A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
AUTHORIZING AND DIRECTING THE MAYOR AND
CITY CLERK TO EXECUTE AN AGREEMENT
BETWEEN THE CITY OF BOYNTON BEACH AND
PALM BEACH COUNTY FOR THE PURPOSE OF
SERVICE AS HOST AGENCY FOR SENIOR AIDES
UNDER TITLE V OF THE OLDER AMERICANS
ACT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Boynton Beach,
Florida, has determined it to be in the best interest of the
citizens and residents of the City of Boynton Beach to execute
an Agreement between the City of Boynton Beach and Palm Beach
County for the purpose of service as Host Agency for Senior Aides
under Title V of the Older Americans Act, which Agreement is
attached hereto as Exhibit "A";
NOW, THEREFORE,, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA THAT:
Section 1. The Mayor and City Clerk are hereby directed
to execute the Agreement between the City of Boynton Beach and
Palm Beach County, attached hereto as Exhibit A.
Section 2. This
immediately upon passage.
Resolution shall take effect

WI TNESSETH:
WHEREAS, Palm Beach County is a sponsor of a Senior AIDES
program under Title V of The Older Americans Act and has been
granted Federal funds thereunder by The National Council of
Senior Citizens th]rough the U.S Department of Labor; and
WHEREAS, in order to comply with the ~rovisions of the
National Council of Senior Citizens Senior AIDES ~rogram
guidelines~ it is necessary for the Sponsor Agency to enter into
agreements with Host Agencies delineating the duties and
responsibilities of each.
NOW, THEREFORE, in consideration of the mutual benefits~
promises, and covenants hereinafter set forth, the parties !gree
as follows:
1. THE SPONSOR AGENCY agrees:
To be responsible fo;- the administration and fiscal
components of the Senior AIDES program lmcluding the
provision of salary and fringe benefits as required by
1 aw.
To provide the Host Agency with an orientation and
~eriodic updates on the goals and objectives of the
Senior AIDES orogram.
To recruit ~nd refer eligible partici0ant(s> to the
Host Agency to be interviewed and when such
oarticioant~s) meet the Host Agency's approval to
enroll the particioant(s) into the Senior AIDES
program.

To counsel both with the Senior AIDE(s) and the Host
Agency Supervisor~ in matters pertaining to the
Senior AIDES(s) work performance and unsubsidized
placement.
The HOST AGENCY agrees:
To provide adequate supervisi~_,n to enable the
'S~nic~r AIDE to perform as a ~roductive and
effective worker.
To provide orientation, instruct-ion, and training
concer~ing the Host Agency, its activities, and
the Settlor AIDES day to day responsibilities.
To assure that each Senior AIDE has acc, py of
his/her job desc?i~tion and 'to upgrade the ~c,b
description as resoonsi.bilities change.
D. To provide safe and sani~tary working conditions.
E. To ensure that the Senior AIDE'S activities will:
(I) Not result in the partial or total displace-
ment of currently ~mployed workers~ (e) Not impair
existing Contracts or result in the substitution
of Federal funds ~or other funde in connection
~ith work that would otherwise be done, (3) Not to
be used as a reolacement for a position from which
another ~erson has been la,id off~ (4) one and ONL'~
ONE TITLE V CONTRACTOR will serve this aglency.
Not to discriminate on the basis of race, cole, r,
reli.gion~ sex, national origin, handicap~ age,
political affiliation or opinion~ or anceetry.
To ~rovide the Sponsor Agency with time and
attendance records as designated by the Sponsor
Agency~ activity reports, and evaluations (when
requested)~ and accurate in-kind contributions
records as required by the Sponsor Agency.
To assure that the Senior AIDE(S) work only the
total number of hours authorized by the Sponsor
Agency. Volunteer c.r overtime hours are not
permitted, unless, the Host Agency agrees to pay
the enrollee for the overtime hours.
To make no significant changes in a Senior AIDE'S
work schedule, hours~ job duties~ supervisor~
place of work, or status within the Agency without
notification/approval of the Sponsor Agency.

To advise appropriate staff at the Sponeor Agency
if significant ~roblems develop in the Senior
AIDE'S work situation and consult with them on
personnel procedure~ to be followed.
To consider the Senior AIDE for regular job
openings within the Host Agency when vacancies
occur and to give the Senior AIDE consideration if
and when funds become available for the position
in which he/she serves or one having similar duties.
3. Duration
of aseignment~
It ie understood by the HOST AGENCY that nc, Senior AIDE is
remain in one assignment for more tha~ ~g months. It is also

the following reasonable notice~ to reassign any Senior

6. This Agreement contains all the terms and conditions agreed
upon by by the parties. All items incorporated by reference are
phyeically attached. No other agreements, oral or otherwise,
re~arding the subject matter of this Agreement, shall be deemed
to exist or to bind any uT the parties hereto.
