ada packets was a memo from Med Kopczynski, Deputy Build-
Official, dated November 17, 1987, which clarified the
ue. (See "Addendum A" attached to the original copy of
se minutes in the Office of the City Clerk.) The
hnical Review Board (TRB) recommended that this was not a
stantial change and should be approved, subject to staff
ments attached as "Addendum B" to the original copy of
se minutes.
Ryder recalled that they had talked about the reduction
the rear setbacks from ten feet to five feet at the first
ting, and he asked whether they established that this
occur, where you have two structures ten feet apart.
Golden recollected that it had been addressed, and the
imam separation was fifteen feet or greater. In other
ds, Mr. Ryder asked if they had that problem here. Mr.
den answered, "Not that I recall."
irman Trauger remembered that after they had the houses
lt, they came in for patio additions to the back yards,
screen enclosures, and then roofs, so another room was
on the places, when a room had not been designed for
them. He objected to the procedure, but it seemed to be the
prqcess the Board was going through. Vice Chairman Wandelt
also objected and felt they should have planned for that in
theI first place. He expressed that they are trying to
sqqeeze every inch of land. After explaining, Chairman
Tr~uger stated he felt it was a violation of the intent of
th~ initial site plan design. Mr. Blanchette did not think
they exceeded the lot coverage. Chairman Trauger agreed,
but it seemed to hi~m that they go in the same pattern, and
he wondered why they did not design the patios, screened

representing the homeowners in Plat 3-A. He informed
Members that on file, in the Building Department, are
ter plans showing that they intended to build screened
losures on the rear of these houses. At the time, it was
y approved with screened roofs. Since then, the different
ts have come in and bee~ approved for hard roofs and

M~. Golden said this request represents the third modifica-
tlo9 to the original development order approval, which was
for~Riteco Corporation, the original developer. The amended
master plan reflects a registribution of certain uses within
the/Park, including a redistribution of Sand Pine Preserve
Acreage and the creation of additional lots in the sub-
div%sion. Mr. Golden called attention to the Planning
Department's memorandum, dated ~ecember 2, 1987, and attached
to ~he original copy of these minutes as "Addendum C".
The~overlay on the screen showed the areas of the park that
wer9 proposed to be changed, and Mr. Golden explained. He
indicated the locations of the changes to the scrub area and
the resubdivision areas.
Thelrecommendation of the TRB was that the P&Z Board should
ma~ ~ a finding of no substantial change with respect to the
re¢ aested changes to the Development Order, and that this
project be approved subject to the staff comments attached

~s that could potentially be utilized. Everyone had
used on the most desirable piece of scrub being an area of
~g scrub adjacent to the existing High Ridge Road.
Mr Zimmerman indicated the new Sand Pine scrub area and said
in doing that, they tried to recoup some of the acreage with-
in the existing preserve that will no longer be utilized
wi~ n preserve areas. They enlarged an~ established ~ new

and the dry retention area. Mr. Zimmerman stated that was

second part of the submission was their request to
/ce the lot sizes in accordance with some of the purchase

~atedly coming back to the Board with subdivision

areas they subdivided were outlined in blue. In those
Rs, Mr. Zimmerman said they have taken specifically
lstrial property, office, and hotel use properties and
~ivided them to a greater degree.
Zimmerman told the Members those were the two basic
%ges that had been made. The network of major roadways
wing had not been altered ~n any fashion. Mr. Zimmerman
[cated the only areas that had been affected. The basic
lity services remained the same, although there were new
~ers feeding into the subdivided areas that will be
uitted and approved as a normal portion of the permitting
:edure.
Zimmerman continued by saying this will necessitate
sions of the plats that they have recorded, so they will
lack. Mrs. Huckle asked where the main access to the
~r Sand Pine area is. Mr. Zimmerman answered that there
Lo accessability, and he explained that one of the
~ons was that an internal area had been set aside. In
ition to these areas, there are requirements that a cer-
~ percentage of the green area for additional acreage and
ividual lots have Sand Pines also. They would be able to
~ that off of their rear property lines and that, in
sct, would combine with the preserve Quantum is setting
~e. By having an internal area there, Mr. Zimmerman said
y hope to build a much larger preserve area around that
maintain as much of that as possible.
..Huckle inquired if there would be any educational value
~lther of the preserved. Mr. Zimmerman indicated the one
re there would not be any educational value and the one
re there would be. He showed where the animals have been
ated and said a boardwalk will be constructed into that
are~ for educational purposes. Mr. Zimmerman said the other
preserve area would be strictly preservation.
Vic~ Chairman Wandelt ~sked if the area of preserve was
being cut down. Mr. Zlmmerman answered, "No," and he said

