Nicole Blanks called the meeting to order at 6:02 p.m.

A quorum was present.

Motion
Ms. Oyer moved to approve the agenda. Vice Chair Levine seconded the motion. The
motion unanimously passed.
IV. Unfinished Business
A. Kinetic Art Exhibit Discussion
Valerie Zucker and Nicole Lewis, Zucker Lewis Media Group, gave a review of the last
meeting and an update on the project. At the moment, there are six outdoor exhibitors
that are confirmed to participate, waiting on signed agreements, approval of shipping
costs, and other minutia, but waiting on execution of installation. It is still possible to
add more exhibitors. At the same time, the marketing materials are being built that will
shortly be going live. These include social media, print ad, and an email blast-type
graphic showcasing the event and calling all artists for the interior venue of the event
which needs to be filled.
Ms. Oyer asked if there is a list of the interior spaces and their sizes. Ms. Zucker said

the floor plan has been provided to Zucker Lewis, but the Board has not received it yet.
Ms. Oyer asked that the Board receive the list to enable them to help recruit artists.
Chair McQuire interjected that this project is an initiative by the City and the City Arts
Manager. The Arts Commission’s role is not to approve every piece of art, but to guide
and assist should the art be off-target, is not kinetic, is culturally insensitive, and so on.
Ms. Oyer stated that in years past it has been the Commission duty to vote on and
approve every kinetic artist and the big pieces as they would for an art installation.
Chair McQuire continued that his understanding, after speaking with the City, the
Commission does not vote and approve every single artist, otherwise it is a very difficult
task.
Vice Chair Levine thanked Chair McQuire for the clarification on the Commission’s role
and noted that there was flyer-type post on Facebook for a call for artists and she sent it
on to others. Ms. Zucker confirmed that was the graphic she was speaking about.
Chair McQuire continued that there are a lot of parts and pieces and the Commission
cannot vote on every little thing; therefore, votes won’t be taken on every detail, again,
their role is more to guide. The goal is for next year’s to surpass other years’ arts
projects. Zucker Lewis have a huge task and it needs to move along quickly by letting
the Agency hired by the City do what it was hired to do.
Ms. Zucker continued with the presentation. A universal marketing campaign under Ms.
Lewis right now is on selling the interior spaces, it will be on all the digital platforms with
a similar look for an ad in a couple of art publications as well as local media. A press
release will be picked up in multiple places as the deadlines approach, promoting the
event itself and reinforcing the search for more artists. Bits and pieces range from the
artists coming in up to the vendors being used onsite (food, food trucks, renting gallery
walls for interior spaces). On the Kids Program side, there will be a very nice display of
about 200 kids’ artwork.
Ms. Oyer asked if there is an artist working with the kids; normally Anthony Castronovo,
an art teacher in Gainesville, works with two or three schools. Ms. Lewis is interested
and will get with Ms. Oyer for contact information.
Mr. Klauber stated there are many graduate schools of fine arts, especially black
colleges such as Howard, that could add to the diversity of this project. Perhaps this
untapped resource can be brought into the project. Ms. Oyer also suggested, as in the
past, teachers at local schools such as South Tech High School on Woolbright.
Ms. Zucker recapped that six pieces have been secured thus far, but that additional
artists are still being sought. Ms. Oyer suggested that if at least twelve pieces can’t be
collected, perhaps some of the older kinetic pieces throughout the City or in storage that
the Arts Commission owns can be used to fill in and renew interest in them.

