Minutes 11-23-20 CITY OF BOYNTON BEACH RECREATION&PARKS ADVISORY BOARD MEETING "ZOOM ONLINE MEETING" NOVEMBER 23, 2020, 6:30 p.m. PRESENT: STAFF: Julie Mondello, Chair Kacy Young, Assistant Recreation &Parks Director Charles Kanter Gary Dunmyer, City Engineer Kathryn Matos, Assistant City Manager Eleanor Krusell, Public Communications & Marketing Director Crysta Parkinson, Prototype, Inc. ABSENT: Betty Pierce-Roe, Vice Chair (excused) Eugene Fagan Charles Frederick Tony Orr Joshua Van Leuven Brian Bonnell (alternate) Jacob Schwartz (alternate) (excused) L CALL TO ORDER Chair Mondello called the Zoom online meeting to order at 6:34 p.m. There was no quorum at the start of the meeting; Mr. Young said the meeting would not move forward until there is a quorum. While waiting for a quorum to arrive, Mr. Dunmyer and Mr. Kanter discussed speed bumps near Echo Park. Chair Mondello and Mr. Kanter discussed putting the green screen back between the park and the neighborhood of North Greenleaf Circle. Also discussed was the potential of Amazon putting a warehouse in Boynton Beach or the Village of Golf. The Agenda items were addressed where applicable. IL PLEDGE OF ALLEGIANCE III. ATTENDANCE Quorum was not present. Vice Chair Pierce-Roe and Mr. Schwartz both gave notice as being unable to attend and were excused. IV. AGENDA APPROVAL—November 23, 2020—No quorum. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida November 23, 2020 V. APPROVAL OF MINUTES —October 26, 2020 —No quorum. VI. UNFINISHED BUSINESS A. Mangrove Extension Mr. Dunmyer gave his presentation, offering to return to a later meeting to present to the full Board. The CRA is contributing $600,000 and the City has $600,000 in their CIP. Some of the funds covered hiring an electrical engineer for the electrical design. In the Pete's Pond area(trying to come up with a new name for that) there are planters along the Boynton Beach Boulevard extension, dead-ending at the roundabout at the Intracoastal. The plan is to add 19 spaces of diagonal parking throughout that roundabout and also taking out parallel parking in favor of diagonal parking on the north side of the road for another 20-odd spaces with plans for 53 new parking spaces. There will be new sidewalks, landscaping, and other enhancements. Included will be call boxes, security, cameras, and so on. To move the project forward, a problem with cars exiting the parking garage at Casa Costa not having enough time to react to pedestrians in the crosswalk was addressed by pulling that solution out of the Plan Project and doing it earlier. The pedestrian pathway is now closer to the edge of the road to give drivers more time to respond to visual cues and see pedestrians in time. It turned out well; low-lying landscaping/ground cover was installed to beautify the area. The construction schedule followed. It is in the bidding process and is currently in Procurement. The bid process should be ready for advertisement in a few weeks with an eye to select a contractor by February or March. It should be an eight-month project with completion by October 2021. Mr. Dunmyer will give Mr. Young some PDF images to distribute to the Board. A brief discussion followed on the proposed parking. VII. NEW BUSINESS A. Naming of New Facilities 1. Boynton Beach Cultural Center 2. Town Square Playground 3. Town Square Amphitheater Mr. Young had planned a presentation and discussion to review naming rights process according to the ordinance and also recommendations for said naming. The presentation will be postponed until there is a quorum. A special meeting was suggested just to discuss the naming rights; Mr. Young will send out an email to discuss dates and set a special meeting. Board members already have the information with the Staff recommendations for the three sites and the ordinance, too. B. Holiday Parade Update Chair Mondello stated that her understanding is that the Holiday Parade will not be held. Ms. Krusell gave a brief update, affirming that due to Covid-19, the 50th Anniversary Parade and celebration of the Centennial would not be held. In lieu of that and the dollar that were allocated 2 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida November 23, 2020 for the event($25,000), a new program"Light Up Downtown Boynton"will be held instead. This year's Phase 1 will be lighting up the kapok tree in the Kapok Park, and the old banyan tree(s). Whatever lights are left over will be used for wrapping light poles and so on. The CRA has also agreed to light up the Kapok and Dewey Park as they have the last three years. The goal is to expand all of this in future years. The emphasis is being put on visiting downtown local businesses traveling down East Ocean Avenue, keeping in mind Covid safety while having drinks/dinner and wandering the Marina with their families. The lighting should start the weekend after Thanksgiving. Ms. Krusell reiterated the strategic plan to activate that downtown corridor, have goals to build a marketing team, and survey businesses in the area as well as the residents. It is hoped this will be a way to enhance that strategic plan. There may be some small events throughout the month, but the City will continue to be a Covid-safe community. Some discussion followed on the timelines for the various highlights of the new holiday program. VIII. PUBLIC AUDIENCE—None IX. ITEMS FOR THE CITY MANAGER'S ATTENTION Mr. Kanter led a brief discussion on the letters on the Boynton Beach water tower. Mr. Young said that the lights were recently fixed on the water tower and some cleaning was done, but it was generally agreed that something needs to be done to make the letters more outstanding. Mr. Young said it would be brought to the City Manager's attention. X. FUTURE AGENDA ITEMS A. Parks Superintendent B. Hester Center Improvements C. Mangrove Extension—Presentation to be given to full Board. Chair Mondello stated that Ocean Front Bark was "awesome." There were many positive comments from attendees, the dogs were all well-behaved and there were no issues. The vendors were a good touch. The next two dates are on the flyer and on postcards that were handed out. A brief discussion on the variety and popularity of handouts followed. IX. NEXT MEETING: The next meeting will be held on January 25, 2021 Mr. Young reiterated that he will reach out to Board Members to discuss a special meeting for parks naming rights in the interim. XII.
