R91-~ A RESOLUTION OF TN CITY OF BOYNTON BEACH, FLORIDA AMENDINGTHE PAY PLAN OP T~n~ CItY OF BOig~fON BEACH, FLORIDA FOR T~-~ FISCAL YEAR OF 1990/91 BE IT RESOLVED~BY T~CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA: That the Municipal Employee's Classified Pay Plan be amended to change the position title of Construction Manager to Construction Coordinator from pay plan "B" to pay plan "A" and from Grade 28 to Grade 27. SEAL) CONSTRUCTION COORDINATOR NATURE OF WORK This is responsible technical work of more than average diffi- culty involving preparation of residential and commercial rehabili- tation work write-ups, specifications, inspections and cost esti- mates. The employee must exercise reasonable initiative and indepen- dent judgement in performing assignments which are difficult and involve evaluating conditions of structures, estimating rehabilita- tion costs, and reviewing work for conformance with specifications, program guidelines and applicable codes. Work is reviewed through observation, consultation and.reports submitted to the Director of Community Improvement. ILLUSTRATIVE TASKS (Note: These examples are intended only as illustrations of the types of work performed in this classification. .The omission of specific statements of duties does not exclude them.from the posi- tion if the work is similar, related, or a logical assignment for this position.) Inspects and evaluates condition of structures to be rehabili- tated in accordance with applicable codes, program quidelines and desires of property owners; provides technical assistance to proper- ty owners on all phases of construction. -- Prepares drawings and specification~for construction of rehabilitation of housing and commercial buildings; including estimated costs using current market conditions; makes changes and modifications to plans and specifications when necessary. Meets with homeowners and City licensed contractors for pre-construction conferences and other meetings to ensure that all proposed work is explained and that each agrees; advises homeowners on all phases Of rehabilitation and construction needed to comply with homeowners' ability to pay. Reviews project plans, specifications and estimates, and confers with proper authorities as required; maintains accurate records in relations to projects and inspections; compiles data and prepares reports. Inspects residential and commercial structures for purposes of program payments, insures that properties meet program requirements. Inspects the rehabilitation work on residential- and commercial structures at various intervals to ascertain levels of completion for progress payments. Insures that the applicable permits have been secured by contractors. Follows up on complaints, violations and their satisfactory completion. Performs final inspection after completion of all work to assure compliance with specifications and drawings, prior to release of final payment. CONSTRUCTION COORDINATOR - Cont. Page 2 ILLUSTRATIONS OF TASKS - Cont. Provides information to homeowners, business owners and City licensed contractors concerning the various programs. Researches information related to land use inquiries as neces- sary. Assists in coordination and implementation of projects as per approved City documents: redevelopment plans, etc. Prepares the necessary construction schedules to be used in the Infill Program. Receives and processes final payment requests, inspects for approval/disapproval of final payment; takes~ictures of construe- tion projects (before and after). Maintains project files. Develops and implements mechanism for semi-annual inspections of program projects. Reviews and prepares comments~on site plans for-development within the City. Reports on structures that are deteriorated and need to be demolished. Performs other related duties as assigned and required. KNOWLEDGE~ ABILITIES AND SKILLS Considerable knowledge in construction ~ethods, principles, practices, methods and materials used in South Florida construction. Knowledge of local building, zoning and 'housing codes. Considerable knowledge of techniques and methods of computing cost esimates and preparing construction plans and specifications. Skill in the preparation of residential and commercial con- struction plans and drawings. Ability to read, understand, prepare and interpret residential and commercial construction plans, drawings and specifications. Ability to assign, monitor and evaluate the work of private contractors. Ability to communicate ~ffectively, maintain accurate records, prepare and present oral and written reports effectively. Ability to recognize discrepancies in the field from rehabili- tation and construction-plans and specifications. Ability to establish and maintain effective working relation- ships with other employees, contractors, clients and~the general public. CONSTRUCTION COORDINATOR - Cont. Page 3 DESIRABLE EXPERIENCE AND TRAINING Successful graduation from an accredited high school or voca- tional school, or possess an acceptable GED certificate. Have four (4) years experience in varied residential and commercial building construction, with experience in cost estimating, alteration and repair of homes, inspections and supervision. Must be State Certi- fied as Building Inspector. Must possess a current valid Florida Driver's license. CONSTMGR.JD Res. 91-1