Ryder commented that the Board did not have a complete
ture of what would happen here. Mr. Zimmerman responded
the primary intent was to meet the economic projections
were originally presented in the Development of

deal in smaller parcels, and he hoped they had reached
t here. Mr. Zimmerman stated that their current inten-
ns are not to come back to request any further subdivision.
lots get sold and if they are in a position where the lot
available, they may come in and request a subdivision of
ingle lot. Fom the standpoint of the master planning,
Zimmerman said this was the last of the modifications
they would expect.
Zimmerman continued by saying the infrastructure is
rly well complete, and there would be tremendous cost
lications to making any significant changes.
Ryder asked about the status of development at 22nd
nue. Mr. Zimmerman answered that it has been removed and
raded to its final configuration. The lakes are about
complete. The utilities have just started to go in at
Avenue. By August of next year, they expect the entire
rovements to be substantially complete.
Mrs. Huckle asked when N. W. 22nd Avenue would be open to
tralffic. In doing this work, Mr. Zimmerman said they had
asked for a ten month period for the closing of N. W. 22nd
Avenue. That looks like it is on schedule~ and they do not
anticipate any difficulty. Mr. Zimmerman believed N. W.
22n~ Avenue was closed on September 23, 1987, and eskimated
it would be open approximately in July.
Mrs. Huckle inquired whether they still have plans for a

esponse to remarks made by Chairman Trauger, Mr.
merman stated that he was going to avoid any comments on
d Pine except that they are preserving forty acres. He
nted out the location of the 55 acre parcel of Publix
informed Vice Chairman Wandelt that the primary access
nt of Publix will be on Park Ridge Drive, near the south
dway within the park.
Annunziato interjected that going through the master
amendments is very painful for Quantum because it
ses the project to comments and criticism from the
onal Planning Council and the Department of Community
airs (DCA), so the need to come back and make changes is
y addressed as almost a last resort. Seeing that the
elopment order was exposed, Mr. Annunziato wished to ask
Zimmerman some questions.
Annunziato wanted Mr. Zimmerman to be more definitive
respect to how the difference between 40 and 28 acres
be made up. A clear net 28 acres is shown on the plan,
what appears to be a deficiency but that is not a
iciency is shown. Mr. Annunziato said it needs to be
cribed how that 12 acres is added to the requirement of
acres of Sand Pine scrub.
connection with the development order, Mr. Annunziato
d Mr. Zimmerman there are requirements for quarterly

~heir parcel in Sand Pine preserve. They have flexibility

~ered that the management plan, as well as the covenants
the park, will establish those parcels, and they will
~ show suggested areas within the parcel that might be

Annunziato questioned what the status of the management
~. Mr. Zimmerman replied that it is currently being
~ed on. They have really held off taking a detailed look
~hat, as well as the Sa~d Pine areas, to make sure they

it would be addressed at the time of the future site

ut the existing parking lot. Mr. Annunziato answered
t this lot will be modified in connection with the

· Huckle noticed there was no real master plan all the
down the road for this parking lot. Mr. Golden
ised that a master plan was approved for the Planned Unit

for the future medical office building. He said the
icant was attempting to clarify that issue because it
created problems for permitting and securing financing

~ ~ould look like the entry walls but would be smaller in

Huckle asked how much distance they were talking about
leen the middle entry signs and the end. A man i9 the

signs were very attractive.

a 1 .ght gray base color with blue tile and green plants.
He t~ought it was important that the Board note that the

irman Trauger asked if the new Sign Code has a provision
billboards. Mr. Annunziato answered that it has a pro-

ther they could get the temporary sign into conformity
h the new Sign Code, even by tabling it for a period of
e until they can make sure the recommendation comes from
Planning Department.
Heyden interjected that both the existing Sign Code and
proposed Sign Code allow a maximum of 250 square feet
all of the temporary signs. Mr. Lira stated that they
100 square feet below that. Ms. Heyden advised that it
its them to 30 feet. Mrs. Huckle asked if there was a
e spar~ limitation. Mr. Annunziato did not think a time
was listed. There was discussion.
Golden thought there was confusion when the application
e in as to whether or not the signage was temporary or
manent. A determination was made afterwards that it was
posed to be a temporary nature. Normally, temporary
ns are permitted through the Building Department and
er go through the Planning Department and site plan
royal. He thought there was a lack of information up
nt and that was how they got to this point.
Walshak was not aware of the maximum of 250 square feet
25) and commented that is big. There were further
ments. Mr. Annunziato informed Chairman Trauger that
would conform with the new Sign Code as proposed, but
added that they were still dealing with site plan
royal. He did not think any sign should be 30 feet in
air on Golf Road west of Congress Avenue.
Annunziato thought this sign could be more tastefully
e and could be down sized. He wanted the applicant to
ddress the issue of the temporary sales signs and come
with a more definitive approach. In fairness to the
licant, he thought the Board could act on that portion of
request dealing with the permanent $ignage.

Fiori explained that they did not want to paint the