Chair McQuire stated that Ms. Zucker had previously suggested a high profile,
international artist that is willing to participate. The piece is borderline “not kinetic” and
some Commission members expressed valid concern about this. Ms. Zucker
introduced the idea of Rubem Robierb’s interactive butterfly sculpture that encourages
the viewer to become part of the sculpture saluting the transgender/LGBTQ community.
The cost of the fiberglass piece is $125,000 and was just sold to a private collector,
another one is on Celebrity Cruise Ship The Edge, but he will make a new one to put on
display at no charge for this cause. (The new one will be cast locally and thereby
defray shipping costs.) Robierb’s husband is Sam Champion of Good Morning
America, which adds some notoriety on a national level. Discussion followed with
suggestions:
• Ms. Oyer thought it was gorgeous and a way to make it kinetic is to like it up, as
lighting is a kinetic feature, in particular solar lighting.
• [unidentified] thought making a hashtag #KineticArt2021 for selfies and pushing
it out on social media, which would help the artists and the City.
Ms. Zucker introduced the idea of Mr. Robierb’s table-top pieces being displayed in the
interior as well. It was suggested he could sell those and recoup some of his costs, but
Ms. Zucker said he is doing this out a true sense of local art.
Vice Chair Levine thought the concept is exciting, asked for some particulars on the
other two pieces already in existence, and then ascertained that this new piece would
be in addition to the other six artists.
Chair McQuire liked it and thought yes, it is right on the line kinetically, but would like
the artist to know this is an international art festival before he produces a new one.
Perhaps the painting and other pieces could accompany the sculpture as well.
Vice Chair Levine wondered if these works could be considered for the Cultural Center,
or if the opening is too far out. Chair McQuire said the soft opening for the Cultural
Center is next month; but if the artist is open to it, it would be a great piece for the
Cultural Center. Ms. Oyer suggested an exhibition could be done just on Mr. Robierb.
Further possibilities with the artist can be discussed, but first the decision for the go-
ahead on this project is needed.
Ms. Moodie thought that it is beautiful and realizes the time is short to go ahead. Ms.
Zucker explained how the piece is considered kinetic by the viewer becoming
interactive with the piece, that is the center/body. Chair McQuire sees the shapes
inside the butterfly wing, fluidity, movements going outward as congruent with kinetic,
with Ms. Oyer adding again stressed solar lighting to make it more kinetic. Mr. Klauber
suggested lighting placed far enough away so that viewers passing in front of it create
shadows and add additional movement to the piece.

Chair McQuire confirmed the unanimous approval of the Members and asked Ms.
Zucker to convey to the artist their thanks and some of the Commission’s respectful
suggestions on lighting to create more gravitas and drama.
Ms. Zucker went over some of the artists who have locked in submissions thus far:
• Adrian Landon, The Mechanical Horse, 35 x 35 foot stainless steel.
• Tina Heisman, Stratosphere wind sculpture, 36” diameter atop 6 foot pole.
• John King, Palm Dancer, 20 x 20 feet.
• Robert Coon, IPO 004, 2x2x8.5 feet.
• Darren Miller, Prairie Flame.
• Kirk Seese, Magnify, swirl atop 5 foot pole.
In a rapid, brainstorming discussion, several interactive kinetic sculptors (including
Bijou, Lloyd, Debbie Lee Mostel, and a unnamed woodworking sculptor popular with
children) were briefly discussed by the members for further contact by Zucker Lewis,
who in return have a hot leads/working list that has barely been worked; however, many
have declined citing various Covid concerns. Discussion ensued with many names
being proposed that needed some research and Chair McQuire took notes to contact
Zucker Lewis in a few days.
Chair McQuire recapped the plans for outdoor and indoor installations, that 55 foot
ceilings may allow taller indoor installations if enough can be secured to fill the larger
spaces. Also, it would be nice if, in addition to the artwork, to have music on the stage,
in the amphitheater, both days, of course as much as budget allows.
Ms. Oyer agreed with Ms. Moodie that it could be distracting outside and should focus
on background music. All genres would be welcomed, but perhaps “art appropriate” to
not be distracting, such as classical or jazz, solo artists and pianists, and possibly the
local, award-winning band(s) as well as the high schools. Further discussion of ideas
followed. Chair McQuire asked Ms. Blanks to investigate contacting the high school
bands. Ms. Oyer noted there are also county bands, symphonic and jazz, that may
want to use such an experience to apply towards college experience and that such
bands would draw families to attend; Ms. Blanks stressed keeping in mind social
distancing guidelines for amateur performances.
Ms. Blanks asked for past successes with vendors or community involvement that could
be important to planning this activity. Ms. Oyer suggested vendors with kinetic-branded
items, T-shirts for volunteers, especially the popular turquoise color to sell (Kluch
Apparel was recommended), umbrellas with the event logo, pinwheels for kids. Also
recommended was placing the table where visitors have to pass by, not the vendors off
on the side away from traffic. There are still items left to sell, but some more are
needed for this event. Vendors who sell smaller kinetic pieces were suggested, such as
the copper artist’s kinetic pieces, and contacting Delray Affair for referrals to their kinetic
artists.

