Ms. Cottrell suggested using a stucco finish instead of the translucent back

Ms. Cottrell asked what type of roof is required. She advised that the roof or the Mobil

She felt this kind,of roof would add more mass to the canopy. She propos( that the
canopy have a roof treatment that goes around like a mansard.

Ms. Cottrell requested that this comment be eliminated. She stated that ATM will
probably be eliminated because of the reduction in the size of the s~gn that ~ required
to meet the code. If it is not deleted, it will be changed to blue. Vice Chairmhn Golden
felt this comment should remain in the event the ATM is put in. This was ac~ ~ptable to
Ms. Cottrell.

with the Code requirements and that a structural amendment is not necessaryt She
asked that condition 31 be eliminated or modified so that no structural amendnhent is

Mr. Rosenstock asked if the applicant would guarantee that the candles will n(
more than 10 feet anyplace under or around the canopy. Ms. Cottrell ~tated ti
would be diff cult to consent to a condition that required one level of lighting. ,'
generally, it is referred to as an average. Mr. Rosenstock pointed out that this
mean that them could :be bright lights one place and no lights in another place

Ms. Heyden said an average is not going to work and pointed out that this is v

C-1 zoning district. No permits will be issued until an application to rezone th(
from C-1 to C-2, a small scale land use amendment and an amended stip,

Mr. Bumberg asked that this comment be reworded to state that no permits wi

Mr. Rosenstock asked if the City intended to have medical office buildings or

Ms. Cottrell addressed the following comments:
Comment 5
This comment conflicts with comment 51. Comment 5 requires that the only t~

movement. With regard to Comment 60, Ms. Cottrell stated that staff indicated
what they are proposing is seven feet (the combination of the five foot sidewal

Mr. Lewicki explained these comments. Comment 20 deals with extending th

With regard to comment 22, Ms. Cottrell said a lot of consideration was given
turning radiuses and the primary concern was by the Fire Department and Pul

condition is acoeptable. She objected to the exact same treatment, other thar~ the wall,
on the north, e~st and west buffer. She thinks the three foot high berm is excessive
and is not going to give you the result that you want aesthetically. In addition it is going
to create some problems with maintaining security on the site. What you will~ ssentially

have with a 15 foot buffer and a three foot high berm is a green wall. and a thr~e foot

berm and a 24 inch hedge is appropriate. She stated that part of the problem elates to
the width of the buffer strip and getting a 3 foot high berm to get the appropria ~ slope
so that it can be maintained properly, in addition, there is already a landscap~ stdp and
a buffer on the east side.
Chairman Wische. Mr..Dube, and Mr. Reed were in agreement with Ms. Cottr~
Ms. Cottrell proposed that the buffer treatment on the north, east and west in¢

Ms. Cottrell stated that comments 40, 41.42 and 43 are related. Comment 41
recommends that Spanish "S" tiles be added to the building, and comment 43
recommends that Spanish "S" tiles be used on the awnings. She displayed a
elevation that does not incorporate those kinds of tiles on the roof treatment.

awnings, you are going to have a building that increases in the intensity of its

Vice Chairman Golden was in favor of the tiles instead of the canvas awnings.
However. he was not in favor of the building connections. Ms. Cottrell stated ti at the
biggest problem with the building connections is a structural one. In order to m~et the
condition that the service doors not face Congress Avenue, the buildings were !
reoriented ane separated in order to get the proper site circulation. Therefore, there is
now 35 feet between the retail building and the tire store· and 47 feet between the oil

Comment 59
Ms. Cottrell stated [hat this is a proposal to flip the openings on the tire store. ~tVhen the
condition was placed that there be no garage door openings on Congress Avenue, it
created a need to do a significant evaluation of the site circulation. The applicant tried
this every way possible, considering the vehicular movements within the site ar~, the
ingress and egress, and what is pr(~posed works, particularly wth all the signal, and
the pavement markings. The applicant met with the Po ce, Fire, and Pub c W Es to
make sure all their service vehicles can get in and out of this site. Flipping the ~uilding
would create problems with site circulation. The proposed plan meets that con lition
and the code and works well, particularly with the channelization where we are imiting
vehicular traffic between the buildings. She requested that this condbion be eli ainated.
Mr. Lewicki explained that there are two access points to this development from
Congress Avenue. Ohe of them is a main driveway to the complex that will all( ~ for a
shortcut. The Police Department is concerned that there will be backing off fro~ 1 the 10
bays of the tire store complex at the same time as incoming traffic from Congre ;s
Avenue. He felt this was logical and for safety reasons, a valid comment.
Chairman Wische asked about the distance between the street and building. I~
Cottrell advised-that it is35 feet. She po nted out that the t[affic movements b6 ween
the building are different. With the.oil change, people are going to stay in their i ars
until they get to the service bay door. Then they will get out and the service pe ~onnel
will drive the car in. With regard fro the tire store, people are nd going to drive i p to the
bay doors. TheCe isa very ~ontrolled iraffic movement between those two buil¢ ngs.
People are going to drive up to the front of the Store or to the back, leave their ( ~r
there, and walk to the retail portion of the office. The service personneJ are goi~

drive the car into the b;ay. The. o~ly backing up or exiting movepents at the tire store
are going to be made by the people who work there, and they;~ire going to kno~ to be
careful. There was a lot of attention paid to restricting the tyPeiof vehicu ar

within the site than in 'a regular shopping center.
Mr. Lewicki disagreed with Ms. C~ottrell's logic. He stated that if. you have a ma
entrance to a shopping, center, there are no conflicting traffic movements. The'

from the parking lot to the bay wi~h a main traffic driveway.
Ms. Cottrell said when you look at the trip generation for each of these uses, th(

BoyntonLeisureville, we met with the Arvida Development
Corporation concerning the lot on Woolbright Road and the
~Canal.
At that t/me, the plans for the development were presenter

We were very well satisfied with the two medical ~ffice
buildings that they proposed to put in there, and the fact
they are going to be two stories high. I ~nderstand that
there may be something in the previous agreement with the
City, and Mr. Jangoli, from Lawrenceville, New Jersey abo~
one story height 1/mit only. Again, I wish to reiterate,
that the Board Of Directors, and the people abutting the
project, have no problem with the buildings being two
high.
