R90-193RESOLUTION NO.~0-/~ A RESOLUTION OF THE CITY CON!ZISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, STATING ITS SUPPORT OF A POLICY STATEMENT PROMOTING STATE AID TO ALL PUBLIC LIBRARIES IN FLORIDA AND THE EQUITABLE DISTRIBUTION OF SAID FUNDS, TO BE INCORPORATED INTO STATE LAW; PROVIDING FOR SEVERABILITY; PROVIDING FOR CO L CTS AND PROVIDING AN E E TiVz DATE. Governor's Conference on Library ~nd is being held the week ef December 3, 1990, ; and WHEREAS,~ this Conference will address Library and [nforraation Services in the State of Florida and will [ormulate Florida's needs and plans to present at the White {ouse Conference on Library and Information Services in 1991; and WHEREAS~ municipal libraries such as the Roynnon Be~ Library play an important role in library and information services to a of the State's population; and ion it is in the best interest of the continued library service in Florida to assist free professional library and to the citizens of Florida; and WHEREAS, the City of Boynton Beach has a grave concern ~bout its ~£pally funded Public Library not being ~ligible : ~!by way of a direct operational grant in 2he State's g of public libraries as outlined in F.S. 275.17; and WHEREAS, it is necessary to provide nunicipal libraries by direct grants now going Counties and Districts; and independent exclusively WHEREAS, equity in funding will lead to greater :ooperation amon~ information provider and thus to the ~nhancement of library and information services available to hhe citizens of Florida; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION THE CITY OF BOYN~ON BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of ~oynton Beach, Florida, hereby authorizes Delegate Norman Rleshman to present this Resolution at the Florida ]overnor's Conference on Library and Information Services ~xpressing the position of the City of Boynton Beach which [s as follows: The State of Florida establish a policy to aid and encourage the establishment and development of free library services throughout the state to ensure and promote free and ready access to information by grants ~o districts, counties, municipalities, and other independent libraries maintaining a free library or free public library service; and that this objective be met without discrimination against the patrons and supporters of public libraries not affiliated with a library system. The above stated policy be incorporated as State Police under F.S. 257. Provisions be made to allow municipal and other independent libraries equal access to all types of funding to public libraries currently addressed through the various provisions of F.S. 257. Section 2. If any clause, section or other part of his Resolution shall be held by any court of competent }urisdiction to be unconstitutional or invalid, such tnconstitutional or invalid part shall be considered as ~liminated and shall in no way effect the validity of the :emaining portions of this Resolution. Section 3. Ail Resolutions or parts conflict herewith are hereby repealed to ~uch conflict. of Resolutions the extent of Section 4.