Chair McQuire reminded Ms. Blanks that members of this Commission have ideas,
experience, and time to help take some of these tasks off her plate (Ms. Oyer took on
the task of arranging for the T-shirt last time). Vice Chair Levine suggested a running
list of marketing items (kinetic bag, T-shirts, etc.); also a tasks assignment list was
discussed to balance the workload, along with signing up volunteers and training for the
event; and a list of social media influences. [Zoom transmission interrupted 3 minutes]
Upon resuming, Ms. Oyer had proposed the possibility of providing a catered dinner for
the artists on Saturday evening to aid in artistic networking.
Ms. Moodie spoke of explicit instructions regarding the sales part of this whole process
with certain individuals only interacting with potential buyers. A City employee has to be
present for the transactions, so City Staff was asked by Chair McQuire to provide
several employees who are authorized to take money and can take care of this task.
Chair McQuire stated the VIP Night on Friday has been discussed with Zucker Lewis
and it is being planned again this year. An outline of these three-day event will be
discussed at the next Commission meeting.
Ms. Oyer mentioned the use of antique cars as a kinetic feature for the VIP event,
parked in front of the venue, as a welcome to attendees. Ms. Lewis will work with some
of the car dealerships. Ms. Oyer suggested Braman Motors and wondered if corporate
sponsors for the event are being arranged. Ms. Zucker said not yet; some
brainstorming on corporate sponsors followed, donations and in-kind (difficulty with
transmission, Bonnie Miskel and Isram Realty were mentioned).
Chair McQuire proposed the discussions be continued intermittently between the
coming Commission meetings as Zucker Lewis are available.
V. Adjournment
There being no further business to discuss, Ms. Moodie moved to adjourn. Mr. Klauber seconded the motion. The motion unanimously passed. The meeting was adjourned at 7:16 p.m.

ABOUT THE ARTIST: RUBEM ROBIERB
Rubem Robierb, is a Miami Beach resident, visual artist, born and raised in Brazil whose current medium and style
is linked to the Pop-Art movement.
For 18 years, Rubem Robierb has worked with poetry, painting,photography,and sculpture to create capturing and visually
compelling works of art whose strong symbolism and underlying message induce an emotional response and strike on the
sensitive nerves of modern-day society.
Growing up in Maranhão, Brazil, Robierb’s first artistic expression was poetry, which was closely followed by photography.
Like with poetry, Robierb saw how he could create photographic images that could convey a more profound meaning –just
like reading a poem would reveal layers of meaning and metaphors.
In 2005 he was discovered by the French ‘Art et Partage’ association, that helped him debut his first solo art show “Bresil
Autrement” in Paris, Aix en Provence, Milan and Zurich.
In 2008 Robierb relocated to Miami to open his studio in the art district Wynwood. In the axis of international and local art
galleries mixed with street art and graffiti, he began to pursue what he describes as his third artistic way of expression:
painting.
In 2013 Robierb moved to New York City to debut his first show –the powerful Bullets and Butterflies –at the Gaglialatella
Galleries. New York served as his base where he created a row of his most essential artwork collections, including BULLETFY
EFFECT, HEART, and POWER FLOWERS.
In 2015, Robierb was commissioned by the city of Fort Lauderdale, Florida, to create an expansive work of public art to grace
the walls of the Shade Post in Downtown Ft. Lauderdale. He chose his well-known and transformational figures of the
butterfly and the bullet to create large-scale murals on the building located in an area undergoing a rapid metamorphosis
from challenged neighborhood to a hub of arts and culture as well as a valuable addition to the downtown transit zone.
2015 also marks the year where Robierb starts to explore sculpture as his fourth artistic expression working with
dimensionality and proportion on his large-scale bullets in his LOVE CHANGES EVERYTHING collection and life-size butterfly

