I. CALL TO ORDER
Chair Mondello called the Zoom Online Meeting to order at 6:35 p.m.

IV. AGENDA APPROVAL – April 26, 2021
Chair Mondello wanted to add an item to the agenda under new business called renewal of
appointments. Chair Mondello said it can be put as item c; New Business Item C – Renewal of
Appointments.
Motion by Mr. Kanter seconded by Ms. Pierce-Roe to approve the amended Agenda for April 26,
2021. In a voice vote, the motion passed unanimously (5-0).
V. APPROVAL OF MINUTES – March 22 2021

Motion by Mr. Barsky, seconded by Ms. Pierce-Roe to approve the Minutes for March 22, 2021.
In a voice vote, the motion passed unanimously (5-0).
VI. UNFINISHED BUSINESS – Tree Donation
Kacy Young, Recreation and Parks Director, said at the last meeting, we had a motion from a
Board member to purchase 1,000 Pine Trees to be planted throughout the parks in the City. Mr.
Young said the proposal was brought to the City Manager’s office and was given approval to move
forward. Mr. Young said the next item to be addressed is a recommendation by the Board as to
where to plant these trees. Mr. Young said the trees will be purchased in May, but not planted
until January so we do have time.
Chair Mondello questioned if the City’s master plan could be provided when we make our
recommendations, at a future meeting. Chair Mondello explained this could be used as backup to
a members’ recommendation.
Mr. Young said Rebecca Harvey, who is the City’s Sustainability Coordinator, is working on the
Tree Canopy project. Mr. Young asked Ms. Harvey if Pine Trees would be included in this project.
Ms. Harvey said Pine Trees are definitely included in the Tree Canopy project.
Ms. Pierce-Roe questioned if staff could provide Board members with their recommendations.
Mr. Young said he has already met with staff and will have this information to the Board members
way in advance of when the item is on the agenda. Mr. Young said he will also invite staff to this
meeting.
VII. NEW BUSINESS
A. Polystyrene Foam Waste Reduction -
Ms. Harvey said staff had been speaking with the Commission since the fall on ways to reduce the
polystyrene foam waste. Ms. Harvey said staff had very good responses from the Commission
regarding this item and on April 20th the 2nd reading of the Polystyrene Foam Waste Reduction
Ordinance unanimously passed and went into effect immediately. Ms. Harvey explained how this
ordinance would take effect and who it would apply to. Ms. Harvey said there would be three
groups that this ordinance would apply to; City contractors and vendors, individuals renting City
facilities and all individuals on City properties. Ms. Harvey said she would address individuals
renting City facilities a little later in her discussion.
Ms. Harvey said there would be two categories for regulation; those that are prohibited on all City
property, which would be polystyrene foam food ware and unencapsulating polystyrene products.
In addition to those prohibited items, Ms. Harvey said the Commission added a third component,

prohibiting balloons and confetti from outdoor areas. Ms. Harvey said staff outlined a five-stage
implementation approach. The first stage of the implementation is what is currently happening
now; educating City staff and internal vendors and contractors. Ms. Harvey said staff is also
recommending a “Pass on Plastic” for the public to commit to for one-year. Ms. Harvey said the
first year of this ordinance is education, as the City does not want to impose fines immediately to
vendors or contractors, but after 12 months the City will enforce fines to any violators. Ms. Harvey
noted the fines will only be imposed after 12 months and only to vendors and contractors.
Chair Mondello said the only item she sees as a major problem are the polystyrene foam containers
and coolers, especially for those who are visiting our area.
Ms. Pierce-Roe questioned if there could be an area up by the beach where the public could throw
away the polystyrene foam.
Ms. Harvey said there is not a large market for recycling polystyrene foam.
Ms. Pierce-Roe said this trash area does not necessarily mean recycling, just a way to keep the
polystyrene foam separate from other trash and as a way for us to monitor the issue.
Ms. Harvey said she would speak with Mr. Young and staff regarding this.
B. Surfing Florida Museum Presentation
Tom Warnke, Surfing Florida Museum, said he was here tonight to request the Board recommend
to the City Commission a plan to move forward with opening a Surfing Museum at the Historic
Women’s Club in Boynton Beach. Mr. Warnke made his presentation the Board.

Chair Mondello thanked Mr. Warnke for his presentation.
C. Renewal of Appointments –
Mr. Young said if you have received an email from the City Clerk’s office regarding your renewal
to the Board, it is imperative that you resubmit your board member application. Mr. Young said
if you do not want to remain on the Board, it is also very important to inform the City Clerk of this
as well, as there could be other residents eager to a become member.
VIII. PUBLIC AUDIENCE
Gary Glickstein thanked Mr. Warnke for all his hard work in trying to open a surfing museum in
Boynton Beach.
Phil Parker said he was in full support of the surfing museum in Boynton Beach.

Jamie Schider-Heisel said her and her husband were in full support of the surfing museum.
Rod Faulds commented on his support of the surfing museum.
Fred Salmon said he was in full support of the surfing museum.
The Board unanimously supported recommending a plan to move forward with a surfing museum
in Boynton Beach.
IX. ITEMS FOR THE CITY MANAGER’S ATTENTION
Chair Mondello noted several items already mentioned earlier in the meeting, specifically the
support of the Surfing Museum in Boynton Beach.
X. FUTURE AGENDA ITEMS
• Need Assessment Update – May 24, 2021
• Quantum Park
Mr. Young said the consultant for the City regarding the need assessment could not be here tonight.
Mr. Young said Mondays are not good for the consultant and would suggest scheduling a special
meeting for this item.
The Board was agreeable to this recommendation.
Chair Mondello suggested discussing the Quantum Park at the next meeting as it was getting late.
XI. THE NEXT MEETING WILL BE HELD ON MAY 24, 2021.
VII. ADJOURNMENT
Motion by Mr. Kanter seconded by Ms. Pierce-Roe to adjourn the meeting. In a voice vote, the
motion passed unanimously (6-0).
