He introduced the Pla ming Staff, Members of the Board, and the Recording Sec :etary, and noted a full Board was present. Annunziato reported that a committee of the staff bers short listed Consultants for the preparation of stal management and conservation elements. Three sultants made the short list, and they will be making sentations to the City Commission on the 7th of January, 8. re was discussion about the agenda for the meeting on ember 10, 1987. Mr. Annunziato informed Mr. Ryder that y knew there would be enough work so they could not have of the applications at a regular meeting, and they ognized the need for another meeting. Enclosed in the ada packets was a memo from Med Kopczynski, Deputy Build- Official, dated November 17, 1987, which clarified the ue. (See "Addendum A" attached to the original copy of se minutes in the Office of the City Clerk.) The hnical Review Board (TRB) recommended that this was not a stantial change and should be approved, subject to staff ments attached as "Addendum B" to the original copy of se minutes. Ryder recalled that they had talked about the reduction the rear setbacks from ten feet to five feet at the first ting, and he asked whether they established that this occur, where you have two structures ten feet apart. Golden recollected that it had been addressed, and the imam separation was fifteen feet or greater. In other ds, Mr. Ryder asked if they had that problem here. Mr. den answered, "Not that I recall." irman Trauger remembered that after they had the houses lt, they came in for patio additions to the back yards, screen enclosures, and then roofs, so another room was on the places, when a room had not been designed for them. He objected to the procedure, but it seemed to be the prqcess the Board was going through. Vice Chairman Wandelt also objected and felt they should have planned for that in theI first place. He expressed that they are trying to sqqeeze every inch of land. After explaining, Chairman Tr~uger stated he felt it was a violation of the intent of th~ initial site plan design. Mr. Blanchette did not think they exceeded the lot coverage. He informed Members that on file, in the Building Department, are ter plans showing that they intended to build screened losures on the rear of these houses. At the time, it was y approved with screened roofs. Since then, the different ts have come in and bee~ approved for hard roofs and mming pools. He emphasized that the request was not for oof but for screen enclosures with hard roofs. Chairman ~ger asked Mr. Annunziato how they could block it or cut ~ff. He informed Vice Chairman Wandelt that he voted to ~ove it because the Board has been doing that. The best Mr. Annunziato knew to not approve it was to deny it. Annunziato added that when the City receives applica- ms, they diligently work at attempting to have the appli- t address all potential opportunities that he thinks his tomers might be interested in developing. He explained stated that many times, there does not seem to be that Of forward thinking. Golden said this request represents the third modifica- tlo9 to the original development order approval, which was for~Riteco Corporation, the original developer. The amended master plan reflects a registribution of certain uses within the/Park, including a redistribution of Sand Pine Preserve Acreage and the creation of additional lots in the sub- div%sion. Mr. Golden called attention to the Planning Department's memorandum, dated ~ecember 2, 1987, and attached to ~he original copy of these minutes as "Addendum C". The~overlay on the screen showed the areas of the park that wer9 proposed to be changed, and Mr. Golden explained. He indicated the locations of the changes to the scrub area and the resubdivision areas. Thelrecommendation of the TRB was that the P&Z Board should ma~ ~ a finding of no substantial change with respect to the re¢ aested changes to the Development Order, and that this project be approved subject to the staff comments attached as. Upon reviewing the Sand Pine preserve, they were uerned about the quality of this preserve versus other ~s that could potentially be utilized. Everyone had used on the most desirable piece of scrub being an area of ~g scrub adjacent to the existing High Ridge Road. Mr Zimmerman indicated the new Sand Pine scrub area and said in doing that, they tried to recoup some of the acreage with- in the existing preserve that will no longer be utilized wi~ n preserve areas. They enlarged an~ established ~ new office lot, and he showed where lakes had been elimimated and the dry retention area. W. 22nd Avenue would be open to tralffic. In doing this work, Mr. Zimmerman said they had asked for a ten month period for the closing of N. W. 22nd Avenue. That looks like it is on schedule~ and they do not anticipate any