Sculptural artistic expression also paves the way for Robierb to present a series of politically laden artworks,
and in 2017 he draws inspiration from the political climate in the U.S. and the civil war conflict in Venezuela.
Using his entire catalog of artistic expression, his artworks span from paintings over sculpture to installation
with works that all showcase the complexity of human emotion and loss of meaning in today’s supercharged
political climate. The Art collections AND THE TRUTH WILL SET YOU FREE, MONEY TALKS, and
THOUGHTS AND PRAYERS are all part of Robierb’s effort to have us question values like truth and freedom,
that we up until this moment in time have taken for granted.
In 2018, Robierb’s amplified his sculptural work with the launch of his larger than life butterfly wing sculpture
called DREAM MACHINE. He expands the concept of interactive art by inviting the viewer to place themselves
between his sculptural wings and imagine a trip to a place where dreams come true, it creates a non
material/metaphorical space that speaks to the power of our minds and the law of attraction.
The art work became the experience and interaction between the sculpture and the viewer. On board of the first
billion dollar cruise Celebrity Edge, Dream Machine have around 5 thousand weekly visitors.
In 2019 When asked by the NYC Parks to display his Dream Machine sculpture in Tribeca Park, Robierb made
a bold statement naming the sculpture after DANDARA Dos Santos , a transwomen killed by violence.The first
and ONLY sculpture in NYC dedicated to the Trans community, now a cornerstone for the LGBTQ+ rights and
violence issue.
Robierb has used his career to amplify and empower voices calling for social justice. This is a theme aways
present in his work.
During Art Basel Miami 2019, Robierb brought attention for the Climate Change issue with his ‘’CLIMATE
MELTDOWN’’36 ft long floating ICE sculpture…with the words ‘’ HOW DARE YOU’’ carved in the ice.It
alludes to the now famous Greta Thunberg speech on climate change to the UN.
New for the beginning 2020 on board of the Celebrity Apex,a giant Robierb designed Lotus /Throne called
Empower Flower’’ dedicated to the strength of women around the world.
At the moment he is working on 2 large sculpture projects: one asks for the end of racism and the other, a
tribute to the Health Care Workers during the COVID-19 crisis.

IV. Informational Items from the Board
Ms. Oyer asked if they will have a public opening for Synersthesia and Shark art by the
Library. Chair McQuire replied they can discuss Synersthesia when the item is heard
on the agenda and add the Shark piece to a future agenda.
Chair McQuire advised great progress has been made in terms of the kinetic art show,
which was moved to March. The members will see samples of the new pieces later in
the meeting. Ms. Moodie asked about the Reflections piece by Ralfonso that was
previously discussed as there was a clarification needed about the lights. Ms. Blanks
spoke with him and they are training city staff how to operate the lighting. Ralfonso will
have a City contact when they need to have a lighting arrangement.
Vice Chair Levine explained she was unsure how add a discussion of artist Sonja
Sanchez Arias exhibit gift to the agenda. She noted there was a time element.
Motion
Ms. Oyer moved to add a discussion of Sonja Sanchez Arias upcycled dresses to the
agenda as Item 7. B. Vice Chair Levine seconded the motion. The motion unanimously
passed.
V. Announcements/Report
Shana Bridgeman, Assistant City Attorney, had sent a presentation to the members
prior to the meeting and was present to answer questions. Attorney Bridgeman
explained the only time board members can discuss board businesses with one another
is at the meeting that has been properly noticed and with minutes taken. She explained
board members cannot use a third party to relay information to another board member.
If there is an article a board member wishes to share with other members, it should be
sent to the liaison to circulate to the members and members should not reply all on
emails.
Ms. Oyer thought members should not be inviting friends to serve on the board and then
discuss board business elsewhere. Attorney Bridgeman explained care must be taken
not to talk about anything that can potentially come before the board. Attorney
Bridgeman recalled on one board, a member noted a typo on draft meeting minutes and
called another member about it, which was a sunshine violation. She emphasized there
are criminal penalties for violating the Sunshine Law. Unintentional non-criminal
infractions have a $500 fine. Intentional violations are a second-degree misdemeanor

