I. Call to Order
Vice Chair Murphy called the meeting to order at 6:04 p.m.
II. Pledge of Allegiance
The members recited the Pledge of Allegiance to the Flag.
III. Approval of Agenda
Ms. Wilkinson moved to approve the agenda. Dr. Rada seconded the motion. The
motion unanimously passed.

A. Approval of Minutes of February 27, 2020
Motion
Ms. Wilkinson moved to approve the minutes. Ms. Gadson seconded the motion. The
motion unanimously passed.

B. Outreach
Vice Chair Murphy reviewed at the last meeting they discussed two fundraisers, but due
to COVID shut everything down, so there are no true events. Ms. Wilkinson asked
about Board vacancies and learned there was only one vacancy for a student non-
voting member. Anyone interested could submit an application, which is on the website,
to the City Clerk or can direct inquiries to Ms. Claude.
C. Fundraising
Vice Chair Murphy explained he had previously contacted Texas Road House about a
possible fundraiser but there was a question if it was permissible because of the Boards
lack of 501(c)(3) status. Vice Chair Murphy explained he had followed up with them,
and they would allow the event to take place, and he received an email from his contact
for a drive through take out and the EYAB will still get a percentage of the cost of he
mail. He would forward the information to Ms. Claude who could distribute it to the
members. He did understand the board had not met in a long time, and he invited the
members to submit their ideas for fundraising bearing in mind the current situation.
D. Grants
Vice Chair Murphy explained Chair North has access to the grants portal and she has
been going through the grants. When she is present, she could give a report of any
grants they may be able to pursue. Information from the members to support the
educational system in the City was welcome.
Dr. Rada looked for grants and she did not find any specific for what the Board does.
She went through several outlets without finding any results.
E. Bob Borovy Student Citizen of the Year Award
Ms. Claude announced there were six applicants. Debbie Majors, ADA and Grants
Coordinator, Kathleen Wilkinson, last year's winner, and Dr. Jetawn Shannon, Palm

Beach County School District, were judges. Ashley Backus, who attended Atlantic High
School, was notified she was the winner. She planned to put the presentation on the
August City Commission agenda if they are certain there will be an in-person meeting.
Kacy Young, Recreation and Parks Director, understood the first in person City
Commission meeting was tentatively August 01, but he would apprise the Board if there
were any changes. He explained it depended on if the Executive Order is extended.
Ms. Claude inquired if she should wait, or put it on the agenda and then pull it if it is not
an in-person meeting. She thought it was desirable to make the presentation at an in-
person meeting so she could have her family present. Discussion followed if it could be
done August 4th, and if not feasible, the item could be pulled. Ms. Wilkinson agreed it
was preferable. Dr. Rada noted it should be socially distanced if feasible. There was
agreement to put it on the August 4th City Commission meeting. Vice Chair Murphy
noted someone from the Board was usually present to help with the award. He inquired
if the Board members or a Board representative would be present. He would check with
Chair North, but advised he was not attending any big group meetings. He supported
an in-person presentation, but personally, he would not be present.
Ms. Young agreed with social distancing and limiting contact at this time until the
numbers decrease. There have not been any in-person City Commission meetings.
They have all been online so far. Most advisory boards have also been online. Ms.
Claude thought, if August 4th City Commission was in-person, one board member would
need to be present, unless they preferred a staff member to be present. Ms. Wilkinson
inquired how the meeting would be and if they would let a full compliment of individuals
present. She thought the Board should play it by ear. The Board could present the
check now and make a presentation later, but Ms. Claude was unsure if Ms. Backus
would be available. Mr. Young thought the City Commission meeting would proceed
with caution. He anticipated there would be restrictions on attendance and face
coverings would be in place. There would not be 300 people, and there was discussion
it would be a hybrid meeting and a virtual option to follow the meeting online. He
thought it would be a good thing for the board and recipient to be a part of the first
meeting in the Commission Chambers.
Vice Chair Murphy commented if Dr. North was not available, City staff could make the
presentation. Ms. Wilkinson supported sending her the check and make a presentation
at a later time, even if it is around Thanksgiving. She noted her daughter won the
award last year and the award was very helpful to her. She did not support holding the
check until the presentation was made. Vice Chair Murphy agreed. He suggested
awarding her the funds. They could plan to make a presentation and pull the item if
there was not an in-person meeting or a volunteer.
Ms. Young thought if they want to present the information to her, Ms. Backus will likely
have left for college. There was agreement to plan on a presentation for August 4th and
if there was no volunteer, she should contact Vice Chair Murphy and they will make
some decisions.

Ms. Wilkinson asked how attendance would be handled. Ms. Claude noted most
boards have been meeting virtually and the cancelled meetings do not account as an
absence.

Vice Chair Murphy adjourned the meeting at 6:31 p.m. Mr. Young thanked the Board
for hosting the meeting.
