Pledge of Allegiance In the absence of the Chair, Dr. Pedersen called the meeting to order at 6:35 p.m., followed by the members reciting the Pledge to the Flag. 2. Agenda Approval Motion Mr. Feldman moved to approve the agenda. Mr. Tidwell seconded the motion. The motion unanimously passed. 3. Approval of Minutes — March 11, 2019 There were no minutes for the meeting scheduled for May 13, 2019 due to lack of a quorum. Motion Mr. Tidwell moved to approve the March meeting minutes. Mr. Bryant seconded the motion. The motion unanimously passed. 4. Communications and Announcements (see accompanying combined staff report for back-up) Meeting Minutes Historic Preservation Boynton Beach, Florida July 8, 2019 Ed Breese, Planning and Zoning Administrator, explained Mike Rumpf, Board Liaison, was on vacation. Mr. Breese gave a brief overview. The Florida Department of State Division of Historic Preservation held a free two-day regional training event on its Certified Local Government program in Jupiter. He gave a brief overview; the training included information on certified local government programs, exercises on certificates of appropriateness and basic zoning tools to help with historic preservation. Mr. Breese also announced May was Historic Preservation Month, but there was no meeting held due to lack of a quorum and Chair Ready accepted the Proclamation on behalf of the Board. 5. Old Business: A. Magnuson House, 211 E. Ocean Avenue — Update on current status of property as the CRA has taken back ownership and considers relocation option (see accompanying combined staff report for update). Mr. Breese advised there was no change in the status of this building since the last meeting, but it is a target for land assembly and a group trying to assemble the entire block. The CRA recognizes the potential of the Cultural District, running down Ocean Avenue as a mixed-use, medium development. There is some interest in blocks of properties. Some properties have individual ownership which makes it more difficult to assemble including the block on which the Magnuson house sits. The CRA did not take any action on the Magnuson house at their last meeting. If there are any changes, the information will be passed along accordingly. Dr. Pedersen noted the information packet showed an estimate of relocation costs to the Cottage District and queried if the CRA owns a lot. Mr. Breese explained the Cottage District is almost entirely owned by the CRA, having only a few private property owners. B. Boynton High School (125 E. Ocean Ave.)— Update on the rehabilitation and adaptive reuse of the City's historic high school (see accompanying combined staff report for update). Mr. Breese explained there are before and after pictures of the Old High School when he was there two weeks ago to see how things were progressing. The front doors were installed. An arched window is planned over the front doors and will follow the light arrangement on the doors. May 10th they were starting Phase II. The walls and the drywall is in place. The elevator shaft construction has started and is much further along. Images of the work were viewed. Duct work, new conduits and lines were run, and new electric and plumbing was installed. Work was progressing well. Dr. Pedersen inquired if there an occupancy date and who would be the first occupant. Mr. Breese explained there is no exact date set yet, but they are trying to keep it in line with the new City Hall. 2 Meeting Minutes Historic Preservation Boynton Beach, Florida July 8, 2019 C. Historic plaques for designated properties—Status of establishing a marker program including conceptual layout, design and estimated unit cost, and purchasing of sample product (see accompanying combined staff report for update). Mr. Breese commented Mr. Rumpf had been providing updates on the plaques. The estimated costs of the plaque as currently designed is $190 per plaque. He circulated the designs for feedback from the Board. He got three responses from the members and two of them recommended the Board revisit the design. One liked the design as shown. He opted to put the item back on the agenda for Board input. Examples of plaques were viewed and he understood the reason not to put the date on the plaque. Mr. Rumpf had suggested looking at local architectural features as the center of the plaque, but the meeting backup from the sign manufacturer showed the details did not look good. Mr. Rumpf wanted to approach the Board to see if they would move in another direction and what the center portion should contain. Mr. Rumpf questioned if the members would consider something more easily recognizable. He suggested using one feature or an iconic feature on a building, which is not as elaborate as a crest. Dr. Pedersen agreed. The Historical Society uses the top of the schoolhouse as their logo. She did not think people would know what it is and where it is from. It was not iconic to the City. The members viewed plaques from other municipalities such as Cedar Hill, Texas. Mr. Feldman explained there had been discussion of the Schoolhouse Children's Museum and that he would be interested in seeing what something like that would look like. Mr. Tidwell thought the item should be deferred until Chair Ready was present. Dr. Pedersen noted the Historical Society got their logo from Palm Beach County graphic art students by offering a prize. It was a lot less expensive than commissioning an artist. Mr. Lowe inquired about dates as the plaques will be