and are a crime. Attorney Bridgeman explained anyone having further questions can
call her office.
A. Zero Empty Spaces Presentation
Andrew Martineau spoke about Zero Empty Spaces explaining the Zero Empty Spaces
initiative arose a year ago from requests from artists to find affordable artist studio
space. They decided to look at vacancies that were plentiful as potential artist studio
locations. In Ft. Lauderdale, The Mayor gave them an introduction of the owner of Las
Olas Company, and he gave them a space. They occupied the space for three months
with six artists and they attracted a lot of attention. Someone approached them saying
they liked the energy of the space and asked for the landlord’s number and they wound
up leasing the space so they had to move. They found another space and the same
thing happened. The first two locations were ideal as the artist had a transparent run of
space, and the landlords were able to obtain permanent lease. The artists rent the
space for zero rent, but pay for insurance coverage and utilities and they charge the
artists two dollars per square foot rent. The space is divided up with temporary walls.
They advertise the locations and are active on social media. They require the space to
be open seven days a week. The artists have 24 hours access to the space. The
artists coordinate when they will be in and they monitor them. They have 11 locations
and 10 others between Hollywood and Palm Beach Gardens in street level retail or
lifestyle centers, which are shopping centers that are not enclosed. They are also in
discussions with Simon and Brookfield property groups, the two largest Mall owners,
and they have been getting a lot of outreach around the country. They are not short of
artists looking for the space and they need a minimum of a month rental. Artists are
local to the market and their goal is to have multiple locations and markets. Further

Chair McQuire thought it was an exciting program that could expand.
Ms. Oyer thought it was an exciting idea, but thought she may have a conflict of interest.
Her family has property that has some openings. She asked for contact information,
which he provided.

Kathryn Matos, Assistant City Manager, explained when they spoke last they made a
verbal offer to a candidate and when they were going through the process, they
received another offer that the City could not match. Staff is going through the process
and Human Resources has already started vetting individuals who meet the minimum
qualifications.
Vice Chair Levine asked if there was a runner up that could have been contacted. Ms.
Matos advised they were not comfortable with the remaining candidates so they opened
the position again. The process was to interview six, narrow it down to two and then
select one. The second candidate was not strong enough. The individual had great art
experience, but not in the public sector.
Ms. Zell asked if the position was posted, and learned it was posted on the City’s
website.
Mr. Klauber thought getting only two persons, out of 100 submissions, meant what was
posted online has to be reviewed again on the basis of criteria and asked if it could be
improved. It seemed that they may be courting the same subset of individuals and the
same people will respond.
Ms. Oyer thought Mr. Klauber made a good point, but thought there were many
components to the position and the City’s art program was diverse that few people
qualified. We have a unique position in the city because of our art and there are so
many components and very diverse that few people qualified. Ms. Coles-Dobay
covered a wide range and finding someone like her is like finding a needle out of a
haystack. She thought they should look out of state, perhaps from New York City. The
City’s Art Manager was not the norm for an art job. Boynton Beach’s art description is
very different than Boca’s.
Rickie Leiter publishes the Rickie report. She agreed with Ms. Oyer, the City needs to
go out and advertise and mine their connections. She would be happy to help. Her
work is editorial but she could can connect the City with people around the country who
are on the pulse of art around the world.
E. Kinetic Event Planning Update
Chair McQuire advised a lot of work was done by the public relations firm and
submissions were received. He understood 11 Avenue of the Arts sculptural works will
be installed starting next month. In October, they are removing existing pieces and
returning them to the artists. The works will be installed in November and some may be
in December because Covid affected shipping. They will have more submissions than
the last event. Many of the pieces have already been approved. As to the indoor
portion of the event, there were seven applications submitted by artists which Chair
McQuire reviewed. He suggested waiting for more submissions to be received before
the board makes their selection. There are three or four more that were not submitted

