Minutes 12-07-20 CITY OF BOYNTON BEACH RECREATION&PARKS ADVISORY BOARD MEETING "ZOOM ONLINE SPECIAL MEETING" DECEMBER 7, 2020, 6:30 p.m. PRESENT: STAFF: Julie Mondello, Chair Kacy Young, Assistant Recreation &Parks Director Betty Pierce-Roe, Vice Chair Colin Groff, Assistant City Manager,Public Services Eugene Fagan Kathryn Matos, Assistant City Manager Charles Kanter Eleanor Krusell, Public Communications Brian Bonnell (alternate) & Marketing Director Jacob Schwartz (alternate) Crysta Parkinson, Prototype, Inc. ABSENT: Charles Frederick Tony Orr Joshua Van Leuven L CALL TO ORDER Chair Mondello called the Zoom online Special Meeting to order at 6:33 p.m. IL PLEDGE OF ALLEGIANCE III. ROLL CALL Quorum was present. IV. NEW BUSINESS A. Naming of New Facilities 1. Boynton Beach Old High School 2. Town Square Playground 3. Town Square Amphitheater Chair Mondello stated that this Special Meeting was called in order to have a quorum to discuss the Naming of New Facilities. Mr. Young gave a brief PowerPoint presentation, referencing Ordinance 06-0788 for Naming City Facilities (see attached): "Establish a systematic and consistent approach for the official naming of streets, parks, and recreation areas, other public facilities, buildings, and rooms in buildings." Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida December 7, 2020 This Advisory Board is to review proposed names, offer public input, and forward to the City Commission for final decision. Facilities discussed included the open space park area by the new Amphitheater,the open space west of the High School Building where the historic kapok tree sits, and the renovated Old High School building. Staff of the Recreation and Parks Department along with other departments of the City of Boynton Beach had discussions and came up with recommendations for this Board to consider: Centennial Park -- in recognition of this space built for the City's 100th Birthday • Kapok Park -- in recognition of the nearly 100 year old tree • Boynton Beach Arts & Cultural Center -- in accordance with the branding campaign for the City and highlights the theme of the programs and rentals being scheduled at the building (such as weddings, art exhibitions, and concerts). All of these names meet the criteria outlined in the Ordinance. Mr. Groff added to Mr. Young's presentation stating that all of these locations are part of the City's Naming Rights Campaign which is seeking donations. Naming rights would be reflect the donor in front but not replace the name; for example if the Smiths donated a large sum, the park would become Smiths Centennial Park. The amphitheater may get named, rather than the park itself. Other examples were given to help the Board understand the naming process. In open discussion, the Board commented on the recommendations, learning that there is already a dedication plaque on the renovated Old Boynton Beach High School building as well as a plaque proposed for the Cultural Center. Mr. Groff further explained the naming rights process on dedication plaques on the Historical Trail. Chair Mondello called for public input; there being none, Mr. Young concluded with his opinion that all three names do fit within the Town Square theme and the branding of the City. The Parks Department is definitely in agreeance with this proposal. Motion was made by Mr. Kanter, seconded by Mr. Bonnell, to accept the three names as stated for this purpose to recommend to the Commission. In a voice vote, the motion passed (6-0). Mr. Groff added the Commission's thanks to the Board for their help and work this year. V. PUBLIC AUDIENCE—None VI. THE NEXT MEETING WILL BE HELD ON JANUARY 25, 2021. Ms. Pierce-Roe made the comment that there are nine lights out in Oyer Park. She has noticed that there were tags around the poles and perhaps they were being repaired; however they are still out. Perhaps with the holidays coming around, those nine lights could be replaced as they are on Boynton's half of the park(FP&L maintains the other half). Mr. Young said that a work order has been submitted and will follow up and provide an update at the next meeting. 2 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida December 7, 2020 VII.
