1. CALL TO ORDER
Chair Weiss called the meeting to order at 6:27 p.m.
II. ROLL CALL OF MEMBERS
Self-introductions were made. A quorum was present.
Ms. Weiss indicated she was in Norway, attended a sculpture garden in Oslow, where
the subject matter were naked people.
Ms. Coles-Dobay Coles-Dobay, Public Art Manager thanked the board for all the
commitment to the board and for all the work which each person does. Noted there was
a lot of work to be done.
Ms. Weiss appreciates everything which Ms. Coles-Dobay does for the board. This was
an exciting time.
Motion
Susan moved to approve the agenda. Laura Huff seconded the motion. There were no
objections and the agenda was approved by consensus.

VI. ANNOUNCEMENTS/REPORTS
Ms. Weiss introduced Susan Oyer as an alternate to the board. Susan Oyer indicated
she was on the board prior. Ms. Weiss stated there was one more Alternate position to
fill.
Ms. Oyer indicated she was looking into some kinetic products for the board to review
VII. PROJECT UPDATES/APPROVALS
Ms. Coles-Dobay presented two documents for review. There are so many projects
being added. Informed everyone where they began, where they are going and why. if
you remember, the workshop was 2017, which conducted the public came to
contribution that with Town Square, that was where the master plan me from, the
master plan presented at another workshop she believed it was November, the public
was there to receive that information. She provided some documents. The program of
what is being done, the important part, the arts board members are fulling the
commitment of getting more involved.
Tonight they will be looking at the two finalist and their proposals. The other item was to
look at the interactive submission, the other thing the emerging artist program, we have
not seen that in the meetings. That was published and have and to match them up and
finalize, it has to be a match. So that both parties' benefits. There will be some projects,
fire station one, also there is a discussion with the garage area, the methods are, the
company which does this type of specially art. There are a lot at play here, and they
change constantly, the other than in was the grid sheet. She passed out a chart. And
the team member, she was expected the several people to come. Just like the short
listed personnel. You get a well-rounded discussion. Who is the right artist? If there are
any question. There were 17 artist selected for the local emerging artist. emerging artist
local arts program for the Town Square plan.

Marsha Levine asked if Ms. Coles-Dobay could provide a list of the 17 artist application.
Ms. Coles-Dobay responded she would bring a listing of the 17 artist.
Ms. Coles-Dobay that would be sometimes, she does not have the dates yet. They do
not have scheduled dates. The artist need to get board to work with the planners. She
was trying to prioritize to get the artist on board; she was thinking it would be October
/November, stated this was subject to change.
VIII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING
Ms. Coles-Dobay asked if the group received the document. indicated the group. Those
are proposals which the group has seen before. The Committee requested Ms. Coles-
Dobay to go back to the participants and ask for a reduction, because of the City
budgetary restraints.
Ms. Coles-Dobay stated that Ms. Oyer was not on board at that time.
Ms. Coles-Dobay provided an update there was a collaboration project with Anthony
and Elena regarding connection in the classrooms. The budget remains the same. This
project would have solar boxes and workshops which include environmental workshops.
the sun boxes her reduced his price. Elena reduced her price, it will be workshop
oriented for two days and learning about the environments. Where that they are
engaged. Stated they went over everything. We are trying we like these but they
needed to reduce the budget.

Discussion
Ms. Moodie asked if they changed the quality since the price was reduced. Ms. Coles-
Dobay stated they did not.
Ms. Oyer asked if this would be the tone, when looking at the video there was one tone.
Ms. Weiss responded there were three notes. Ms. Oyer stated she did not think it was
very nice. Chair Weiss indicated everyone liked this one, the other proposals were
eliminated.
Ms. Coles-Dobay the group rated this project. it was the group's selection
Ms. Moodie asked since the price was reduced, are they going to use the money
someplace else. Ms. Coles-Dobay there are more things to budget into. She wanted to
keep the budget as tight as possible

Ms. Levin asked if the vendor cannot fulfill the project as priced, what happens. Does
the Committee go to the next vendor? Ms. Coles-Dobay indicated they all said they
were willing to reduce the overall cost. It was the same project for a lessor price.
Ms. Coles-Dobay there is a way to reduce the overall cost, with a lesser price,
Ms. Levin stated they did not need to eliminate the any vendors.
Chair Weiss said congratulations for lowering the price.

