packed and some are not. Ms. Coles-Dobay suggested putting this item on the agenda, and the members bring suggestions to the next meeting and to be cognizant there is no funding. Ms. Zell noted Delray Beach has an Arts District and people enjoy it because it brings businesses together. Boynton Beach is trying to brand itself as an interesting community. If art is part of it, the City should contemplate if the City is interested in having its own Arts District somewhere else that could add value to the community. Chair McQuire commented there is an art walk on Saturday; then there are Boynton Beach Art District events that occur, and then there are gallery openings. He thought they were discussing supporting, the Art Walk itself, in some way because they are more acute and there are two a year. If they put it on the agenda, put it as Art Walk. It was on the agenda to be a vendor to promote Art in Public Places. Ms. Weiss thought this might be something to think about. It is already included on the Art Tour. Gina Burg, Public Art Assistant, came from Denver and commented they have a huge art walk. It started with a few galleries. They were consistent to have an art walk the first Friday of every month. Each gallery would have their own event on that Friday, but they all got together and as time went on, they got together with the Arts Commission and people paid a fee to promote their businesses. They had brochures and websites and 10 years later, the city shut the street down because there are thousands of people that attend. Ms. Moodie queried if these events are under the purview of the Arts Commission and learned they are not. Ms. Oyer suggested approaching places like Sterling Village because they have their own TV channel. She asked if the Arts Commission could create a flyer to take to Sterling Village as they are the largest condo community advertise the event to these residents. It is free advertising. Residents there have time and money and do not know the event exists. Chair McQuire asked who was in charge of the Arts District and if they could come to the meeting to see how the Arts Commission could help. There was discussion about inviting Rolando. The buildings are privately owned. There is a manager and Rolando, who subleases space. If he backs out of promoting the Arts District, why would he be entitled he keep renting space. This item will be discussed on a future agenda. Motion Ms. Oyer moved to approve to add this item to a future agenda. Chair McQuire thought the members could conduct research into the individuals that were mentioned and then do follow-up thereafter. Vice Chair Levine noted the Delray Art Walk is the first Friday and it falls under the purview of the Downtown Development Authority, not the CRA or the Public Art Advisory Board. 4 Meeting Minutes Arts Commission Boynton each, Florida April 11, 2019 Vote Ms. Weiss seconded the motion that unanimously passed. B. April 15, 6:30 - 8:30pm - Historical Society AIPP presentation at First Presbyterian Church, 235 SW 6th Ave. Ms. Coles-Dobay announced she was invited to their group and to make a presentation about the Art in Public Places (AIPP) program. The meeting iso to the public. The the presentation she put together speaks about some oft art. She tried to choose art that is historically relevant and then she ills about what is occurring with the Town Square. The meeting is at 6:30 or 7:00 p.m. There will first be a Board meeting and then they open tot speaker. The information is on the City's website, calendar and it is posted on social media. It was not there was an INCA meeting that night C. Art in Bloom Chair McQuire reviewed the Boynton each Garden Club has a floral show where fresh flowers arrangements are created from drawings submitted by students from Plumosa. The event is tomorrow, with a reception from 5 p.m. to 7 p.m. and on Saturday from 10 a.m. to 5 p.m. at the Schoolhouse Children's Museum. Tomorrow is the jury and the reception and the show is Saturday from 10 a.m. to 5 p.m. Ms. Coles-Dobay explained the Garden Club of this every year and they always ask a member oft Arts Commission to judge. Ms. Coles-Dobay judged last year and could not judge this year. She asked the Chair if he would attend and become involved in these types ofthings. Ms. Zell thought the ladies from the garden club were amazing. She got the to take over the Poinciana Garden. Ms. Coles-Dobay commented the arrangements are beautiful and the artwork submitted by the students was amazing. The interpretations of the drawings is breathtaking. It is very interesting concept. VIII. PROJECT UPDATES/APPROVALS A. NONE Vill. INTL KINETIC ART EXHIBIT AND SYMPOSIUM REVIEW A. Saturday., April 20th, 11 am - 1 pm -Augmented Reality Tour meet 412 E Ocean Ave. Ms. Coles-Dobay announced the Tour and advised Ms. Burg may conduct the tour. They held a test tour and had great allendance. This will be the second tour and they are still trying to create interest in the kinetic art on the Avenue. Ms. Burg explained she conducted the entire tour. Artist Peter Pereira has a cool app he is fine-tuning, and the Otocast has interesting information. Ms. Burg took people from 5 Meeting Minutes Arts Commission Boynton Beach, Florida April 11, 