This is consistent with the design that Mobil has incorporated in of s tes where it has rebuilt its stores. She explained the reason for havin~c colors for the canopy on the gas station and the convenience store. These colors were decided on after a great deal of market research. Mr. Lewicki agreed to this type of treatment as long as the roof tiles are dis )la ;d, Comment 25 (It is recommended that the green background of the "A TM" sign be replaced the blue or red color of the lettering used for the "Mobil" sign.) ¥ith either Ms. Cottrell requested that this comment be eliminated. She stated that ATM will probably be eliminated because of the reduction in the size of the s~gn that ~ required to meet the code. If it is not deleted, it will be changed to blue. Vice Chairmhn Golden felt this comment should remain in the event the ATM is put in. This was ac~ ~ptable to Ms. Cottrell. She felt what is proposed is c~nsistent with the Code requirements and that a structural amendment is not necessaryt She asked that condition 31 be eliminated or modified so that no structural amendnhent is required. Mr. Rosenstock asked if the applicant would guarantee that the candles will n( more than 10 feet anyplace under or around the canopy. Ms. Cottrell ~tated ti would be diff cult to consent to a condition that required one level of lighting. ,' generally, it is referred to as an average. Ms. Cottrell would like to work with staff to come up with a solution pertaining il umination levels. Mr. Rosenstock did not want to see 88 foot candies under a mansard roof. Chairman Wische advised that this can be worked out between that applicant prior to the City Commission meeting. Ms. Cottrell requested that all the language in comment 31 be deleted, exce last sentence. Vice Chairman Golden pointed out that that language ties into sentence. Vice Chairman Golden and Ms. Frazier agreed with staff's position. Mr. Cimaglia advised thatthe fixtures are florescent and do not give off an e) amount of light. No permits will be issued until an application to rezone th( from C-1 to C-2, a small scale land use amendment and an amended stip, agreement are approved by the City Commission and DCA.) Mr. Bumberg asked that this comment be reworded to state that no permits wi issued until an application to rezone the property from C-1 to a zoning deemE applicable. He explained that he does not yet know if it is going to re rezoned not. This language was acceptable to Mr. Lewicki. Mr. Bumberg asked that the words "if deemed necessary" be added with rega small scale land use amendment. Ms. Heyden advised that the City has alre~ determined that it needs to be rezoned and a small scale land use amendmer application must be filed. Mr. Bumberg advised that this store will not, and was not designed, to sell an~ liquor, not even beer and wine. He stated have been more accidents and deaths at that intersection than there have be anywhere along Congress Avenue. Based on this. he could not approve any this nature in that area. Mr. Bumberg stated that the traffic study that the applicant provided was app~ Palm Beach County and staff. Mr. Rosenstock asked if the City intended to have medical office buildings or homes on those two properties when they did the Comprehensive Plan. Alhambra South is to be used for multi-family AC LF. Mr. Friedland felt a pharmacy or drugstore at this location would be a conveni~ especially for the elderly. Vice Mayor Golden knows staff has a mandate where they are not supposed back site plans from the board. Mr. Bumberg advised that the applicant will comply with the City's req uireme~ landscaping, Mr. Reed felt the app icant used every possible buildable spot of that lot to pu something concrete or paved on. Therefore, there is very little space left for landscaping. He felt putting this site plan at this location is incompatible with of the City. Mr. Bumberg stated that a drugstore is inherently a neighborhood/commercia addition, the current zoning permits a pharmacy of this size anywhere on this square footage of the buildings and the amount of parking are not issues the is changing or causing. Comment 5 requires that the only t~ within the utility' easement be Palm trees. Comment 51 indicates that the app should eliminate trees altogether from,the easement. Ms. Cottrell requested t comment 51 be eliminated. Mr. Lewicki agreed to eliminate comment 51. Comment 11 This comment is duplicative of comment 37. Mr. Lewicki agreed to eliminate 37. Comment 12 This comment cc nflicts with comment 47. The concern is that people will be short cut to avoid the intersection by going through this site from Congress on Woolbright Road, The Engineenng Division recommended that there be traffl devices that would deny westbound traffic on the south driveway on the interi~ site. Mr. Dubb did