Ms. Coles-Dobay provided a score sheet to all the attendants, and explained the criteria
of the scoring. Reminded everyone provide their names so their thoughts are taken
down. Please use the scoring sheets. Provided Information about, him the scoring sheet
has certain criteria which has been shortlisted from the original meeting. Explained the
criteria was different. Ms. Coles Dobay you have the call to artist, part of thing we want
to look at is how does this meet the goal of the project, we can ask those quest, ability
to work with the community, budget timeline, he will present a conceptual ideal, it shift a
little based on the design, it was not etched in stone, artistic excellence, maintenance
recommendation.
BJ Krivanek of Krivanek and Breaux Art Design
Mr. Krivanek stated his company was based out of Lafette and Chicago. Showed
different previous projects for fire stations and police plaza's. Indication the pieces
symbolized and articulated the relationship between the police and the public
communities. It was their intention to develop an experiential artwork that will enhance
the new police facility. They will build the art based upon the architecture and urban
design to integrate the artwork within its setting. They will create a metaphoric site work
to engage the people in different grouping of experiential spaces. The art with adapt and

develop along with the design and the details of the artwork with the City and the design
team.
Explained the interactive portion was to engage the community, they proposed that a
mutual exchange, dialogues and interactions between the communities. Could be
suggested by a series of forms that become progressively larger in scale, to suggest the
buildup of a mutual community
The human puzzles, the site work represents the color forms. The stair case, on each
floor, if you get on the stair, it has some type of performativity, it seems to be relevant,
cross correction. Noted this type of artwork was on the air force base symbolizing the
human experience.
Community engagement, they suggest the police and the public suggests the building
up in the community. the plaza, the mapping the concept with building community
engagement, make a parallagram, with shows the protection of the police information
nest. They were ill site in one direction and the could easy related to the grad, and then
the narrow two feet was open, but defining it. the site places show the relationship of
the 2-foot-wide strip, there would allow accessibility. The would point out; these faces
are 12 feet deep.
Chief Gregory asked about the height of the structure. Mr. Krivanek stated the tallest
was 9 feet high. But it has different heights. The panels to the puzzle piece together
within slots. There would be a seat or bench whichever the City agreed to have. The
seating would be at different heights. Depending on what the City of Boynton Beach
decides it could be a laser inscriptions or a waterjet cut through the panels. Mr. Krivanek
stated the artwork system is a form of construction, there are alternative construction,
the left was a schematic, freeform resident panel, he was suggested perorated
aluminum panels with concrete footing benches.
Mr. Krivanek these are setting with aluminum seating. On the right was another
approach. Aluminum panels attached to the concrete barriers. Which would seem more
transparent. Showed different view from the outside as well as the inside. Ms. Levin
asked if the material was like acrylic
Shows order safety, the front, would be sandblasted, the translucent, right now, have
irregular, that was open to the discussion. Seeming contained in the concrete, as you
are walking into the plaza, the panels could be more uniformed.
Indicated this would symbolize communal safety and public domain of Boynton Beach.
There are different types of surfaces. The detaining in the plaza, puzzle piece together.
There are a lot of practical, the section detains. Shows the elevation, of the material the
encrypts all the letter are slotted, one advantages, it began to look, open to
interpretation.

Chief Greggory stated it was laser and not etched.
Ms. Levin asked if a can a child poke their finger into the lettering, it had very small
holes? Mr. Krivanek would need to get back with an answer.
Mr. Mr. Krivanek proposed some text taxonomies, he explained was a grouping of
words that correlates to the artwork elements to a category. Provided some words such
as: Respect, Resolution, Promise, Assistance, Compliance, Guidance Outreach,
Influence, Dignity, Community, Well-Being, Stability, Impulse, Behavior, Progress,
Understanding, Betterment, Cooperation, Diversity, History, Dialogue, Transparency,
Engagement, Mentoring, Guidance, Intervention, Openness. Mr. Krivanek indicated the
company would work with the City stakeholders to develop a collection of words which
encompass meaning which are significate to the Boynton Beach Police Department as
well as with the Community. He explained his company will work with the City however
the City deems necessary, such as face-to-face, email, the City website can be used as
input from the community, or other methods as deemed necessary by the City. the
authorship should belong to the community. Indicated it was a collaborate effort
between the Police Department and the Public. The process would be collaborating, as
people to respond, asked for people input, for the people be a part of the conversation.
It was structuring the situation; the authorship belongs to the community.
Mr. Krivanek provided a timeline for the project expectations from the City was about 1
year and a half. Mr. Krivanek indicated this project can be placed on a fast track as his
team collaborate with the designated City representatives and stakeholders to finalize
the project content, with all the development, the details, the specification and the
coordination between teams he believed the final review would fall within the window of
time of the 40 weeks. For the final installation deadline of January 2020. The adjusted
budget will incorporate the design development and di=bidding process, the approach to
the integration of the artwork and fabrication, installation and maintenance is based
upon experience pragmatism and the use of durable architectural material. This artwork
will incorporate the precision fabricated modular units and supports that will fit exactly,
yet the panels are also adjustable. His cost of$97,000, which there was a 5%
contingency cost.
Mr. Krivanek summarize indicating the forms of the site work symbolizes the building up
of the community. with the inscribed words, the artwork gives the impression of a
cooperative dialogues and the interaction between the public and the police community.
He continued to say from the outside the artwork fees like a composition of a sculptural
which contains concrete walls. The inside can be entered by the community. the arte
becomes ore ephemeral, to symbolizes the vulnerability as well as the individual and
the communal confidence in the public domains safety. they can be adapted, words
from the police and the community. Ms. Coles-Dobay indicated those planters are
security planters.

