OLD BUSINESS: Set joint Board, Commission and Chamber of Commerce workshop date the community design plan, convenience store lighting levels and ratification of Board actions Ms. Heyaen advised that the next regular Planning & Development Board meeting would DECEMBER 1sT rather than on November 25'". In addition, the regular meetings for December on DECEMBER 9TM and DECEMBER 22N°. She recommends conducting this workshop December 4 Since there were some conflicts among the members there was discussion about wliethe~ workshop cou d be arranged for December 3r~. However. when the members :)resent were p determined that an equal number of members would be able to attend on either Deced December 4TM. The members suggested that Ms. Hoyden request the Commission to conduct this workshop DECEMBER 3RD. Business Community Design of the Quarter Award concept (to be dis Board member Jos~ Aguila) Mr. Aguila reported that he raised this issue atthe last meeting. He distributed a copy of a mt exolaining this program an(] a recommended resolution. (Copies are attached.) Mr. Aguila's suggestion ~s to recogmze people who provide good landscape projects, sign design, renovations, or redevelooment work during a fiscal year. At the end of summer, the review recommendations from staff and opinions from board members relative to projects t~ recognition. The board's recommendations can 9e made to the City Commission so that they a well-designed, colorfuL, framed certificate at a City Commission during the months of November. However, it also empowers the members to withhold making any award unless there is a project worthy of it. Motion Mr. Rosenstock moved that the program presented by Jos6 Aguila be tabled at this time for consideration at the next regular meeting of the Planning & Development Board, While he highly recommehds approval of this program, approval is subject to comments at the next meeting. Inc. 100' northeast of the intersection of NE 4TM Street ~nd NE 20TM Avenue Request for site plan approval to install entry an J peripheral landscaping and buffer walls within the proposed 33 unit, single- family PUD development on 5.05 acres of land. Chairman Wische advised the applicant that the members had reviewed the back-up mated associated with this petition, and asked the applicant to discuss only conditions he did not agree w h. or items requiring clarification. Courtney Drummond, Registered Professional En.qineer for John Grant Enqineering 333 North Federal Highway, Boca Raton, Florida, was present on behalf of the applicant NEW BUSINESS: A. SITE PLANS New Site Plan 1. Project: Agent: Owner: Location: Description: Assistant City Attorney Pawelczyk administered the oath. Mr. Drummond reported that East Ridge is a 33-unit PUD. The applicant had no objections comments raised by staff, and will make all necessary changes to reflect staff's comments. Mr. Aguila said he was not able to determine the species of hedge materia intended for th, the railroad tracks or on the perimeter Mr. Drummond said it is Cocoplum and Red Cedar. Mr. Aguila explained that although the applicant may be in compliance with the Code relatN line along the tracks, it would be aesthetically more pleasing and create a denser barrier the some of the no~se from the train if the trees were staggered in a triangular shape. Mr accepted this suggestion and agreed to make that change. He realized that he might have additional trees. In response to Mr. Rosenstock. Ms. Hoyden advised that a Red Cedar tree is very similar Mr. Rosenstock thought there was a variety of Juniper that is brown for more than six month It would be a mistake to plant this type of tree because they look dead most of the year. advised that the Red Cedar tree remains green all year. Ms. Heyden e members Mr. Aguila recommended that the applicant select three 3 To: Planning and Development Board From' Date: · Jos6 Aguila, A.i.A~ November 11, 1997 Subject: Awards Recognition Program In an effort to promote "good" design of development projects within the ~ity, I am suggesting a program be implemented wherein the City Commission i take awards to design professionals and developers recognizing projects whic have -significantly contributed to the beauty of the City through creative design. Possible award categories may include Architecture Landscaping Extedor renovation Redevelopment CBD development Best overall design Signage Project awards should be for projects completed within the previous Fisca with award recommendation being made between the Board and staff to t Commission and awards given out in October or November of each year I City Commission. I would suggest a Board meeting in early fall of each year for review of pr recommended by City staff and Board members for selection of award rec and that only one award per category be selected. However a single pr_o~ receive more than one award, and both the owner and design profession~ should be recognized. The awards should be a well-designed, colored certificates in frames, with name of the Board, the Chairman's signature, the Mayor's signature and name of the project and category. Should the Board be in agreement with this proposal, I would suggest a for approval of this Award Recognition Program and a recommendation th City Commission proceed with a Resolution implementing this program at earliest possible date. WHEREAS, The City Commission of the City of Boynton Be~ :h, Florida, desires to provide awards in the form of annual recognition to thos property owners and/or deveiopers who significantly contribute to the bea~ of our. City through design, architecture and landscaping; signs; redeveiopme t~ of ex]sting properties; reno-cation to existing buildings; and/or new developm~ it. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AS FOI :)WS: Section 1. That the Plannina and Development Board of th City of Boynton Beach, Florida, shall conduct an~annual awards program to be presented in October or November for projects which received a certificate occupancy during the previous fiscal year.
