Board Members nay not participate further even when purportedly acting in an informal capacity. MINUTES OF THE ARTS COMMISSION MEETING HELD ON THURSDAY, JULY 9, 2020, AT 6:30 P.M. GOTOWEBINAR ONLINE MEETING IN BOYNTON BEACH, FLORIDA PRESENT: Courtlandt McQuire, Chair Nicole Blanks, Public Art Assistant Marcia Levine, Vice Chair Kathryn Matos, Assistant City Manager Clovis Moodie Susan Oyer Jehana Zell Martin Klauber, Alternate Robyn Lorenz, Alternate ABSENT: Saddam Silverio John McNally, Director ITS, began the webinar recording at 6:31 p.m. He explained how the meeting would proceed and how the public could participate in the meeting. Chair McQuire welcomed all to the meeting and called the meeting to order at 6:32 p.m. I Self-introductions Self-introductions were made. A quorum was present. II. Agenda Approval Motion Vice Chair Levine moved to approve the agenda. Ms. Lorenz seconded the motion. The motion unanimously passed. III. Approve Meeting Minutes A. June 11, 2020 minutes Motion Ms. Oyer moved to approve the minutes. Ms. Lorenz seconded the motion. The motion unanimously passed. Meeting Minutes Arts Commission Boynton Beach, FL July 9, 2020 2 IV. Informational Items from the Board Ms. Oyer explained the International Sister Cities Conference was held online yesterday and today. Normally, 400 students attend, but this year, there were 1,200 attendees. Several Arts Commission members attended virtually and selected Marian Diaz-Silva as the local winner for the Young Artist competition. Normally, Sister Cities sponsors the winner to attend the conference each year, but with the conference held online, they showed all the winners from the Sister Cities that participated around the world. They chose a beautiful piece of work. She posted pictures on the website. Vice Chair Levine continued to view virtual art events. She noted some museums are slowly opening and some closing, but last Tuesday was artist Frida Kahlo’s birthday and she had attended a celebration of her with thousands of other online viewers held by the National Museum of Women in the Arts in Washington D.C. She advised it was a fantastic exhibit. A. Public Art Manager Recruitment Chair McQuire explained the Public Art Manager position was posted on the City’s website for two to three weeks and over 100 candidates applied. It is a very desirable position and he thought receiving that much interest was promising. The City will review the applications and he will keep the Arts Commission members apprised. B. Event Consultant Chair McQuire explained it is important the 2021 International Kinetic Art Exhibition and Symposium continue. Ten thousand people attended in person or via social media and all eyes are on Boynton. He informed the members the City decided to retain a public relations or event firm to handle all the pieces of the puzzle. He noted it is a lot of work involving food, beverages, parking, ticketing, promotions, crating, and receiving and unpacking the art and returning the pieces to the artist at the conclusion of the event. He advised help is on the horizon. Ms. Oyer asked how many firms applied. Chair McQuire responded they reviewed two firms. One was an event planner that handles larger events, and he did not know the other firm. Both were experienced in this type of event. V. Announcements/Reports A. 20/20/50 Artists Connect to Community https://www.boynton-beach.org/art/artists Vice Chair Levine explained that the last 20/20/50 program, which grew to the 30/30/50 program, is now over and was very successful. Ms. Blanks placed pictures of art every day for 30 days. She noted there are not very many pictures left as they were either taken or blown away and she suggested if there are any pictures remaining, to bring them back. She also noted the Arts Commission will need to develop an idea for the Meeting Minutes Arts Commission Boynton Beach, FL July 9, 2020 3 next program and should think, in light of COVID, about community outreach. Since residents are now mandated to wear a mask, she thought maybe artists could draw pictures with masks or of masks. Vice Chair Levine explained she would be happy to come up with an idea and leave the coordination of it to Ms. Blanks. Ms. Blanks agreed it was important to keep social media going and the community engaged to maintain positive momentum. Chair McQuire explained the members could think of ideas now. He also did not know if there was money in the budget or if they could afford the program, but he supported it. Ms. Oyer anticipated there would be massive budget cuts and art has typically been adversely impacted when cuts are made. She suggested waiting to see how the budget works out and focusing on kinetics, past artworks and updating the website. She wanted to drive the public to the kinetic website and pointed out cities are losing money from the lack of tourists and taxes. She was hesitant to implement anything that involved new money. Vice Chair Levine suggested finding another benefactor if the members came up with other ideas and understood there is a public art donation fund that had monies available. Chair McQuire commented they approved 13 kinetic artists and their pieces will be installed on the Avenue in September, which the residents do not