Ms. Levin asked about the design changes such as color and things of that nature.
Inquired about the hurricane plan. Mr. Krivanek responded these panels was not
removable.
Ms. Oyer gave her thoughts regarding the amber affect. Asked instead of using the
same consistence blue, if a different shade of blue could be used, she understood this
was for the police department. Mr. Krivanek indicated his job was to listen,
Chief Gregory requested a minor adjustment with the panel, could it be twice as thick,
so it could be more dramatic. Mr. Krivanek stated that would be a challenge.
Ms. Moodie pointed out the building should be connecting with the community.
Continued to say conceptually they want the police to be a part of the community. Mr.
Krivanek responded the community was the strength, and the community for the
building.
Mark Hefferin asked about the lighting. Mr. Krivanek stated what they were doing was
to have some type of colored lighting. Mr. Slocombe asked about led lighting. Mr.
Krivanek definitely.
Mr. Krivanek stated this material has various shades of translucence. It would act as a
screen and create shadows. Ms. Coles-Dobay asked if the color would reflect the
quality in terms of projecting. It would not only be the color there the sun changes, the
ideal was to interaction.
Ms. Oyer looking at the maintenance of the glass, it was mentioned the frosted version,
was better to buff out the scratches out, but it would not have the rainbow effect. Mr.
Krivanek replied shadow or rainbow effect can be done with any color. Ms. Oyer asked
about storm damage, and kids throw rocks would not damage they are, in worst case
scenario, you mention, to take it down for hurricane, jus the clear, what was the
maintenance. Mr. Krivanek said the manufacture makes different types of material.
Ms. Coles-Dobay when we have these discussions with the design team that was really
exciting.
C. Glass studio
Ms. Coles-Dobay introduced Catherine Wood of Glass Studio
Catherine Wood, of Glass Studio presented her work on PowerPoint. Showed some of
her work such as art called Florida Fauna, Kinetic Ring, was a gateway sculpture
designed to reflect the West shore area. Oasis's designed to bring glide to the island
earth air fire and water, Striding has thirteen discuses, created from thousands of
photos that she shot in the area. Indicated it was different from every angle. There was
always a different look.d, there was a lot of activity. local symbol around the world.
Florida fauna, he represent the some of the birds, there was lot of chairs, and

relaxation, she who wed a mix of glass and translucent, , this people was called united
ring, they were close to the airport, went to the site, this was marina, hotel abstract
geometric bits, there are some future growth, it does not move, moving was a
maintence move.
Ms. Coles-Dobay said they were a kinetic City.
Ms. Wood indicated all the photos would be taken around the City. she would
incorporate the different images of past art pieces, Catherine was flora and fauna,
their state bird, striding, all of those images, took abstract collages and metal and glass,
there are little surprises, people would be able to walk by and have public contact with
the light moving around, there was always a different look there was a lot of activity, you
do not want to see it only onec, one more view of the piece metal, the shine look good
again the color of the glass. She wanted to make her piece more functioning.
Ms. Woods explained her budget $100,000
whdy would go through the ares with a welcoming front which stand at the beginning,
the when were taking on the phone a safe place, welcoming place, the DNA of the
community, works are important and in different languages around the world. This
would be a stainless steel frame, glass represent transparency, having a functional
element. It could be seating element if needed.
Community DNA the metal and glass, these are of a couple of hound, you may not
represent all the pictures. Make it factual to take it sideways, it become a fuctional
piece with welcoming and safe work.
Ms. Moodie asked how large was the art piece.
Ms. Wood said about 15 feet tall, wanted to have the maintenance, glass was easy to
maintain, strop stuff,
Ms. Woods explained the art piece would be removable for a hurricane. Ms. Oyer asked
if the artist was using some type of hurricane glass. Ms. Woods responded they would
use tempered glass. are you using some type of hurricane glass? It would be a
customer clamping, , it looks really pretty.
Ms. Wood showed the glass, and said there was two layers of glass. She indicated the
glass was really pretty, there are two layers to work with and it would show shadows.
Ms. Oyer asked if that was the final thickness
Captain Matthew Zeller matt what was the propose height. Ms. Woods replied 34
inches for the benches.