which will be discussed under Item 6.F. There will be pianist, food was being
discussed, and they are deciding between vendors and food trucks. It will be a
wonderful three-day event. Ms. Oyer noted if having music, the CRA hired a band that
plays at the MLK, Jr. Day event. They are a crowd-pleasing kind of band. Chair
McQuire requested the information be sent to Ms. Blanks or Ms. Zucker and they are
very responsive.
VI. Project Updates/Approvals
A. Synesthesia Interactive Sculpture install delayed due to slower production
because of Covid, new pending install mid-October
Chair McQuire announced the above. He thought there could be a small gathering
where the board members or members of the could thank the artist for their work or
create a video for Facebook where the artist talks about their piece. Ms. Oyer
commented the press will be available for coverage as there are not many events
occurring and it would be a great way publicize the event just before it occurs. Chair
McQuire recalled installation was fairly complicated and he thought the board could
show its appreciation. He was excited to see how it works. Ms. Oyer suggested having
the event after work so they can see the lights.
B. Creative Community Painting and Nautical Series Painting installed Oct 6th
Ms. Blanks explained these were new pieces for the lobby. An image of the piece was
viewed, and Ms. Blanks posted on social media. Chair McQuire thought the City Hall
Library and art was beautiful and the work inside it was amazing.
C. “Ocean to Everglades” Black and White Photography Mural installed
September 29th.
Chair McQuire commented the work was stellar. The pieces were done by
Photographer William Combes and he requested the members spread the word. The
wall mount with his name and what the piece is about was installed and complete.
D. Approval of Nicole Gallucio for Cultural Center Exhibit
Chair McQuire explained they discussed Artist Nicole Gallucio’s work, which was
colorful and bright, which may work well on the long cultural center walls. Ms. Blanks
explained Ms. Gallucio was supposed to exhibit work at the Cultural Center and had
been in discussions with Ms. Coles-Dobay about it. Ms. Gallucio was very excited about
the display. The Cultural Center will have art rotations there and it was hoped Ms.
Gallucio’s work would be displayed in November or December for three months. Ms.
Gallucio’s work is bright and cheerful. Visuals of her work was viewed. The Cultural
Center Manager was excited as the building was bare. Images of her work showed
some pieces were 48’ by 48’ and some were smaller. The pieces are acrylic on canvas.

Chair McQuire noted the Arts Advisory Board has to determine what their work is for the
Civic Center and a rotation program.
Motion
Vice Chair Levine moved to approve by Nicole Gallucio’s artwork for the Civic Center.
Mr. Klauber seconded the motion. The motion unanimously passed.
E. “Color Effects” Avenue of the Arts. Contract ending and artworks to be
removed October 16th
Chair McQuire announced the above. He reviewed it earlier and removal has been
coordinated to be replaced with the new work. On the years of the kinetic event, the
Avenue of the Art has kinetic art and the other years the Avenue is open to other art
and artists.
F. New kinetic submissions
The members viewed new kinetic submissions. Work was submitted by Debbie Lee
Mostel who had exhibited at several kinetic events. Ms. Blanks explained the Call to
Artists was issued. Since then they received submissions and Ms. Mostel responded.
Most of what the members viewed at the meeting was for the indoor work.
Brookhardt Jonquil submitted kinetic infinity light sculptures. They are glass and metal
light sculptures. He fulfills the Art that Moves and Art that Moves You and his work
could be for the indoor pieces. Chair McQuire thought the work should be presented in
a separate room that was blacked out.
Frank Hyder was interested in participating, but it did not appear his work was kinetic.
The pieces are very substantial and are lit from within. Mr. Hyder has smaller, more
affordable pieces and he thought perhaps some of his pieces could be off. A brief video
was viewed. Vice Chair Levine explained Mr. Hyder has a new Janis that is kinetic and
it is a very, very large piece. They are movable, light up, kinetic pieces. His black and
white light pieces are very impactful. He also does smaller indoor pieces. Mr. Klauber
noted inflating and deflating makes the piece kinetic. The Janis prices ranged from
$4,000 to $15,000 depending on the size of the pieces. Smaller Janis pieces were
available for $2,500 at the Cornell Museum in the past.
Rickie Leiter thought it was an amazing opportunity for the PR firms to go to different
neighborhoods with a smaller Janis and inflate and deflate from different parts of the
Boynton community and attract more people to the kinetic art than ever before.
Artist Bud Scheffell had previously exhibited at the City’s kinetic event. A short video
was viewed He had five or six pieces outdoor and indoor. He is open to being on the

