luminaire type required by City standards.
The applicant, however, is pzoposing
building-mounted lighting on the front of the
condominium units as a replacement for the
pole-mounted fixtures that would otherwise

A variance to Section 5-142(e) Curbs and Car
Stops, of the Parking Lot Regulations which requires
among other things, that all landscaped areas shall
be protected with a raised continuous concrete curb,
except that the curb may be interrupted to accommodate
drainage and may be omitted where concrete wheel
shops are provided in the parking stall, tn tkis
instance, the applicant is requesting exemption from
the requirement that those landscaped areas adjacent
to the driveways to the multi-family units be protected
with a raised continuous concrete curb or car stops.
ADDENDUM A
,~u Tuesday, February 2, 1988, the Technical Review Board (TRB)
met to review the plans and documents submitted, and to formulate
a recommendation with regard to the variances requested. After
review and discussion the TRB recommended that both variances be
approved for the following reasons:
Section ii(H) of Appendix A, Zoning, states that
driveways shall satisfy the parking space requirements
for single-family detached dwellings and duplexes,
provided such driveways are of sufficient size to
meet the parking space requirements. This section
fails to address the uniqueness of the fee simple,
multi-family, condominium units at the Quail Run,
PUD. It was felt that these units should be treated
as single-family units.

The dri~veways and garage spaces provided to meet the
code requirement of two parking spaces per unit do not
clearly constitute parking lots as per Section 5-t41(i),
Article X, Parking Lots, which defines a parking lot as
any outdoor, partially enclcsed or enclosed space, plot,
yard or any portion thereof upon which two (2) or more
parking stalls are constructed. Parking facilities
designed for detached, single-family homes, or duplex
units with a maximum of four (4) parking stalls are
exempted from this definition. Therefore, it was the
opinion of the Technical Review Board that the Article X
lighting, curbing and curb stop requirements for
parking lots should not apply to the driveway and
garages spaces provided for the multi-family units at
the Quail Run, PUD.

LAKES OF HYPOLUXO-MASTER PLAN MODIFICATION
Augu~tin A. Hernandez, agent for the School Board of Palm Beach
Counsy, has requested a modification to the previously approved
master plan for the Lakes of Hypoluxo PUD. The modification
requested is to allow the development of a public elementary
school, in place of the 78 unit single-family, zero lot line
residential devetopmenn (see attached correspondence).
The procedure for approving master plan modifications in planned
unit developments is twofold. First, the City Commission must
make, a determination as to whether or no~ the. changes requested
are substantial in nature. A det~ermination of substantial change
on the part of the City Commission, which has sole discretion in
thisI manter, would requlre a new application for PUD. On the
otheir hand, a determination of no substantial change allows the
forwarding of ~he request to the Planning and Zoning Board. The
Planning and Zoning Board then may approve the request. This
procedure appears in Appendix B, Section 12 of the Code of
Ordi!nances.
With respect uo the above, the Technical Review Board (TRB) met
on ~uesday, December 22, 1987, to review the plans and documents
submitted, and they offerlfor your consideration, a
recormmendatlon that the City Commission make a finding of no
substantial change for the requested modification, and that the
Planning and Zoning Board approve this request subject to the
s~a~f comments which appear in exhibit "A".
%~It~ ros~ec~ ~o the recommendation of no substantial change, the
TF~B made findings that the proposed elementary school wc~uld
generate less of an impact on roads and utilities than would the
residential development. The elementary school would generate
approximately 727 vehicle trips per day, as compared to the
residential development, which would generate approximately 780
vehicle trips per day. Concerning the impact on public
utilities, a~uached you will find in exhibit "B", a memorandLun
from the Director of utilities which estimates the water and
sewer demand for the elementary school, as compared ~o the
residential development.
In addition to noting that the elementary school would pose less
of a demand on infrastructure than would the residential
development, the TRB also made findings that the proposed
elementary school would provide additional ~utdoor recreation and
facilities for var!ous social and civic functions, as compared to
the residential development, which would provide no outdoor
recreation, and would create additional demand for such
facilities.

