L CALL TO ORDER
The meeting was called to order at 6:35 p.m. by Wally Majors. The Pledge of Allegiance was
recited.
IL ATTENDANCE
Mr. Majors noted that Vice Chair Charles Kanter has been injured in a bad car accident and will
not be able to participate on the Board. New Board Member Eugene Fagan introduced himself.
Roll was called, a quorum was present.

IV. UNFINISHED BUSINESS
• Parks Tour
Mr. Majors stated Kevin Lee has another job offer and will be dropping off the Board, as well as
Charles Kanter, so it would be best to have a full Board before proceeding with the Parks Tour
item. Mr. Majors also offered a tour of the 29 Boynton Beach parks and/or 5 recreation facilities
to Mr. Fagan. An overview of the parks featured on the website was briefly discussed.
V. NEW BUSINESS

A. Magic Wheels & Special Deals
B. Barrier Free 5K Run, Walk& Roll
Mr. Majors reported on the 4th Annual Magic Wheels & Special Deals on February 8th, suggesting
attendees take several flyers with them to help promote the event. The child being helped this year
is eight years old Nathan, who is visually impaired, non-verbal, and wheelchair bound. Over 20
vendors are registered and Cardonas Tumbling, among others, will be there. Mr. Majors said it is
time to pre-register and pick up a packet for the 7th Annual 5K Run. Ms. Mondello and Mr. Shapiro
intend to run. Hunter's Run is hosting again this year, and there will be corporate sponsors as well.
Intelligent Muscle Cars is doing the fabricating work on the wheelchair.
C. Barrier Free Park Pond
Mr. Majors noted there are two storm water retention ponds at Barrier Free Park, and the one near
Congress had always been intended for some improvements. The exotics have been removed and
now it is beautiful. In order to preserve the beauty, the RPB is in the process of negotiating a
proposal with a landscape architect. Also intended is the addition of a park sign. Resources are
limited so a few extra volunteers would be appreciated.
Mrs. Pierce-Roe stated that there are a few lights out at Boyer Club Park. The light shining on the
pier itself has been off for a while, and it was noted half the lights are maintained by the City and
the other by FP&L. A brief discussion on maintenance followed.
D. Boynton Barkfest—February 23
Mr. Majors stated the Barkfest will be at Crowder Dog Park, and will be similar to the kids' dog
show. Prizes will be for biggest, smallest, etc. The event will be marketed via Facebook. It is
expected that a switch-out will be tried; the competition will be divided into three sections.
E. Boynton Lakes Park—parking
Mr. Majors referred to the attached handout. Five added spaces are being considered. Residents
will be invited to give feedback at the next RPB meeting. It is not assumed that everyone will
embrace the change, but the plan does takes a few cars off the streets. The safety issue was briefly
discussed.
F. Park Rangers
Mr. Majors reported that the recruiting was very successful. Currently there are three applicants
and a fourth is hoped for. Expanding the program into the evening is planned and will need a Park
Ranger on hand every evening 6:30 to 9:30-ish as the days get longer. Customer service is getting
better and having the Rangers on hand for the morning shift is being considered. A brief discussion
followed on the current staff, duties of the Park Rangers, described as looking for ambassadors,
not law enforcement; maintenance and custodial services.

Regarding the Town Square, Mr. Majors noted there will be updates on the High School
construction. It is hoped it will be open in the fall, but a more realistic date may be March/April
2020.
VI. ITEMS FOR THE CITY MANAGER'S ATTENTION
• Mr. Ammon would like to talk about the Kids Kingdom Castle. This is being spearheaded
by Mike Fitzpatrick, with a goal to save the facade. A few people talked about it at the
City Commission and some of it was saved.
• A nomination for the chair was discussed for attention next month when a few more
members are added to the Board. Ms. Mondello suggested she could be an alternate and
moving Ms. Pierce-Roe up to full-time status so she could be the chair.
• Mr. Ammon spoke about ethics training, wondering if it is to be done online every year.
Ms. Stern suggested when there is a re-appointment, the Board Member needs to take it;
Mr. Majors said he would find out for sure.
