Call to Order
City Manager Bressner began the agenda review at 4:05 p.m.
VI.B.5. Approve the "piggy-baCk" of the City of Tallahassee, RFP#0310-
00-KR-CC, awarded to KERR & DOWNS RESEARCH, for a comprehensive
Citizen Satisfaction Survey in an amount not to exceed $24,900 (Proposed
Resolution No. R01-311)
City Manager Bressner noted that item B.5 is a citizen telephone survey, which will be used to
ascertain how we are doing with City services and also to learn what the citizens want. The
survey will be targeted to residents. The results will be incorporated into the budget for
program services.
Commissioner Ferguson stated that he wants to pull this item for discussion at the Commission
meeting.
Wilfred Hawkins, Assistant City Manager, said that the survey would be used to ascertain in
what direction the stakeholders (citizens) want the City to go in the long term. It is an
opportunity to hear from a broader sector of the City. He said that cities all over the country
are doing this to help with their planning. The resu Its would be back by April 2002.
· VI.B.6. Award a contract under Bid #094-2414-01/KR to Newport
Builders, :[nc. of Oakland Park, Florida, in the total amount of $96,500 for
the construcbon of the new Pence Park restrooms and storage facilities
and the new Galaxy Park baseball dugouts. This will establish a total
project budget appropriation of $[0[,325 (Proposed Resolution No.
312)
City Manager Bressner had pulled this item from the previous agenda because he wanted
additional information on the budget impact. Staff has provided an analysis. Tt will be better to
replace the Pence Park restrooms rather than refurbish them. Also, the current condition of the
dugouts warrants additional work.

· VT.F. Approve an education and training program with the Znstitute of
Cultural Affairs to begin implementation of a ciUzens' neighborhood
academy for a cost of $20,000
City Manager Bressner explained that item F was a PrOposal from staff to retain the :Institute of
Cultural Affairs to build leadership capacity in ne ghborhoods. He said this program has been
used in other areas of cultural diversity to build community capac ty to help solve problems.
Assistant City Manager Hawkins stated that this program wilJ help peopIe understand what
redevelopment means. There have been five new neighborhoods formed. They need
formalized neighborhood organizations and the people must be educated regarding how to
organize for long term benefits. There will also be a social component to deal with the youth
concept. Delray Beach has used this institute,
Dan DeCarlo, Ne ghborhood Specia st, said that this is an opportunity to continue with the
Heart of Boynton Plan and to get neighborhoods involved. This model could be applied to any
area of the City.
Mayor Broening said that a few years ago, Ann Ford was brought into the City for neighborhoocJ
building throughout the City. Some strong neighborhood associations were built. He thought
that informed and organized participation is a valuable asset.
City Attorney Cherof noted that before any money is spent, an agreement will come before the
Commission.
· VTT.D. Report on Proposed Economic Tncentives - Ocean Avenue and
Martin Luther King, 3r. Boulevard
It was explained that the economic incentives are being requested for four parcels. These
incentives are used to cover sewer and water capacity charges.
· VTT.E. Report on Proposed Amendments to Fire Pension System
Item E. will be removed. This item is under the Legal section.

Traffic Calming and Traffic Control Final Report (December 18,
City Manager Bressner will give the Commission a preliminary report but this item will be held
until the January meeting.
· ZX.E. Report on Modification to Development Review Process -
Environmental Permits (December 18, 2001)
In order to streamline the permit process, staff is recommending that environmental permits be
eliminated since this process is dUplicated by other agencies.

· ZX.F. Changes to Section 2-56 of the Code of Ordinances (December
18, 2001)
Item IX.F will be removed since it is the same as item IX.D.
· IX.G. Review of Proposed Amendment to Development Agreement -
Ma rina Project (.lanuary 15, 2002)
When asked regarding the proposed amendment, City Manager Bressner said it dealt with the
time line for construction of the buildings, public improvements, fees, etc.
· X~.A, Endorse the enforcement of current regulations requiring shade
canopies to be defined as =structures'' and, therefore, subject to building
codes and zoning regulations
Staff recommends that these canopies remain as "structures."
· XZI,B.4. Proposed Ordinance No, 01- Re: Fire pension
enhancement
Item XII.B.4 will be pulled from the agenda so that the Cib/Attorney and the City Manager can
talk to the pension attorney.

optional transfer of accumulated leave balances

This would benefit those firefighters who are nearing retirement.

Assessments for cost of Fire Rescue Projects
Authorizing the City to

City Manager Bressner explained that this item will allow the County to send out the bills for the
fire assessment.
It was the consensus of the Commission to move this resolution to the beginning of the agenda.
The public hearing and the resolution concerning the uniform method of collection will both be
at the beginning of the meeting immediately following the Public Audience.