Sectipn ll-H(13) of the Zgning Code contains the following
provision for shared parking:

hotel site. This outparcel was excluded from the original shared
parking allocation. The outparcel in question is located at the
southwest corner of North Congress Avenue and the mai~ entrance
to the Catalina Centre project.
The proposed changes to the original shared parking allocation to
pe.~m~t the addition of the restaurant are minor in scope and the
original methodology remains unchanged. The buf.f.er required by
Segtion.ll-H(13) of the Zoning Code for the retail shopping
center in plat no. 2 remains at. 10.1%. The buffer for the future
75.000 square foot office building in plat no. l~rema~.ns at

revised shared parking allocation prepared by Kimley-Horn
red.~ces the seating in the hotel conference room by twenty (20)
seats (from 300 to 280) to allow for the plat no. 2 retail buffer
to remain at 10.1%, consistent with Section ll-H(13) of. Appendix
A, Zoning. This reduction in seating also allows the buffer
for the future office building to remain at 29.6%.
The site plan for the restaurant outparcel includes the provision
of ~ifty-eight (58) on-site parking spaces. This number,
according to statistical data furnished by the Urban Land
Institute (ULI), is sufficient to provide all of~t~e pauking
necessary to accommodate the lunch hour (secondary) pea~.whlch
occurs at approximately 1:00 p.m. and is at 70% of' capaczty. The
remain!ng twenty-nine (29) parking spaces required by the zoning
regulations (based on one parking space per 100 square foot of
gro~s leasable floor area) are shared from the surplus parking
spa~es which exist on the hotel site at this time off'day (74).
.Therefore, the buffer for the restaurant outpardel ~%'~his time

The primary peak for the restaurant outparcel occurs 'a't
approximately 8:00 p.m., at which time all of the on-site (58)
and shared (2B) parking spaces are being utilized. At this time,
neither the plat no. 2 retail shopping center nor the future
office building utilize any of the surplus hotel! parking, and the
hotel does not exhibit peak parking demand, leaving ample parking
available to be shared by the restaurant outparcel. ~he buffer
for the restaurant at the 8:00 primary peak is: '~:!~.

Therefore, given the worst case scenario of total parking
accumuilation (weekdays at 1:00 p.m.), the shared parking
allocation for Catalina Centre would still allow for a
statistical surplus of at least seventy-four (74)'p&rking spaces.

approval.
On Tu~:sday, February 2, 1988, the Technical Review Board met, at
whiCh time they recommended approval of the shared parking
alloc~Ltion as submitted. It was the consensus of the TRB that

Re: Tract A Witlowbrook Sidewalks
In making field modifications to the approved site plan
for the referenced development it was our intention to
accommodate certain fixed criteria.
1- Dimensions between platted lots
2- Reauired parking lot widths of 63'

Required floor elevations of 14' msl and elevatmons of
parking lots that must tie 5o existing Meadows Drive
Required landscape strip which ideally should be 5' could
be minimally 3'-4' depending upon elevations.
There are six (6) parking lots mn question.
1- The parking lot between buildings 7 & 10 has no perimeter
sidewalks. There ms only 69' between the buildings
and the additzon of 2 sidewalks would put them directly
on to the two buildings and totally eliminate the landscapmng
and is not recommended.
The parking lot between buildings 11 & 13 has no permmeter
sidewalks. There ms 72' between the two buildings and nearly
2' difference in elevation between building pads and the
parking lots. We have 4-6" between the edge of pavemen~ and
the buildings. This dimension is just adequate ~o make the
transition mn elevations. The addition of sidewalks mn this
case ms impossible.
The parking lot between buildings 15 & 16 has no perimeter
sidewalks. There is a 4-6" landscape strip between the edge
of pavement and each building. The installatmon of 2
sidewalks would lemve 18" for landscape material and is not
recommended.

4- The parking lot between buildings 17 & 19 now has 1 sidewalk
mn front of building 17. There is 6' of landscaping between
building 19 and the edge of pavement. I believe we can add
a sidewlak here, but because of the difference mn elevation
between the building pad and the pavement we would have To
follow the contour of the existing landscape.
5- The parking lot between building 20 & 22 has no perimeter
sidewalks. The conditions are identical To the lot between
building 15 & 16 and it is recommended we do not add
sidewalks.
The parking lot that serves buildings
