The minutes for November 25, 2019, were unavailable and tabled to next meeting.
IV. UNFINISHED BUSINESS
A. Pence Park Conceptual Plan
Gary Dunmyer, City Engineer, and Matt Doyle, City Landscape Architect, presented two
consultant renderings for Pence Park. The current park is nothing but a grass field with a
restroom; there is a lot of potential there and the residents would like to see it developed.
• Plan One has five play fields with emphasis on soccer; a playground; basketball court
remains where it is; old restroom demolished and new one built between playground and
basketball court; several pavilions spread around the park; walking paths; parking lot on
SE 3rd Street and parallel parking on SE 4d' Street.

• Plan Two shows the road that was SE 3rd Street abandoned and put down the center of the
project. The staff likes this plan due to gaining a north and south entrance, closing the
road for a major amount of time (except for special events). The field is larger overall,
but can be scaled up or down depending on the event. The walking path around the field
gives access for exercise. The playground and basketball courts are closer to SE 4d'
Street and are more visible attractions. Pavilions are scattered around the site and the
restroom is in the center.
• As a new standard in all the parks, there will be point/tilt cameras for safety, along with
emergency call boxes.
General discussion followed with questions covering parking; a proposed green market on
weekends; the frequency of the railroad (twice an hour during daylight); options of positioning
fields; ramifications of shutting off the street. Hours for the park to include lighting for game
courts are generally until 10:00 p.m. Further discussion concerned a dog-friendly park — on-
and/or off-leash—according to feedback from the immediate neighborhood; because this is being
proposed for spectator sport fields and children playing, dog use may need to be limited to
leashed dogs and only in certain areas.
Mr. Fagan had questions about hardscaping, drainage, and trash management. An exfiltration
trench will be used as it provides water quality through a drainage system underground, which
allows for litter to collect and be left in the basin. The percolation process was explained, along
with handling an excess amount of water during severe storms. Mr. Fagan also spoke about the
railroad and landscaping (even parks with trees) along both sides when it goes through Boynton
Beach and discussion followed.
Mr. Majors mentioned Mr. Ammon's suggestion for linear corridors for dogs to run, on- and off-
leash; this will be discussed as part of the system master plan and facilities inventory and
development.
Mr. Majors asked for a formal vote for Option 1 or 2, and additional comments from the Board
to consider.
Motion was made by Chair Pierce-Roe, seconded by Ms. Mondello, to support the design of
Option I.A. Concept Site Plan. In a voice vote,the motion passed (6-1).
Discussion included overflow parking and how to incorporate the higher number of spaces from
one plan into the other. Mr. Dunmyer introduced Matt Doyle and how his ideas since joining the
City in the past year have been incorporated. Mr. Doyle explained his concepts (see attached)
behind Pence Park and the parking solutions to include paved parking, grass parking, and/or
gravel parking depending on the hours that the gates are open. Discussion followed on
overflow/buffer parking along the railroad. Also explained were passive areas for dog walking
around the perimeter and active areas where dogs are not allowed by the ball fields, along with
the concept of doggie pods.

V. NEW BUSINESS
B. Funfare Magazine Distribution
Mr. Majors asked for feedback and improvements on Funfare Magazine, published three times a
year by the Department and seeking other venues that might welcome the publication. Board
members may take and distribute these themselves or email Mr. Majors with their suggestions,
such as doctor offices, real estate, gyms and other classes.
C. Mobi Mat—Oceanfront Park
Mr. Majors noted the mat is finally in place. Accessible by the new ramp, the mat is a firm
material designed to withstand the elements yet provide a rigid surface for people with
wheelchairs, crutches, or other mobility issues, and allows access right down to the sand. The
mat was extended out as far as the EPA would allow and has been welcomed with excitement.
D. Jaycee Park Reclaimed Water Project
Mr. Majors announced that as part of ongoing efforts to maximize the use of reclaimed water to
irrigate the parks, this feature will be extended to Jaycee Park. Reclaimed water is also used at
the tennis center, the Little League Park, the cemetery, Galaxy Park, and Sara Sims Park. The
reclaimed wastewater is treated and disinfected and is an economical use of non-potable water.
E. Mangrove Walk at the Marina—Design Options
Mr. Majors stated that Mangrove Park had to be closed due to disrepair and loss of lease. Plans
for future use were described to the Board by Mr. Dunmyer and Mr. Doyle. Most of the park
was on Diocese land, the lease expired and they opted not to renew said lease with the City. A
survey is being conducted to determine what pieces of the park can be saved. The new plan was
described by Mr. Doyle in a PowerPoint presentation (see attached), focusing on the newly-
named Mangrove Walk at the Marina. The new area will be incorporated into the City's Art
Loop. All the features to be incorporated were explained: the circle, parking, the plaza at the
dock, traffic patterns, security cameras, emergency call box, water bottle filling station, car
charging ports, dog walking perimeter, areas for cultural fairs, food trucks, and various events.
Landscaping will utilize low shrubs allowing for police visibility to deter homeless and sex
workers and provide overall increased safety. General discussion followed on landscaping and
vegetation; metered parking to prevent long-term use; bio-swale grant; Cosa Costa access to
park; golf cart parking area. This park is a pilot program that aims to incorporate concepts such
as car charging stations and electric vehicle usage that can expand to other parks in the City.
A. Welcome New Member—Charles Frederick
Saving the best for last, Mr. Majors introduced the new board member, Charles Frederick, who
gave a brief accounting of himself and his experiences and was welcomed by the Board.

VI. ITEMS FOR THE CITY MANAGER'S ATTENTION
Mr. Bonnell asked for an excused absence when his military service conflicts with meeting dates,
as he missed the last two meetings due to Reserves duty. Mr. Majors will discuss with the City
Manager, and feels this can be evaluated and given consideration.