Avenue and in the show. Chair McQuire understood the marketing firm was in touch
with his.
Rom Agam, an artist from Israel with a studio in New York, had submitted work. Chair
McQuire thought this work could be the star of the event. A brief video of his work was
shown. Mr. Agam specialized in lenticular prints. This type of art was known as OpArt.
It was noted Mr. Agam was at Art Palm Beach. A kinetic piece by Mr. Agam was
viewed. Chair McQuire will request more samples of his work. Pieces by Olga Darwinis
were viewed. Ms. Darwinis paints and uses paper and glue. She studied under Cruz-
Diez and Jesus Soto, founders of kinetic art They were able to source her work
because her shows were cancelled due to COVID.
Ms. Oyer also reached out to Lloyd Goradesky, who was interested in the event. He
has a new larger piece, but also has medium pieces that could be used indoors and
smaller works that he could sell. One of his videos won a prize at a film festival. Mr.
Goradesky’s prior piece will be used again in addition to newer pieces.
VII. New Business
A. Artwork Maintenance
Chair McQuire was aware maintenance of existing art was a concern. Ms. Blanks
advised she created as schedule for her to check each piece. She has also reached
out to Public Works to see if they could help with any cleaning or if it needs more of a
gentler hand. If so she has reached out to individuals Ms. Coles-Dobay had worked
with in the past.
B. Discussion of Sonya Sanchez Arias Up cycle art
Ms. Blanks had images of art by Sonya Sanchez Arias was interested in gifting to the
City. She is an artist who works in recycled and upcycled materials. Vice Chair Levine
explained her work features recycled plastic, string and she had an exhibit at the
Cornell. She has three upcycled dresses made from paper, plastic, belt buckles she
would like to donate to the City to exhibit or maybe sell. It was thought they could be
displayed at the Civic Center. Vice Chair Levine hoped the City could take them from
the Cornell Museum and house them somewhere in Boynton. It would be an
unbelievable gift and they have story boards for the dresses. Ms. Oyer thought the
dresses were exquisite. She thought City should not accept the pieces as a gift as the
City has nowhere to store them. She was fine as an exhibit, but could be displayed and
rotated. She thought the Mall may be interested in using them in empty storefronts.
They are exquisite, but they are not for kinetic. She reiterated thought they have no
room to store anything and they are overflowing. Vice Chair Levine did not think the
pieces belonged in the mall. A suggestion was made to go through the art the City
already has and replace with what they have with better quality art. Vice Chair Levine
thought the pieces could be on the second floor in City Hall or somewhere in the Civic

