City Attorney ABSENT William Cwynar, Alternate Chairman Rosenstock called the continued meeting to order at 5:00 P.M. The only topic on the Agenda was the Revised Site Plan Application for Boynton Lakes Plaza. This topic had been continued from the December 11, 1990 regular meeting of the Board. Chairman Rosenstock referred to Chris Cutro, Planning Director's memorandum ~90-367 and Tambri Heyden, Assistant City Planner's memorandum 990-326 that had been provided the Board. As a result of revisions made, Chairman Rosenstock believed the plans would now be in total compliance. Mr. Cutro explained a new site plan had been submitted and subsequently reviewed by the TRB. The plans were found to be in compliance with the Code. One item which had come up, however, dealt with placement of "No Trucks" signs at the intersections of Boynton Lakes Blvd./Hypoluxo Rd. and Plaza Lane/Congress Ave. The applicant was opposed to placing the signs at that location because it forces all the trucks to enter the development by way of the entrance on Hypoluxo Rd. or the entrance on Congress Ave. When the TRB discussed truck traffic at the November 5, 1990 meeting, the comments made were based on the concept that trucks would be entering by way of the opening on Plaza Lane. This entrance would be located about 200' to 300' in from Congress Ave. on Plaza Lane. This would mean trucks would enter at that point, proceed to the rear of the stores for deliveries and then exit by way of Hypoluxo Rd. A traffic diagram was examined. Mr. Cutro pointed out that Vince Finizio, Administrative Coordinator of Engineering was adamant about placement of the signs at the corners. The Police Dept. was opposed to the sign placement as was indicated on the plans, namely at the corners. The Planning Dept. felt the sign on Plaza Lane should be moved in about 300' to the east, to allow trucks to enter at that one driveway. Mr. Cutro did not have a problem with limiting truck traffic on Boynton Lakes Blvd., nor did he have a problem with limiting truck access out of MINUTES - SPECIAL PLANNING & ZONING BOARD MTG. BOYNTON BEACH, FLORIDA DECEMBER 18, 1990 the development by way of the opening on Boynton Lakes Blvd. Mr. Cutro believed trucks making U-Turns on Congress Ave. would be inadvisable. It was recommended that the plans be forwarded to the City Commission for approval. Mr. Finizio referred to the traffic diagram and explained an alternative to what the applicant was proposing. He noted that south of the location, townhouses are to be constructed. These would be subjected to truck noise during night deliveries. He believed this would result in many complaints. He referred to traffic flow at the Oakwood Square center, where trucks come in the main entrance, turn in front of the Pier I store and then proceed around to the back for deliveries. In this situation, he believed trucks could come up Boynton Beach Blvd. west to Congress, enter the site at the center of the site (which could also be modified) and exit by way of Hypoluxo Rd. Another option would involve moving the out-parcel northward and constructing a service road further south, along with a buffer wall. Mr. Finizio believed it would be preferable to "flip-flop" the truck loading zone and have all vehicles enter off of the County right-of-way into the site, with no impact to the residential community on the other side of the buffer wall. Lengthy technical converss~tion ensued about the possibilities. John Glidden, Architect, Oliver-Glidden & Partners, was pre- sent to represent the developer. He explained that one of the things the TRB asked the developer to resolve was to clean up the intersection and avoid stacking up of vehicles. One of the concerns brought up by the Police, Fire and Engineering Depts., was trying to minimize conflicts at the intersection. Mr. Glidden felt it was highly desirable to separate the customer and service related vehicles as much as possible. He preferred vehicles make a turn and enter on Plaza Lane. This would enable service vehicles to imme- diately proceed to the rear of the center without having to drive through the pedestrian areas. Comments were made about a particular median which cannot be broken according to County standards. Mr. Glidden stated his goal was to keep semi-tractor trailers away from the intersection. Mr. Richter drew attention to Sgt. Chris Yannuzzi's Police memorandum ~90-0163, which contradicted what Mr. Pinizio was proposing. In the memo, Sgt. Yannuzzi also noted that all recommendations listed in Lt. Hammack's memo of November 6, 1990 had been satisfactorily addressed. Mr. Richter believed placement of the signs the way it was recommended was a common sense approach to the situation. He saw less conflict that way from a public safety standpoint. Vice Chairman Lehnertz asked how far the driveway on Plaza Lans would be located from Congress Ave. Mr. Glidden responded it would be 210' in. Mr. Lehnertz understood and agreed with Mr. Finizio's objections related to any MINUTES - SPECIAL PLANNING & ZONING BOARD MTG. BOYNTON BEACH, FLORIDA DECEMBER 18, 1990 residential properties that would be built to the south. Mr. Cutro responded there would be an impact. Mr. Cutro pointed out Boynton Lakes Blvd. already has houses there. Those people will be impacted. The development to the south does not exist yet. Wq/en they go to build those units, the people will know exactly what they are getting. Mr. Glidden remarked the plan he had handed out was the platted and approved drawing for what is intended. There is a large open space on the corner of Plaza Lane and Congress Ave. All of the utilities are in place there. Mrs. Greenhouse asked about safety impact on the surrounding residential area. Mr. Cutro did not believe this had been overlooked. He pointed out the present site plan faces the homes out towards the back. The plan was designed inward specifically for that reason. Discussion resumed on location of the "No Trucks" signs. Mr. Glidden remarked that the developer had placed the signs at certain locations because they were directed to by Mr. Finizio. The developer did not agree with that but they were basically advised that unless they satisfied every requirement, they would not get to the PZB. The developer did it with an objection. The fact that it was on the plan was in no way indicative that the developer agreed with it. Mr. Glidden intended to ask the City Commission to do something about this later in the evening at the City Commission meeting. Chairman Rosenstock asked Asst. City Attorney Trehy if the Board was supposed to continue the Public Hearing as spe- cified at the previous PZB meeting. Attorney Trehy believed it had been closed at the last meeting. If they wished to open it again, that would be the prerogative of the Board. Chairman Rosenstock asked if there were any short comments on the project from the audience. Lynne Matson commented from the audience that they would save their input for the Commission meeting. Motion Mrs. Greenhouse moved to approve the Boynton Lakes Plaza site plan modification.
