A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
URGING CONGRESS TO ENACT LEGISLATION TO
MOVE AMERICA FORWARD INTO THE
INFORMATION AGE OF THE 21ST CENTURY
WHILE PROTECTING CABLE CONSUMERS BY
INTRODUCING TELEPHONE COMPETITION, OR IN
ITS ABSENCE, MUNICIPAL REGULATION OF
RATES; DIRECTING THE CITY CLERK TO
FORWARD A COPY OF THIS RESOLUTION UPON
PASSAGE TO THE AppROpRIATE AUTHORITIES,~
AND PROVIDING AN EFFECTIVE DATE.
W~EREAS, the National League of Cities, United States
Conference of Mayors, the National Association of Counties and
the National Conference of Black Mayors are seeking federal
legislation that responds to local problems with cable
television; and
WHEREAS, it is in the public interest to provide customer
service standards, a meaningful franchise renewal process,
additional competition provided by our local telephone companies
to cable, and local governments' ability to regulate subscriber
rates and service standards; and
W~EREA~, Congress is considering legislation to set a
national goal that by the year 2015 the United States establish
an advanced communications system available to all' homes,
businesses, educational institutions~ health care organizations,
and other users; and
W~EREAS, the economies of the United States and the City of
Boynton Beach is becoming increasingly dependent on the provision
of services that require efficient distribution and dissemination
of information; and
WHEREAS, the rapid deployment of ad.vanced communications
infrasructure to every business, educational and health care
institution, and home in America will fundamentally improve the
United States' intentional competitiveness in the Information
Age.

Section 1. The City Commission of the City of Boynton
3each, Florida, does hereby urge the Congress of the United
States to enact ,legislation to move America forward into the
Information Age of the 21st Century while protecting cable
uonsumers by introducing telephone competition, or in its
absence, municipal regulation rates.
Section 2. That the City Clerk is hereby directed to
forward copies of this Resolution upon passage to the appropriate
authorities.
Section 3. This Resolution shall take effect immediately
upon passage.