know about. He wanted to work with Ms. Blanks and promote them with their biographies and past and present works. The Arts Commission could highlight 13 pieces in 13 weeks on social media. He thought it could be a fresh new concept. Ms. Oyer agreed and had sent suggestions to Assistant City Manager Kathryn Matos publicizing prior artists and their work, but not the actual piece to be installed. The 12 or 13 pieces were selected to be installed were not 100% confirmed and Ms. Blanks agreed to follow up. Ms. Moodie thought they could highlight the artwork at the Town Square. They could publicize that in the interim and wait on the kinetic art pieces. Ms. Zell thought suggested holding a virtual art show for local artists instead of finding another benefactor and allowing them to sell their work that way. Chair McQuire thought it may be tricky logistically, but Ms. Zell pointed out all the significant art shows around the country are going virtual. She explained some artists have no income at all, and do not qualify for any government assistance. Selling just a few pieces online would help them. She was referring only to Boynton Beach artists. Ms. Oyer pointed out the CRA and the City offered grant programs. Discussion ensued those recipients had to have a Business Tax Receipt to qualify and many artists do not know they need a Business Tax Receipt. Chair McQuire advised they have to consider a 40/40/50 program, Ms. Zell’s idea, Ms. Oyer’s suggestion to push kinetic art, and Ms. Moodie’s suggestion to give attention to the art in the Town Square. He requested the members email their ideas to Ms. Blanks, Assistant City Manager Matos and him and he would follow up to pursue one of those avenues. Ms. Oyer noted the kinetic artwork was pending in six months and they may be able to promote three different ideas each month or one every month. Chair McQuire thought they should put together a plan and felt Ms. Zell’s and Vice Chair Meeting Minutes Arts Commission Boynton Beach, FL July 9, 2020 4 Levine’s suggestions may need more lead time to pursue than Ms. Moodie’s idea. The pictures are already available and they just have to publicize them. VI. Project Updates/Approvals A. City Hall Lobby Artwork Chair McQuire noted he has not been to the City Hall, but the pictures were beautiful. He suggested the Arts Commission tour City Hall again within the next week or two while social distancing and wearing masks. What he has seen on social media, the pictures are more about the social media than the art. The tour would be just about the art, how it should be viewed and different perspectives. The name plates for the individual artists have not yet been installed. The William Combes photography was delayed and would be installed in late August. Ms. Oyer explained the grand opening of City Hall is scheduled for July 21 and the Library is scheduled to open on July 27 th. She asked if they wanted to wait for the Library to open. Discussion followed the Gregg Shorthand piece, and the Carly Mejeure pieces were not up, but the Tom Brewitz mobile was installed. Ms. Zell would like an in-person tour and she could do a face time with fellow Arts Commission member Martin Klauber. Chair McQuire favored touring sooner rather than later. Ms. Blanks agreed to check her schedule and notify the members. VII. New Business A. No new business Mr. Klauber’s background was an administrative law judge and he specialized in writing regulations for cities on administrative due process. He commented, based on past occurrences with the Arts Commission, and with the permission of the City Attorney, he would like to have the City Attorney or his associate present at all meetings of the Arts Commission. He would also like to draft rules of practice and procedure for the Arts Commission. He noted there are different approvals at different stages of the process. There is an initial approval and there should be a final approval for all projects. He would be happy to sit down with the City Attorney to write a draft to be submitted to the City Commission. Ms. Oyer explained the City Commission approved the Arts Ordinance, so they would need to approve amendments to it. She suggested Mr. Klauber lobby the City Commission and the Mayor to make that change. Mr. Klauber disagreed. He explained the way it is done with local government regulations is the regulations are adopted by the City Commission after being drafted by the City Attorney’s office. Ms. Oyer noted the Arts Commission is not a quasi-judicial Board and does not have legal counsel. Mr. Klauber thought there is no reason why a draft could not be forwarded to the City Commission. Ms. Moodie explained there is an Arts Ordinance in place and they may want to review the process outlined in the ordinance. She supported reviewing the Meeting Minutes Arts Commission Boynton Beach, FL July 9, 2020 5 Ordinance and determining how it needs to be improved. Chair McQuire thought Mr. Klauber could review the existing art ordinance and make some notations and Chair McQuire would as well and then forward it to the City Manager, City Attorney and Assistant City Manager Matos. It was important there be a smooth process in place. VIII. Unfinished Business A. Discussion of Fire Station install