on every historic structure and it had been suggested, if the Board wanted to include a date, they should use the date the City was founded. The age of the building was immaterial unless it qualified as being historic. Further discussion followed the plaque should be high quality. Mr. Tidwell agreed and commented he liked Warren Adam's initial design. Mr.Tidwell agreed to send those images to Messrs. Breese and Rumpf as would Dr. Pedersen. Mr. Breese suggested the members think about the design so a decision can be made and the plaque can be produced. D. Woman's Club of Boynton Beach — Update on the reroofing and renovation of the City's nationally-registered, 1926 Woman's Club (see accompanying combined staff report for update). Mr. Breese explained there were images included in the meeting materials. The roof is complete and the CRA is satisfied with the improvements made. The CRA will also pursue a Historic Preservation Special Category grant to assist with some of the remaining improvements. The CRA decided to paint the building a white color to return the building to its original color. 6. New Business: None 7. Other None 8. Comments by members Dr. Pedersen requested new members introduce themselves. John Bryant explained he was curious about the Board. He works with old brownfield sites and rehabilitation of historic properties was interesting to him. Ben Lowe explained he was interested in how decisions regarding historic preservation are made in the City and how it determines what is preserved and what is not. He wanted to know how houses get moved around what value the City places on historic preservation as he would like to help He is a historian and historic preservation is in his DNA. Dr. Pedersen noted the City is coming up on the 100th Anniversary of the City's incorporation in 2020 and the police department. There has been some confusion about the City's 100th anniversary. Some celebrated it in 1995, which was not supported by the record. The City was platted in 1898. It is difficult to determine when the counting started. She thanked the members for joining and commented the Board has done great work over the years. The Board members are volunteers and they must have a love of history and the city. 9. Communications and Announcements Mike Rumpf, Development Director, commented Board Member Feldman contacted him he would be out of town. There has been interest in organizing a tour for the Old High School(OHS). They discussed dates. He asked what would be a good time, hours during the day to maximize participation. Thursday at 4 p.m. was agreed on. Mr. Rumpf agreed to contact the other members and email them with the dates. 5. Mr. Rumpf thought it would be pretty simple to just change the date and it would be one plaque. Mr. Rumpf advised they have different shapes and they recommended the oval. If selected, they already showed how it would look. Dr. Pedersen saw the plaques advertised and they were not terribly expensive. Chair Ready asked if the Board hired a graphic artist to create what they worked on, if the vender could create the plaque. Mr. Rumpf agreed to find out. There was agreement to proceed with the design if it could be made more dignified looking than a soccer ball. Mr. Rumpf agreed to find out. Chair Ready asked if the City knows any graphic artists they could hire. Mr. Rumpf thought the public information officers and Ms. Coles-Dobay know graphic artists, they may be able to assist. First, he would find out if the vendor would take a computer image created by the City. There was consensus to move forward before they spend the money. 6. New Business: None 7. Other Dr. Pedersen gave a short presentation about the research on the Oyer(Hurricane Alley) Building. She advised she would speak about it at the next meeting and would have visuals. There was brief discussion about interest in the Magnuson property for assembly. Mr. Rumpf advised there are development schemed and uses being discussed. Most discussion is about reconstruction and relocation is the desire. Mr. Rumpf had no concrete news, but being so close to Town Square, the land is more valuable now and attractive for assembly as there are very few property owners. The area abutting the walkway installed by the CRA has three owners including the CRA, Mr. Rumpf explained the owners know the process they have to go through with local designation. A new location for the home has not been determined. There is a Cottage District project the CRA envisions north of Boynton Beach Boulevard. There are some historic cottage homes in the area with a frame vernacular style that is a design the City would promote. It is a redevelopment plan of the CRA and a relocation option. 8. Comments by members Ms. Black advised she sold her historic home. If anyone wanted to tour it, they should let her know as she moves out in December. Dr. Pedersen advised the Historical Society is getting ready to resume its meetings. B , 5 . 0 Staff Report DEPARTMENT OF DEVELOPMENT In, TO: Chair and Members Historic Resources Preservation Board FROM: Michael Rumpf Development Director DATE: January 9, 2020 RE: Historic Resources Preservation Board Regular meeting of January 13, 2020 Staff Report Item 4. Communications and Announcements Annual CLG Report— To maintain compliance with State requirements for status as a Certified Local Government (CLG) responsible for maintaining the City's Historic Preservation Program, staff submitted the Annual CCLG Report on November 25, 2019 in advance of the November 30th deadline. The report is under review at the State's Bureau of Historic Preservation, and based on our continued compliance with all requirements, staff maintain the City will maintain this important status within the total group of 77 CLGs statewide. 