III. APPROVAL OF MINUTES
As no quorum was present, the minutes for September 23, 2019, were tabled.
IV. UNFINISHED BUSINESS
A. Veterans Memorial Park Renaming—update
Mr. Majors gave an update that the Commission decided at the last meeting to look at alternative
options, much in the same manner as the Board had contemplated. The Commission will decide
at the December 3, 2019, how to move forward with this item.
V. NEW BUSINESS

B. Town Square Project Update—Colin Groff
Mr. Groff gave a brief PowerPoint presentation of what is being built and the status of each,
stating that one of the parts of this park that will not be seen in this presentation are the new park
areas that will be there. At the next City Commission meeting, the new "adventure parks" for
the Town Square will be introduced and those will be brought before this Board at a later date for
discussion (a secret preview was given at the end of the PowerPoint).
Mr. Ammon asked if space was found for flooring, tables and chairs. Mr. Groff described the
space as Floor One-and-a-half, storage space under the stage with an elevator stop for storing
tables, chairs, and supplies. The stage and restrooms are now finished and the electrical work is
done. There was a beam signing ceremony before the drywall went up for the City Hall
Chambers. Fire Station 41 will be starting up in February.
Mr. Fagan wondered if any thought has been given to connecting this park all the way down
Ocean Blvd. to the bridge at the Intracoastal. Mr. Groff said yes, this is the one end, the other is
at the bridge, and everything in between will be tied to this project. The idea is to keep the area
active.
Mr. Kanter wondered about major public transportation from West Boynton to all of these
facilities. Mr. Groff noted working with Palm Trans on the main bus route; Boca is getting a
train station and Boynton is trying to jumpstart a train station as well; the key is finding unique
ways to transport people that are safe and comfortable for families and friends to travel. The
Mall is in line for a master redevelopment plan as a destination point and from there to
downtown. Discussion followed on what works for Boynton compared to surrounding
community developments, especially related to public parking that will be scalable for events.
C. Pence Park Site Plan
Mr. Majors noted that Pence Park is money well spent because it is a park that is very well used.
The community appreciates that it is a nice place to gather. Mr. Groff proceeded with a brief
PowerPoint presentation. One of the concepts for updating is to keep the open play space as this
is the closest park to all mixed used downtown development. Various plan options for playing
fields were shown and described, as well as natural grass and synthetic turf options discussed.
Public speakers Flynn Holland, Jeff Fromknect, and Doug Brueggermann contributed to the
discussion on park options, including the pros and cons of natural grass vs. synthetic;
accommodating dog parks/dog runs; access gates; and playground needs. The timeline for the
Downtown park is to have it up and running in the summer of 2020; Pence Park will commence
construction in October 2020 and is expected to take six to eight months.

Mr. Majors simply stated that the accessible matting will be installed at the beach, called a Mobi
Mat, for the use of wheelchairs. There will be about 20 feet of the mat extending onto the beach.
Attention will also be given to ADA standards, installing safety features and cameras, so all the
parks will be safer than they are now.