not think motorists would obey a "do not enter" sign. At the last meeting, there was disc regarding the width of the sidewalks and foundation plantings. With regard to Comment 60, Ms. Cottrell stated that staff indicated what they are proposing is seven feet (the combination of the five foot sidewal two foot planting). Mr. Lewicki confirmed that this is what this board decided. Ms. Cottrell requested that comment 14 be eliminated and comment 60 be mc state "5" feet. instead of "7" feet. Mr. Lewicki was not agreeable to eliminating 14. Vice Chairman Golden sugg comment 14 be modified to state, "Change 'Typical Parking Detail' to be consi dimensions referenced in revised comment 60," Ms. Cottrell agreed to this. Comment 19 This is duplicative of comment 45. She wanted to be certain that the amendrr master plan to reflect the conditions is not going to require that the applicant s another application. She wanted it done as an actministrative rewew as part building permit process. Ms, Heyden advised that this is correct. Ms. Cottrell requested that comment 19 be eliminated and Mr. Lewicki agree Comments 20, 21, and 22 All these comments relate to very specific site design elements and Ms. Cottr~ confused about them. Mr. Lewicki explained these comments. Comment 20 deals with extending th the driveway. Ms, Cottrell pointed out that there is a 30 foot driveway that is r 20 feet between the buildings. She thinks this condition should be deleted be there are some manipulated curb locations that do not affect the site function cause some consequences in terms of traffic congestion or confusion. Vice Chairman Golden suggested reducing the width of the driveway to be m~ consistent with the access between the buildings. Ms Cottrell stated that 20 narrow when you consider the turning radiuses. Those driveways were set a~ minimum that the Fire Department and Public Works said they need in order 1 trucks in there. With regard to comment 21. H~ think they would have any impact on the traffic circulation in the area. Comment 24 Comment 24 requests the applicant provide a handicap accessible path betw~ three buildings. Ms. Cottrell pointed out that each of the buildings has a hand accessible path that is required for people to get out of their cars and go into t building, and for people to move from the sidewalk to the buildings. She was of any requirement for a handicap accessible connection between the buildin.c way the traffic movement is, it might not be desirable. If required by the Code applicant will do it. Mr. Lewicki recommended keeping this comment in and having the applicant with the Building Department. Mr. Dub6 suggested using a drop curb. Ms. Cottrell agreed. Comment 35 Ms. Cottrell said this comment is rebated to the landscape buffer treatment, pthe south side of th~ property where this project abutts residential, she proposed ~hat the existing concrete block wall be raised to six feet, that there be a berm and plaCt hedges and trees at a ~aximum spacing of one tree every 30 feet. The first part of th~ condition is acoeptable. She objected to the exact same treatment, other thar~ the wall, on the north, e~st and west buffer. She thinks the three foot high berm is excessive and is not going to give you the result that you want aesthetically. In addition it is going to create some problems with maintaining security on the site. She stated that part of the problem elates to the width of the buffer strip and getting a 3 foot high berm to get the appropria ~ slope so that it can be maintained properly, in addition, there is already a landscap~ stdp and a buffer on the east side. Chairman Wische. Mr..Dube, and Mr. Reed were in agreement with Ms. Cottr~ Ms. Cottrell proposed that the buffer treatment on the north, east and west in¢ berm at an average height of 18 inches, with a 24 inch hedge, and the tree si 30 feet on center. She did not object to using 50 percent native material. Comments 40, 41, 42, 43, 46 and 61 Ms. Cottrell stated that comments 40, 41.42 and 43 are related. Comment 41 recommends that Spanish "S" tiles be added to the building, and comment 43 recommends that Spanish "S" tiles be used on the awnings. She displayed a elevation that does not incorporate those kinds of tiles on the roof treatment. the proposed design is much better for this development. Fabric is proposed awnings. If Spanish "S" tiles are used on the awnings, it will increase the bul~ mass of the building. Comment 41 recommends that the wall finish be painted beige. Ms. Cottrell it may not match the beige of the McDonald's. but it is close. Since no blue accents are proposed, she requested that comment 42 be del~ Comment 46 proposes that trim, arches, pillars and scoring proposed on the building be extended to all other elevations. She had proposed that the trim scoring be done all