2019 sculpture to sculpture and walking through the whole tour. She pointed out different things and talked about the 1% Public Art fee and all the different pieces and murals around town. The audience loved the Beju Dudali. The tour will be fun. Artist Peter Pereira, who put together the augmented reality app will be present and will meet at the tree. Some will be augmented and some will be Otocast. A few other docents will help with the tour. IX. NEW BUSINESS A. 2019-2020 Avenue of the Art program 1. Call to Artists VS Invite artist for solo exhibit Chair McQuire announced the members had to come up with a plan for the art rotating out of the avenue of the arts and the general area. It will need to be installed by October and there are six or seven pieces that need to be replaced. He explained the members can issue a call to artists, advertise it and promote it and the Arts Commission can select seven different artists and discuss what type of theme, or the Arts Commission could feature a solo artists to exhibit those pieces. He pointed out this exhibit is in the in between years of the kinetic symposium and the area is not currently as dynamic as it would be due to construction. Ms. Coles-Dobay explained at the last meeting, there was discussion about the Avenue of the Arts and what to do for next year. She had distributed a brief history so the members can see the various pneumatic things that happened in the past. They had calls for environmental issues, textures, coastal and the Arts Commission had many pieces that were appropriate for Boynton that were different, exciting and new. In between them was the kinetic art. At the last meeting there was discussion about inviting artists from the Kinetic end to submit. One artist was Craig Colorusso, he did the Sun Boxes and his work had a lot of interest. She posed the question to some of the artists and they spoke to Debbie Mastel. Chair McQuire had people he spoke to and the Arts Commission has to decide which direction to go in. Many of the pads are 6' by 6' and some pieces are substantial. It has to have a presence. Ms. Coles-Dobay developed some themes. The pieces will be displayed in October for a year. 2. Several solo artists concept/ideas to review When Ms. Coles-Dobay reached out, she did not provide the theme. The City does not have enough art for the Avenue. There is art stored, such as the Moonfish and Seahorse Fountain. There was one piece by the amphitheater, but not enough to fill the Avenue. Ms. Oyer asked about Artist Darren Miller. She liked the idea of a solo exhibit. The members viewed visuals of Walter Palmer's on Healing Ground. Chair McQuire announced the artist just built his own foundry and he does fun loving pieces for Disney resorts and all over the world. He was very clear with the artists, the Arts Commission was not purchasing the pieces. He informed him how the program worked and he was concerned he would not have enough time. Mr. Palmer was still contemplating what type of work to submit. He was willing to have a solo exhibit. Both his sons are sculpture artists and the exhibit could be a father/son exhibit. The pieces would be human sized. Artist Craig Colorusso's concept was to create six different sculpture's that react to different elements of the weather and the pieces have sound. The pieces are two to three feet in height. Another piece, The Moon, is eight feet tall. Another piece was called Wind, East and West. Precipitation was seven feet tall, and Barometric was four feet tall. They are controlled by a stimulous that results in tones. (Ms. Zefi/eft the meeting at 7.36 p.m. and returned at 7:37 p.m.) A question was posed about the Urban Congo piece. Ms. Coles-Dobay explained it is not durable fora whole year exhibition. The exterior of the piece could withstand the duration, but not the audio component. It of need to be maintained. It was also $57,000 for the piece to be on loan for a year. Having a solo exhibit means the artist installs the piece one time. They are still looking at something like this for in front of the Town Square. Ms. Col es-Dobay clarified the climate theme was just a suggestion. The selected piece could have any theme. Ms. Weiss thought it of be helpful if the Arts Commission knew if one of it pieces would be placed by the Schoolhouse Children's Museum, cause if so is Chair Levine favored having one artist on the Avenue with a theme that will make an impact. Mr. Silverio agreed. Ms. Lorenz noted the Arts Commission already has some artists willing to create the solo exhibit, there is interest. The budget was around $40K to $50K and six or seven pieces are needed. Motion Ms. Weiss moved have a featured artist on the Avenue for the next installation. Ms. Lorenz seconded the motion that unanimously passed. Ms. of s- explained the members decided the Arts Commission will have a sole exhibit from one source. hen question was whether to use one of the three artists discussed earlier oro it up to other artists. At the last meeting, the Arts Commission had this discussion and wanted to get suggestions at this meeting. Some members aIre ady approached artists since then and the three above artists were interested. There was still the opportunity for other artists to