Call to Order In the absence of the Chair, Vice Chair Levine called the meeting to order at 6:30 pm. II. Agenda Approval Motion Ms. Lorenz moved to approve the agenda. Ms. Oyer seconded the motion. The motion unanimously passed. III. Approve Meeting Minutes A. September 24 , 2020, minutes Motion Ms. Lorenz moved to approve the September minutes. Mr. Silverio seconded the motion. The motion unanimously passed. B. October 8, 2020, minutes Meeting Minutes Art Advisory Board Boynton Beach, Florida November 19, 2020 Motion Ms. Lorenz moved to approve the October minutes. Ms. Oyer seconded the motion. The motion unanimously passed. IV. Informational Items from the Board Mr. Silverio announced in October he attended a gallery reception for Carl Callucio and Stacey Mondell. There were incredible pieces in unique styles. He also met Norman Gitzen, based out of Wellington. He showed him a recent collection, which he wanted to share it with the Board because it warrants future thought. It had a fantastic art style and messages about marine life that may become extinct. The work is supposed to have a pixelated look; the further away you go, the less shape the creature has. The message was if we do not take care of these creatures we will lose them for good and they will be gone. A short visual of his work was viewed. Ms. Oyer went to Mounts botanical art and they always have kinetic art. She got information for Ms. Blanks. She encouraged all to go to Mounts for their sales because they have art as well. V. Announcements/Reports A. Discussion of potential Mural Program with Vice Mayor Ty Penserga Vice Mayor Penserga wanted to attend to talk about a mural idea and receive feedback. He thought it was time to diversify and expand art in the City and one way to do so was to bring forward a City mural art program. This would not only beautify the City, but also be a value add because there is also a sense of pride to be had when communities feel they have a representation of what they have around them. He would love to see a mural not only representing the values of a neighborhood or notable individuals, but also murals created by people who live and work in the community. The murals could be in addition to kinetic art. Vice Mayor Penserga has seen examples in other cities and when he says mural art, he was not just thinking about a mural on a wall. He was thinking at intersections on actual roads, such as those in West Palm Beach. In addition to making things more interesting, art slows traffic down, which he thought was a double win. He was aware of the dumpster container paintings, but he thought the Art Advisory Board should consider how to make this a reality. Ms. Oyer recalled the painted dumpsters were the first Art in Public Places project they undertook and some of the dumpsters are still around. At the time, the project received a lot of press. She was aware Commissioner Katz expressed a desire to have art using paint that is clear, but when it gets wet, an image appears and she suggested having the City Seal painted at intersections on major roads with the special paint. She thought art the Vice Mayor was suggesting could be incorporated on Ocean Avenue, MLK Jr. Boulevard, and/or on specific streets. She liked the idea of 3-D painting on 2 Meeting Minutes Art Advisory Board Boynton Beach, Florida November 19, 2020 sidewalks and using the paint for some of the art. She recalled it was discussed three and a half years ago, but the City was involved in the new downtown. She thought the Board should move forward with it and with the water sensitive paint. Ms. Zell supported murals, but not when it was activated by rain water. She thought it may be a distraction as some people have difficulty driving in the rain. Ms. Moodie liked the idea of murals. She was in Wynwood a few months ago and saw murals that were very vibrant. The art took up two buildings and she kept thinking where in Boynton could they have this? Otocast was also included with the art so viewers could hear the stories behind the art. She thought it was amazing. Mr. Silverio thought any 3-D mural would be a great idea. Mx. Tilton-Ratcliff thought it could be a good opportunity for artist diversification.. Vice Chair Levine thanked Vice Mayor Penserga. She thought they could have more art, but noted the City does have murals. The new Taco Bell will have a mural. Oyer Park has a mural, as does the Boynton Beach Arts District. She also agreed Otocast was a great addition to any mural. She thought it was a great way to engage the City and they have a new City app, and there will be information on the app. She asked who pays for the mural's maintenance. Vice Mayor Penserga thought the City needed to diversify the artists and for him to vote and support the program, it would have to be community driven. It cannot be coming from the administration. His motivation for the murals was not only beautification, but for residents to feel investment so it would need community input. He liked Ms. Oyer's ideas about 3-D paintings and thought they needed to add color to the city, but murals were done so often by several cities, he liked the idea of what the City could do to put the City's art over the top. As to the cost, Vice Mayor Penserga thought who pays for the murals had to be determined. It may be on a partnership basis. Mr. Klauber suggested having community school students bring subjects. This item will be discussed at the next meeting under Unfinished Business. B. Discussion of Artists with Autism exhibit for Civic Center with Debbie Majors Debbie Majors, ADA and Grants Coordinator, had a short video introducing Artists with Autism. Ms. Majors explained Artists with Autism had exhibited at the Festival Flea Market. There were fourteen artists aged 8 to 50 that were mostly from S. Florida with a few others from different countries that participated in the program. The gallery trains the artists to be self-employed. Some artists graduated and the all-volunteer organization promotes their work. Their art is made into jewelry and is imprinted on coasters, coffee cups, bags, clothing and patio art. In 2017, Ms. Majors became the ADA Coordinator, and she works towards accessibility and inclusion. They partnered with Breaking Barriers which included Artists with Autism. The point was to introduce these artists to the community, have them display their art and give them an opportunity to sell their artwork for a few months during the summer. The exhibit culminated with the artists coming to the Center. The Marketing Manager, Eleanor Krusell, saw 3 Meeting Minutes Art Advisory Board Boynton Beach, Florida November 19, 2020 Brandon Drucker's work, which was