the way around. She said the addition of the pillars and going to add very significantly to the mass of the building and create a very u roofline. She felt it is a very undesirable result to add the pillars to the back building. Chairman Wische agreed with Ms. Cottrell. Vice Chairman Golden felt canvas awnings would be a potential problem. Mr. Lewicki felt the tiles would tie the entire architectural con~ plex on all four cc nets together. Ms. Cottrell expressed concem about the recommendation on the connections 3etween the buildings. Once the rooftops are added and the tiles are substituted for the awnings, you are going to have a building that increases in the intensity of its appearance· With the roof tiles and the building connections· you will have a ~ ~ssive b~ilding. Vice Chairman Golden was in favor of the tiles instead of the canvas awnings. However. he was not in favor of the building connections. Ms. Cottrell stated ti at the biggest problem with the building connections is a structural one. In order to m~et the condition that the service doors not face Congress Avenue, the buildings were ! reoriented ane separated in order to get the proper site circulation. Therefore, there is now 35 feet between the retail building and the tire store· and 47 feet between the oil connection and the retail shop. This is a lot of space to span with a false faga¢ sake of appearance. The structure will have to meet wind load requirements. you add on the other elements, you have a massive looking building. She wou eliminate the requirement to connect the buildings because this would create from a structural standpoint, a cost standpoint, and an aesthetic standpoint. Chairman Wische was not in favor of the building connections. He did not thir were aesthetically pleasing. Mr. Rosenstock liked what he saw in the renderings. However, he was concen about seeing a straight wall when you look down the passageways. Martin Heise of American Site Selectors, nc. stated that an amhitectural treatrr going to be added there. He advised that the building on Southern Boulevard 441 is identical to the renderings. What looks like pillars was added along the the building. They stick out 3 or 4 inches, and the molding that is on top of the was continued around the sides of the building. However she was opposed to the use of arches and pillars. Roy Massa, architect for this project, stated that the arches are 5 to 8 feet from building. The sides and the rear can be treated with something similar to archE however, they would not be 5 to 6 feet off the building. They would be on the I and would have some relief of a few inches and pe[haps a different color. The applicant tried this every way possible, considering the vehicular movements within the site ar~, the ingress and egress, and what is pr(~posed works, particularly wth all the signal, and the pavement markings. The applicant met with the Po ce, Fire, and Pub c W Es to make sure all their service vehicles can get in and out of this site. Flipping the ~uilding would create problems with site circulation. The proposed plan meets that con lition and the code and works well, particularly with the channelization where we are imiting vehicular traffic between the buildings. She requested that this condbion be eli ainated. Mr. Lewicki explained that there are two access points to this development from Congress Avenue. Ohe of them is a main driveway to the complex that will all( ~ for a shortcut. The Police Department is concerned that there will be backing off fro~ 1 the 10 bays of the tire store complex at the same time as incoming traffic from Congre ;s Avenue. He felt this was logical and for safety reasons, a valid comment. Chairman Wische asked about the distance between the street and building. I~ Cottrell advised-that it is35 feet. She po nted out that the t[affic movements b6 ween the building are different. With the.oil change, people are going to stay in their i ars until they get to the service bay door. Then they will get out and the service pe ~onnel will drive the car in. With regard fro the tire store, people are nd going to drive i p to the bay doors. People are going to drive up to the front of the Store or to the back, leave their ( ~r there, and walk to the retail portion of the office. There was a lot of attention paid to restricting the tyPeiof vehicu ar characteristics and the uses that a;re there. There will be less ¢otential conflict oints within the site than in 'a regular shopping center. Mr. Lewicki disagreed with Ms. C~ottrell's logic. Ms. Frazier said she would probably drive up to the bay of the tire space since only three parking spaces in front of it. Ms. Cottrell stated that since there are handicap parking spaces there, some can be eliminated and additional space.. added in front of the tire store.