331 NW 1St Avenue — This house is also referred to as the Audrey D. Gerger House (the original applicant for local designation), and was added to the City's Local Registry of Historic Sites on October 2, 2012. Built in 1926/1927, this Mission style structure resembles a single-family house, but is actually a duplex, and a rare example of a Mission style, two- family house in the City. At time of local designation, exterior alterations appeared to include replacement windows, an enclosed front porch, and 2 blocked-up rear windows (per Mrs. Gerger). Internally, the house appears to retain many original features including stucco walls, flooring, baseboards, doors, fireplace, and stairs. The recent sale/acquisition activity, and interaction with the new owner to exchange information regarding the planned improvements and the City's historic preservation program, has given staff the opportunity to showcase the program to the new owner as well as showcase this valued historic asset on this agenda. Staff is pleased to report that the new owners plan to make valued improvements to the property, including in part, needed maintenance and an expansion to the rear of the building. Historic Trial Signage — Most of the markers identifying key historic properties or elements along the City's historic trails are faded and/or damaged, and in need of replacement. Staff of the Engineering Division will soon start identifying signage conditions and compiling cost estimates for funding needs. Board Meeting Start Time — City Commission meetings are now being held at 5:30 p.m. instead of 6:30 p.m. and for consistency, staff is poling the Boards for interest in changing the starting time similarly. The Board meetings are not lengthy, and the 6:30 starting time may allow more time following a work day to arrive at a meeting; however, the earlier starting time may make more efficient use of limited evening hours. Item 5.A. Historic Plaques for Designated Properties Recall the continued pursuit of a historic home marker using an aluminum material from Grandview Aluminum Products. Also recall that staff and the Board found that the least expensive, simpler 2-D design option from Grandview would yield an unsatisfactory replica of the desired design using the crest seen on the front facade of the Old High School (see attachments). Staff learned from the manufacturer that they cannot accept a graphic image created by an artist of our choosing, but only from the sculptor affiliated with and knowledgeable of Grandview's manufacturing process and needs. Staff forwarded a digital image of the crest to explore the 3-D option involving Grandview's sculptor, and is awaiting a response. Staff has been discouraged from considering this 3-D option, due to the ultimate cost; however, staff never received a cost estimate for the more detailed and expensive option. Again, the manufacturer originally provided a price quote for the 2-D option of $172.88, which would include both the initial design fee of $130 and the per unit cost for this sample unit of $42.88. Shipping is estimated at $18 raising the total estimated cost to $190. We should mindful that this original estimate is considerable old now and could increase depending on changes in material or manufacturing costs. Item 5.113. Boynton High School (125 E. Ocean Ave.) The project is in its final stages of construction, and nearly ready to be issued a temporary certificate of occupancy for staff-only access limited to the front of the building. City staff will soon be moving into their new offices while the project is completed involving final drywalling, the elevator shafts, painting and touch-up, and other interior finishes. Most noteworthy, is that the building's AC, in conjunction with the City's District Energy System (DES), is operational! Substantial completion is now planned for February 14tH Staff and several members of the Board toured the project site again on November 21St Pictures taken during the tour are included in the attached exhibit. Staff will attempt to visit the site again prior to the Board meeting for additional pictures showing improvements since the November tour. Item 5.C. Woman's Club of Boynton Beach As for the renovation project that is almost complete, the final "walk through" was completed on Friday, January 3, 2020 for the Exterior and Interior Painting and Waterproofing portion, and CRA staff is reviewing final documents for project closeout. Per Board direction at the December 13, 2019 meeting, CRA staff is also working with the City on the parameters for the Woman's Club Operations and Maintenance RFP. The parameters will need to be consistent with the CRA's statutory requirements, and will be presented to the CRA Board at the March 10, 2020 meeting. City staff has also been working to consider possible solutions to increase parking resources for the building, as well as providing improved pedestrian access across Federal Highway. -2- CRA staff will continue to own and operate the building until formal action is taken by the Board. In anticipation of the completion of the renovations, CRA staff has begun marketing the facility again and have resumed taking inquiries and event bookings starting in March.
