Chair McQuire called the meeting to order at 6:32 p.m.

Self-introductions were made. New Member Brian Pascul explained he works in
marketing and has a lot of experience in branding. He was happy to serve on the Arts
Commission.

V. INFORMATIONAL ITEMS FROM THE BOARD
Ms. Oyer was in Fardindola, Italy, and noted one reason the City was contemplating
Farindola as a potential Sister City was because they have an international art event each
August, which ties in with the art in Boynton Beach. Artist Ralph Papa goes back and
forth between the two cities, as does Paul Critchley who is trying to start an Arts College
in Farindola. Farindola picks eight to ten artists from around the world and lets them live
for free for three to four weeks to teach their type of the art and leave one or two pieces
behind. Two artists from Boynton Beach were selected. The Mayor visited Farindola.
Ms. Weiss was in Santa Fe, New Mexico, and advised Sant6 Fe is second largest city for
art in the US. There is a lot of kinetic art there. She thought maybe the Arts Commission
could locate art from Sante Fe for the next kinetic event.
Ms. Coles-Dobay announced she travelled to Minnesota for the America for the Arts
Public Art network conference. It is the umbrella organization for all the arts and culture
in the United States.
The Public Art Network had a track in the beginning of the conference focused on public
art issues, discussions and networking. She visited 56 sculptures in one day. It was a
good event. Ms. Coles-Dobay will show the Florida Association of Public Art Professionals
year in review later in the meeting, when the National Public Art Network video is
available, she will send a link. There were 300 slides. Members can send their favorites
to DEC. Good to see what is happening in the United States.
VI. ANNOUNCEMENTS/REPORTS
A. Goodlife Magazine, Toronto online article
Ms. Coles-Dobay explained the City uses a Public Relations individual to help promote
the International Kinetic Art events and one focus was to get visitors and writers to the
City to write about the event. A writer from the Goodlife Magazine visited for three days.
She spent time with Arts Commission Member Jehana Zell and Ms. Coles-Dobay and
attended several activities of interest. The article was published and was very good. It
was circulated via social media.
Ms. Oyer asked if there a way to poll visitors when they come to Boynton Beach to see if
they referenced the article and try to determine how much money these visitors would
bring to the City. Ms. Coles-Dobay was working with public art entities in the County,
trying to promote and have the Discover Tourist Group talk about public art and why
visiting Palm Beach County is not just for the beaches or performance centers, but it is
also for public art. Cultural Tourism is an important part of tourism and they are working
with the Cultural Council of Palm Beach County. There is ongoing discussion about
cultural tourism. There is a direct connection and there are measurements included.
Discover Florida is very connected to that information and they divide it out to different

regions and cities. Most times, the items have to be included in the research surveys,
which is expensive. Ms. Coles-Dobay tries to work, share, publish and market the
information, because it is valid research.
The article had some links to the Boynton each AIPP program. Canadians are the
largest tourist base. There are several layers of advertising. The writer is syndicated and
once they post the article on Good lifemagazine.com. the Arts Commission can publish
the article and then have a better opportunity to boost the link. Discussion turned to using
Facebook, target ads int summer before Thanksgiving. Ms. Coles-Dobay explained
they want to continue the relationship they have. The writer advised she of print an
update in January including the new Avenue of the Arts Exhibition. Ms. Weiss suggested
boosting posts on a regular basis would help bring awareness of the Arts Commission
and the AIPP program. Facebook ads have a cost. The Arts Commission could create
a blitz campaign to incorporate digital marketing, which would be email, live broadcasting,
Facebook Boosting, and more niche markets. Ms. Coles-Dobay suggested creating a
pI an and a budget to present to the Board. Ms. Oyer not Europeans come to Florida
on shopping vacations around the holidays. There are special promotions in England
and France for Europeans to come to the US for tax-free holidays and a few other times.
She suggested matching those times. Chair McQuire agreed.
B. July 12, 9:30 - 1 lam, Water, You & I Art Camp tour
Chair uire not Harmening Park is adjacent tot water tower, which has public art
as part of the East Water Treatment Plant upgrade a few years ago. The purpose of the
piece was to teach the public out water. The Haiku reads "Water, You & I". The 14'
by 14' pavilion shows what is underground. The shapes are representative of soil
particles the water seep down through on its way tot aquifer. There is an educational
component as the structure serves as an outdoor classroom of the journey of water from
the aquifer to the tap. A spigot is onsite offering clean water for visitors and it pets.
Tomorrow one of the Art Camp student groups will tour the structure and learn out
water. Rebeca Harvey, Sustainability Coordinator for the it , will conduct outreach in
the schools when school begins. Ms. Moodie thought it was a wonderful idea and
supported local schools being more involved.
C. Tues., July 23 and 30, 10 - 11:30arn Kapok Park community sessions
Chair McQuire reviewed the item and announced this will take place at the Senior Center
due to space limitations. They can bring students tote location, and lunch would be
served. Ms. Coles-Dobay had already reached out to othera e roups to be a part of
the mu Iti-gene rational project. Ms. Moodie, Oyer and Chair McQuire volunteered to be
part of the session. Artist Lucy Keshavarz will reach out to the next week fora of the
lesson plan. It will be a lot of fun and inter ene rational. They already reached out to
other age groups.