difficulty. Mr. Zimmerman believed N. W. 22n~ Avenue was closed on September 23, 1987, and eskimated it would be open approximately in July. Mrs. Huckle inquired whether they still have plans for a hotel site. Mr. Zimmerman lied that they do not not, but they own the Quantum levard strip, and he showed the portion they own. He nted out the location of the 55 acre parcel of Publix informed Vice Chairman Wandelt that the primary access nt of Publix will be on Park Ridge Drive, near the south dway within the park. Annunziato interjected that going through the master amendments is very painful for Quantum because it ses the project to comments and criticism from the onal Planning Council and the Department of Community airs (DCA), so the need to come back and make changes is y addressed as almost a last resort. He ~ioned their ecological plan and said they originally bitted a contingency plan, whereby all of the properties ~reas where Sand Pine exists are required to preserve 12% ~heir parcel in Sand Pine preserve. Annunziato questioned what the status of the management ~. Mr. Zimmerman replied that it is currently being ~ed on. They have really held off taking a detailed look ~hat, as well as the Sa~d Pine areas, to make sure they ld get approval on this before spending the money to hhe studies. An extensive study of this area has to be s for the monitoring in order for them to complete the logical report. The work has begun and based upon a Drable decision on the i5th by the City Commission, Mr. aerman said they would expect to have that work relatively ~lete by the January 5th public hearing date. Annunziato asked if the City would have an opportunity ~ev~ew the documentation prior to the January 5th public ~ing. Kilday Bethesda Memorial Hospital West side of South Seacrest Boulevard, South of Golf Road Request for approval of an amended master plan to permit the construction of a temporary parking lot for the medical office building at the location of a future proposed building site within the PUD zoning district Golden informed the Members that the purpose of the uest was to clarify the location from the previously roved peripheral parking lot that was approved in connec- with the site plan for the medical office building. ce the proposed parking lot is in a separate zoning egory than the medical office building, a unity of title necessary to tie the proposed parking lot to the medical ice building. medical office building, currently under construction, rezoning from Public Usage (PU) to C-1. Mr. Golden wed the locations on the overlay. In connection with the posal, 26th Street was abandoned. Mr. Golden indicated location of the peripheral parking lot, which is located the Bethesda PUD. When they decide to build that build- and go through site plan approval, he said they will have relocate the parking in the area and redistribute and ign it to the medical office building. That will be omplished at the time of the future site plan approval. In connection with the future site plan approval for that building, Mr. Golden said the unity of title would also be modified to tie in the new parking areas to the medical office building. 11 - MINUTES PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA DECEMBER 8, 1987 On pecember 1st, Mr. Golden said the City Commission accepted the recommendation from the TRB that this request was~ot a substantial change, and they recommended that it be ~orwarded to this Board for final action.. It was recommended ~hat the request be approved subject to the stipulation in the memorandum dated November 17, 1987 from the Planning Department. See "Addendum E" attached to the ori3inal copy of these minutes in the Office of the City Clerk. Mr. Golden replied it would be addressed at the time of the future site approval for the new building. When they submi~ the plan, if they do not have enough park%ng for th9 build- he said they will have a problem getting the site plan oved, and they will not be able to transfer the ~nity title from where it exists. Ryder wondered at what point they would do anything ut the existing parking lot. Mr. Annunziato answered t this lot will be modified in connection with the sent construction program. · Huckle noticed there was no real master plan all the down the road for this parking lot. Mr. Golden ised that a master plan was approved for the Planned Unit elopment (PUD), which does show a building footprint at location, and there is an overlap with that parking for the future medical office building. However, the decision made at the time would clearly evaluate whether or not there was adequate parling- Mrs~ Huckle pointed out that more and more, the emphasis now is 0n outpatients and ambulatory services, and that requires mor~ automobiles and more pedestrian occupation of the facilities than bed patients.