ultimately used as the cover of the City's 2018 calendar. Ms. Krusell loved all the bright colors. They ran a social media campaign and asked the community to name their favorite places to visit in Boynton Beach. They got 120 responses and the City narrowed it to 12 locations, one for each month. Mr. Drucker visited one of the Painting with a Twist and Due South Brewery and others. They got his artwork all over the city and the information on the cover was about Artists with Autism. Brandon painted pictures of each commissioner. The calendar included "Did you Know" information about autism. Boynton Beach is the first Autism Friendly City in the State, which was why they introduced these artists to the community. Later, Jane Burke, who is a quilter, was wowed by the colors and she made a quilt out of the calendar. They contacted Brandon and his mother and she made the quilt. Images made by Brandon were included on the front of the quilt. Images of the quilt were viewed. The City is looking forward to working with them again. In the spring, they are partnering with the FAU Center for Autism and Related Disabilities and will have a hybrid event, with some artwork viewable online and some artwork which will be in the building. Individual tours will be available. The exhibit will be held the month of April. Information was given to Ms. Blanks and it will be publicized on social media. There are many artists available. Arc of Palm Beach County has an artisan group which does tilework and these organizations can really add value to the art in the City. Vice Chair Levine would like to keep this on a future agenda. C. Public Art Manager Recruitment Kathryn Matos, Assistant City Manager, explained they interviewed for the Public Art Manager position again. They have two candidates. The City will make an offer the next day and then hopefully can move forward. There were two good candidates with public art experience and she was very optimistic about the candidate. D. Kinetic Event Planning Update Ms. Blanks had a presentation of artists they have retained for the event for the outside sculptures. Ms. Oyer explained they have to vote on each piece and she wanted a spreadsheet. Ms. Matos suggested the members review the pieces on the list. If there were objections they could discuss it and go from there. Images of the indoor art was viewed. Ms. Matos will provide written information on each piece with dimensions and perhaps a visual link. Ms. Lorenz noted one piece did not look kinetic, however there was lighting involved and the pieces were interactive. It was explained they were not yet discussing vendors. They will discuss volunteering at the event at the next meeting. VI. Project Updates/Approvals 4 Meeting Minutes Art Advisory Board Boynton Beach, Florida November 19, 2020 A. Synesthesia Interactive Sculpture install completed November 18th. Unveiling date TBD Ms. Blanks explained the sculpture was supposed to be completed on the 18th, but there were delays due to the weather. She hoped it would be completed by end of day tomorrow or Monday. Then they will plan an unveiling. About 98% of the work was done. B. IPO 004 Kinetic Sculpture by Robert Coons installed October 15th Ms. Blanks explained the sculpture is on Seacrest, north of the new playground when entering the new parking lot. C. Donated Conrad Pickel artworks installed November 13th in Library archival area Ms. Blanks explained the piece was a portrait of Conrad Pickel and his concept art of the water tower, donated by Ann Miller. The portrait is on display in the archival area in the Library. D. Fire Station Mural installed November 19th Ms. Matos explained the artwork was installed today. The installation was this morning and the dedication took place at 4 p.m. It was a short and sweet ceremony. The City Manager and Interim Fire Chief were there. It was a very nice dedication ceremony and the members were encouraged to stop by Fire Station No. 1 and see it. It was located on the east side of the fire station on 1St and 1St Avenue just south of Boynton Beach Boulevard. E. New Public Artwork concept for 2923 S Federal Highway Daniel Heart Center Ms. Blanks explained this mosaic was 55 x 94. It was quite large and fitting for the area. It was anticipated the mosaic needed eight weeks for completion. The artist has done public art before. There was no RFQ or proposal, rather the owner selected the artist and piece. Motion Ms. Oyer moved to approve. Mr. Silverio seconded the motion. The motion unanimously passed. VII. New Business A. No new business 5 Meeting Minutes Art Advisory Board Boynton Beach, Florida November 19, 2020 Vice Chair Levine asked if there was anything going on with Art Sea Living plaza construction and its public art. Ms. Blanks had not seen anything come through with permits. When it is submitted, she will put on the agenda. The old Art Sea building will be demolished and a new building constructed. Art Sea will move to the old Amanda James Gallery site. VIII. Unfinished Business A. High Ridge Country Club Ms. Matos explained they were hoping the developer would make a presentation. They are initiating a formal Code Enforcement citation. She hoped they would come in December. They contracted an engineer for public art and she spoke to him. He said he could be ready by December, but the City is still moving forward with Code Enforcement. It was mentioned the art had to be original and the correct percentage of fee for the projects. IX. Future Business Vice Chair Levine asked if she should review Future Business. It was explained it was not necessary to do so as it would be discussed in the future. Vice Chair Levine commented she was fine with that but wanted to briefly discuss Item A. A. Art exhibits for Cultural Center, Sonya Sanchez Arias Dresses for future exhibit Vice Chair Levine explained this exhibit was discussed at the last meeting regarding where they could display the dresses. All agreed the dresses were beautiful and they were educational pieces. There were time constraints to remove the dresses from the Cornell Museum and the City's facility is not climate controlled or adequate for those dresses. As an art patron, she rented a truck and moved the dresses from the museum into a climate-controlled storage unit. Vice Chair Levine paid for three months of storage. They looked in some sites at the Civic Center and hoped they could be seen and used for a future purpose. She also hoped one day the City could get a really cold climate-controlled storage unit. Ms. Blanks commented she was excited to meet with Vice Chair Levine and the artist and hoped to find a home for them. B. Social Media Program with Artist with Autism C.