A. Art in Public Places branding document (see attached)
Chair McQuire put this item on the agenda to give all a refresher on the mission of the Art
in Public Program (AIPP). The mission is to integrate the arts into the greater community,
stimulate cultural interaction, education, economic development by selecting siting,
installing and maintaining public art. There are over 80 public art pieces in the City. The
website was updated and members could take a virtual tour. Geographic Information
System mapped everything out, provided information about the pieces and additional
information in another format. The information could be accessed by phone and
computer. Another component of the vision is to connect the cultural environment in
Boynton Beach to the global community. At the last Symposium, Chair McQuire heard
many languages spoken as many people really turned out for the event. Avenue of the
Arts is another great exhibit. It has year-long rotating exhibits and there are unique
exhibits in the Boynton Beach Arts District.
Chair McQuire spoke about funding and noted there are about 70 other municipalities or
cities, which offer programs similar to Boynton's. It is unique as there are not many cities
have the Avenue. The art on the Avenue changes every year. The program is funded
by new construction and/or redevelopment. It is not a tax. New construction or large
redevelopment projects pay a 1% fee to the City. Seventy percent of the one percent is
to build and create public art in those projects. Developers can select their artist, but the
Arts Commission has to approve the artist and the piece, or the developer can ask the
Arts Commission to facilitate finding art for them. The remaining 30% is to support and
learn more about the City's Public Art Program.
Chair McQuire reviewed art creates jobs. It brands the City and creates memorable
experiences. It attracts cultural tourism, supports the economy, creates a sense of place
and connects the City to the global community. There will be art in the new downtown,
incorporating LED lighting and audio signatures. Technology is a big part of art. Art and
culture means business and the return on investment is excellent. He noted Boynton
Beach is closest to the Gulfstream in all of North America and 1-95 is closest to the
Intracoastal in Boynton Beach than anywhere else. People think Boynton Beach is bigger
because it sprawls out west; however, it is unincorporated Boynton Beach and not within
city limits proper. It is the third largest city in Palm Beach. The City has three boat ramps
and the inlet. He mentioned several other attributes the City has such as the Brewery

and Arts Districts as contained int meeting materials. Ms. Coles-Dobay agreed to
forward a link because they pretty much finished the page for Town Square development
and public art.
Ms. Oyer announced Sara Sims Park should be completed by August, with a grand
opening event in September. She noted the Amphitheater was moved to the park, is
the City spent $1.7 million to improve.
Ms. Oyer commented she brought several brochures created by the Arts Commission to
Farindola and they were well received. Ms. Weiss commented Artist Amanda James was
amazing and the parking garage she was working on will be very visible. A friend of Ms.
James was a famous actress/comedian, and another friend handles Project Runway. He
owns Amanda James art, and it was reflective of dealing with world class individuals. Ms.
James and her husband had an exhibit at Sachs Fifth Avenue and she is holding another
exhibit up north. Ms. Coles-Dobay explained it is rewarding to work with established
artists who are emerging public artists. The project was challenging, but very rewarding.
B. Public Art Ordinance Guidelines and Procedures Brief
Ms. Coles-Dobay had sent a link to the members and she hoped the members familiarized
themselves with the program. She distributed five questions about the program tot
members.
The questions were as follows:
What is the 1% public art fee based on? It is a fee, not a tax, based on development or
redevelopment construction value for commercial and residential developments within the
City.
What funds the Public Art Department operations and its program? The 30% of the 1%
Public Art fee.
How many ways are there to procure public artwork? Request for Qualifications, call to
Artist/invite an artist, the developer can hire an artist, an Art Consultant, or donation or
gift.
What are the Public Art Ordinance Guidelines and Recommendations? The rules and
procedures about the Arts program in Boynton, the Arts Commission funding and how the
program works and functions.
Chair McQuire noted the arts and culture industry has an annual impact of $313 in the
State of Florida and has an economic impact of $334.5 million in Palm each County.
State dollars used for arts and culture program has a return on investments of$5 for every
$1 spent. Ms. Coles-Dobay distributed original prints for American for the arts

X11. FUTURE BUSINESS
• Discussion of Boynton Beach galley tour and/or map.
Ms. Zell knew someone who thought they would be part of the Boynton Beach Arts
District, but she did not get the information. The idea was to have a tour of galleries in the
Arts District.
Ms. Oyer noted there was a discussion at the last CRA meeting about the Arts District.
The CRA had committed funds for the Kick Off Art Walk in January. Board Member
Penserga really wanted to provide additional funds.