status Chair McQuire explained the Arts Commission voted to display the original art and due to all the press, the City’s Legal Department recommended they obtain approvals from the employees that would be portrayed on the mural. There are about 39 people on the mural and some have expressed they do not want to be included so the mural has to be revised. The City issued releases about two weeks ago and they received six or seven approvals to date. He remained optimistic and hoped by the next City Commission there would be 30 individuals. Assistant City Manager Matos explained they received about nine permissions so far. Vice Chair Levine queried if the artist was still willing to work on the project. Chair McQuire said he contacted her a few weeks ago and the artist Lynn Doyal, was interested in continuing. Chair McQuire will contact her again. IX. Future Business A. High Ridge Country Club Public Art, 2400 Hypoluxo Rd. Visuals of the public art were viewed for High Ridge Country Club. Chair McQuire was aware there were still permitting issues with the sculpture. He also advised he would ensure the members see the final pieces before installation. Vice Chair Levine understood the Arts Commission did not approve this art and there were several issues with the piece aside from permitting. Chair McQuire explained the developer can install the art they want. Ms. Oyer agreed. Colin Groff, Assistant City Manager, explained the issue is the developer did not submit the permitting paperwork correctly to get through the process. When done, the City would ensure it is installed correctly, permitted and inspected. He thought it would be ready by this meeting, but it was not. Ms. Moodie commented she drove by the sculpture a few weeks ago and it looked fine to her. B. Taco Bell mural revised concept for review Vice Chair Levine explained she is on the Selection Committee for the Taco Bell mural, and they brought in artist Gregory Dorr to show his final concept. Vice Chair Levine had passed along the Arts Commission comments as well as the Selection Committee comments and they are waiting to receive the artwork based on those comments. Ms. Blanks explained Mr. Dorr was very receptive to all the comments and was finalizing the art now. Chair McQuire confirmed the Arts Commission will see the art before installation. C. Art exhibits for Cultural Center Chair McQuire noted the Old High School is the new Cultural Center, which has a new Director, Diane Valentini. He explained the building has a lot of wall space. He advised the City has a lot of art in storage, which they will use to fill in those spaces, but more art is needed. The Arts Commission has a good relationship with Nicole Galluccio with Art Hives, who is interested in being a part of a temporary exhibit. He will meet with Ms. Valentini about it and if any of the members wanted to join him, they could. He wanted to do a walk-through of the facility. When the Center opens, they want the walls to be beautiful. Ms. Moodie was driving by the Town Square and inquired if there was an update about the garden. Mr. Groff explained they are 30 to 45 days away from finishing the outside and they are currently only 50% complete. All of the outside public art that was there, will be re-installed in about 45 days. They had a soft opening a little early, but there is still a lot of work that needs to be done. Ms. Oyer noted she emailed Mr. Groff about the Palm Tree that is a foot away from the Center on the southeast corner by the circle drive. She thought it should be moved. Vice Chair Levine gave a brief background on Nicole Galluccio and explained the Art Hive project premiered in Palm Beach with the Girls from Art Hive Magazine. The Art Hive project was brought to the Cultural Art Center in talks with Ms. Coles-Dobay and the Art Hive Girls with Nicole Galluccio. She was unsure why the project was put on hold, but Ms. Gallucio was commissioned, and she does very large, big bright and bold pieces. Ms. Galluccio was told they were stopping the project and called Vice Chair Levine as they know each other. Ms. Galluccio was in talks with Diane Valentini about moving forward. Chair McQuire advised he would bring examples of Ms. Galluccio’s art to the next meeting. Assistant City Manager Matos explained they are moving forward with Ms. Galluccio and she did not know what caused the delay. Vice Chair Levine asked about the Spray Your Name project. Assistant City Manager Matos and Ms. Blanks had a great discussion with the artist and would be in touch with him. The City is evaluating the project and will report back to the Board. Ms. Oyer explained she found an artist in North Carolina for inside art for the Kinetic Art Symposium, who would be a great addition to the collection and learned the application is on the City’s website. Chair McQuire urged the members to make recommendations for artists for the interior show. Ms. Zell had also recommended artist Natalie Blake to Ms. Coles-Dobay. It was important to secure some talent. Assistant City Manager Matos agreed to send the members a link. Chair McQuire recapped the meeting and reminded the members they should send emails with social content to him and they would use Ms. Moodie’s idea to publicize art.