be approached. Time stamps and parameters are needed because October is fast approaching and the pieces have to be fabricated and installed. Chair McQuire suggested, between now and the next meeting, all interested artists contact the Arts Commission. A full call to artists would add another month to the process. The members can reach out to more people and get proposals by the next meeting. Ms. Coles-Dobay will send an email to the members detailing what the Arts Commission is looking for and the time limit. The members can forward it to people they know and Ms. Coles-Dobay will advise them. Ms. Lorenz suggested moving forward with the three afore discussed artists and next time open it up to others because time was of the essence. Ms. Oyer asked how long the call has to remain open. Ms. Coles-Dobay commented the call is open for a few months. After brief discussion, the members have until the next meeting for all to coral everyone together and understand the deadline. Artists could submit a basic sample and at the next meeting, the members will narrow it down to one artist. Chair McQuire suggested when researching which artists to contact, they be sure the artist can develop art for six or seven locations Ms. Moodie commented if choosing Craig Colorusso, his pieces would have the same sounds and learned the pieces would create six or seven different sounds based on the weather and each piece would react to a different item. Motion Ms. Oyer proposed an amendment to Ms. Weiss's motion to get as many artists in as possible. Ms. Weiss seconded the motion. The Arts Commission will take all the input and select one artists at the next meeting. The motion unanimously passed. The artists receive a stipend to install the pieces to be on loan. The work is also for sale. If a piece sells, the Arts Commission gets 30%. If the artists' work sells, they get half the stipend to install and half to remove. If they sell, they do not get the half at the end. Ms. Coles-Dobay will attach a typical artist agreement that contains the information so the artist ill know exactly what would occur. 3. Call to artists theme • Boynton's Coastal Climate Connection - Artwork that connects, demonstrates and/or educates the viewer about Boynton's coastal climate. This item was discussed with the above. X. UNFINISHED BUSINESS D. AIPP program promotion 1. May 18, 6-9 p.m. 8 Meeting Minutes Arts Commission Boynton Beach, Florida April 11, 2019 • Tom Brtz -featured artist Chair McQuire thought the Arts Commission should have a presence at the Art District Art Walk. He thought the Arts Commission could have two ort r embers at the event and perhaps bring along an artist or a fabricator. Ms. Coles-Dobay took the two upcoming Art Walks. The first Walk the Arts Commission discussed the features of the outdoor exhibits because it is still there and feature local is to promote themselves. One artist was Tom Brewitz who was interested and the other was Lloyd Goradesky. They could be present at the AIPP both and promote their or . • Kinetic Outdoor Exhibit - featured program 2. June 15, 6-9:30 p.m. The Arts Commission has a table • Emerging local artists for Fire Rescue & South Parking Garages - featured artists The second event was promoting the Fire Rescue and South Parking Garage emerging artists and have those artists present to talk out what they are doing. They could garner interest and showing the public what is coming in the Town Square. • Town Square -featured program It was not the June event was cancelled. Ms. of s- wanted to know who would handle those dates. Mr. Silvero, Ms. Oyer and Chair McQuire volunteered for various shifts. X1. FUTURE BUSINESS • May 2 - Old High School/Kapok Tree Courtyard and Gardens concept presentation • May 2 - Finalist Emerging Local Artists proposals for it Rescue project • June 6 — Emerging Local is proposal for south parking garage • TBD -The Club, assisted living project, "Essence" public art final review Ms. Coles-Dobay discussed the parking garage. This portion of the project is the private developer portion. Normally, the Arts Commission issues the call to artist including the team. The private developer decided what artist he wants to work with. He went through the process of 17 emerging artists, and created a short list based on past experience and information the Arts Commission has seen and then short listed the artists down to six. There were specific questions addressed to all six artists. Three of them responded and out of those three, he shorted the artists to two. Those artists are Craig McGinness and Amanda Johnson. There is a research component, The theme of the parking garage is 9 Meeting Minutes Arts Commission Boynton ecFloridaril 11, 2019 "coastal connection". The artists were to go to Jaycee Park to look at the interpretive markers, and the Reef Institute which was in Boynton Beach for many years. In the planning and timeline, Mr. Colorusso announced he was out of the country for about a month and he had to forfeit, leaving Amanda Johnson to do the project. She made a great presentation and had fabulous ideas which will come in front of the Board. XII. ADJOURNMENT Motion Ms. Oyer moved to adjourn. Ms. Lorenz seconded the motion that unanimously passed.