Center. She thought they could be permanent. The art does not have to be gifted and
the City does not have to keep them, but it should be a good short-term exhibit. Ms.
Oyer thought the vacant store fronts in the mall would be a good place to place rotating
art.
Ms. Moodie explained they have limited resources in terms of planning kinetic, if they
had the ability to take on something simultaneously. She heard there is no space for
storage and replacing city art with better art. Ms. Moodie noted they were having extra
meetings and queried if they have the bandwidth to entertain it.
Ms. Leiter noted the Rickie Martins Art Foundation had a bi-annual sale of art they had
in storage. She thought if the City has a Boynton Beach Art Vault sale, the Art Board
may want to consider holding it around the time of the kinetic event to create a large art
buzz and a larger audience. Ms. Zell thought it would be a shame to pass up fantastic
and dynamic art because the City took previous art donations, that the Art Board may
not even believe is good. Ms. Oyer thought the Art Board could review the art in its
current collection. She commented it was usually kinetic art in the $30K to $40K to
$100K range and it should be marketed to developers. Chair McQuire thought it was
sculptural and it has presence. Chair McQuire was familiar with the storage and here is
a lot of stuff there that shouldn’t be. The space it is not totally full. Chair McQuire
thought it could work in the Civic Center. He suggested taking for six months and if Ms.
Valentini, the Civic Center Director, says she has the space and she okays it, they
move forward. The City does not have to keep them forever, just however long Ms.
Valentini is comfortable with.
Motion
Mr. Klauber so moved. Ms. Oyer seconded the motion. The motion unanimously
passed. Ms. Blanks will contact Diane Valentini.
Ms. Leiter thought there were lots of opportunities for schools to tour regarding
recycling. She thought it be for images of women, fashion or other intercultural interest.
She saw a lot of ways to network.
VIII. Unfinished Business
A. Fire Station install status
Chair McQuire announced the City Commission discussed this and they voted to
approve the original work with one modification which was the removal of Chief Joseph
as he did not want to be in the image. The Arts Commission approved the image, they
have the releases, the City Commission reaffirmed the image with the amendment. The
artist was paid, was happy with the way the mural looks now and is happy for it to go
back up. The City will pay $1,400 to refilm the image from the Public Art Budget and

reinstall it. There will be a dedication ceremony in early November, but the date has not
been finalized.
Ms. Leiter offered an editorial from the Rickie Report. She has mentored Lynn Doyal for
some time and was happy the work came to a good conclusion. Ms. Leiter can contact
Ms. Matos for the information.
B. High Ridge Country Club
Ms. Matos explained the property owner has been put on notice they have to present a
plan to the Art Board within 60 days of the letter. If not heard from them within 30 days,
they will have Community Standards contact them. When the 60 days are up, if they
have not complied, it will go through the Code Enforcement process. Chair McQuire
thanked the City for following up. Ms. Oyer asked if the developer know it has to be
original art and was informed they have all the information about the requirements for
public art.
IX. Future Business
A. Art exhibits for Cultural Center - Chair McQuire explained the Art Advisory
Board will have to guide the new Art Manager about spaces and rotating art.
He thought it would be helpful if the board members toured the Civic Center to
learn where space is available, how long the art would be displayed. The Art
Manager will manage the program. He thought the exhibits will be a 90-day
minimum cycle. Ms. Blanks will organize something with Ms. Valentini.
B. Social Media Program with Artist with Autism focus, coordinate with Debbie
Majors, Grants & ADA Coordinator – Ms. Blanks explained Ms. Majors was
interested in having an exhibition with 5 to 10 artists to raise awareness for
their foundation.
C. Review updated Riverwalk concept – Ms. Blanks explained there are no
updates yet, but they are aware of all comments and feedback. They will
represent the concept.
D. Sailfish Project - Ms. Oyer asked when this item will be put on the schedule.
There are exhibits all over the world, like people have cows, or horses or
buses. She asked about the City participating with a sailfish and the City
Commission said to wait until the Town Square is done. She thought the
matter should be addressed after the kinetic event. The City would need to
find a manufacturer to make the sailfish at a good price. People can buy them,
paint them, put it on display and it could be put on a permanent display. They
could be all sizes and they could sell the extras.

Ms. Leiter was still waiting on a contract for kinetic art. Ms. Leiter has been in touch with
Ms. Lewis, and she submitted a proposal, she received a response from Chantell
saying Ms. Lewis was in charge and if she could give a good price for what she was
offering and she has not heard anything. She was supposed to get back to her and was
told there was a meeting on Tuesday. Ms. Leiter had a list of kinetic artists she would
like to contact that the board did not present. Ms. Matos explained Ms. Zucker and Ms.
Lewis are handing the matter. Ms. Zucker is aware and would be in touch with her.