Ms. Woods if she could bend an ideal she will not break it.
Ms. Moodie, where would you go to take the pictures. Wants to get different people
ideas.
Ms. Moodie asked about the budget.
Ms. Woods replied she designed this to be within the specificed budget, indicated 20%
was the artist fee, she like to see, a peace pole element.
SCORING
Ms. Coles-Dobay asked everyone to fill out the forms. If you don't know leave it blank.
they are looking foa art piece, the detail and the concept of the aret work, that anyone
can appreate and hangout when an event occurs. They would great around the city. It
was good to see the customer. Ms. Coles-Dobay that was an excellent point welcoming
that was the purpose of the call to artist. Ms. Weiss said the the job of art was to
transcend all of that. you do not know that it is art.
Ms. Oyer asked about the orientation would impact the lighting. Ms. Coles-Dobay
provided directional assistance.
Ms. Coles-Dobay let's get everyone score.
Gave the score for all.
Chief Gregory like the scripture, you need not be an artist to appreciate the artwork.
Everyone needs to keep in mind the customers.To have the community relate to the
piece.

Chief Gregory, what was the scope,
Ms. Coles-Dobay you selected one of the artist, it will come back to the latest and
greeted, that was feedback, they listen, this was very important, if there was any
information you want to share, and she could bring it to the
Mr. Heffernan asked about the feedback process. Mr. Coles-Dobay explained the
feedback process. Ms. Coles-Dobay indicated this was conceptual, if there was any
additional information needed they could bring reports back to the board. If there were
additional items, then that was an opportunity to review.
Ms. Weiss spoke with Chief Gregory regarding the space. Chief Gregory felt there was
enough space. just make sure leave enough space in the court yard, the second artist
he felt small, it was placing the quasi wall, the well area is west into the courtyard.
Ms. Moodie indicated she liked the piece, but felt like the piece but she felt it was not
substantial enough.
Ms. Coles-Dobay requested the scores to wrap this up. The scores were totaled and
Mr. Krivanek score was lower.
Chair Weiss requested a motion to approve Artist B.J. Krivanek for the Art project for
the Police Department.

Ms. Coles-Dobay stated they are going through the process of call to artist. There are
13 applications which qualify. Each member read a letter of intent of the artist which
applied. The board will review the artist past project. this was the project overview, the
request for qualification, it was published August 8, 2018. Noted they received a very
good response.

Ms. Coles-Dobay indicated the budget was for $100,000, after the board shortlist 2
artist. Each artist will receive $1500; the artist will give a presentation on October 11tH
The other thing important to know, is that there was a different criterion. Pointed out it
was not what each individual like. It was clear what was needed. What the needs are of
the public arts project. A link was provided. all can be read in detail, she has another
copy, to simulate, the sending site and sound, provide a public space for all ages can
met and engage. It was easy for pedestrian to go to review the art, it was to be an
unexpected fun experience, this was another connected purpose. Innovated sound
technology to be brought to town square, lighting sound and provide a single
exploration. The August 24th workshop, ask are the other projects. The process was to
review, in detail.
Ms. Oyer asked if the entire letter of intent must be read. Ms. Coles-Dobay said the call
to artist has all this information attached.

Grazie Prokopetz indicated she works with the cultural council of Palm Beach County,
Ms. Coles-Dobay provided the map of the cultural center. The rendering was not really
showing the landscape. The designers will work with the Art Commission. It looks like it
was in front of city hall, it was the north east corner. Ms. Coles-Dobay these were
examples of the interactive public space, show some pieces, with sound, showed some
interactive public space, imbedded in the plaza, the sound changes during the day more
of a soothing sound at night.
Ms. Coles-Dobay stated the scoring sheets, and another document which has all of the
criteria at the side. 1 for the high 5 for the lowest, the next was the summary of intent.
We will take about an half of an half, at the end we will score, the top two.
Board members read the artist into the record and Ms. Coles-Dobay showed there three
projects.

A. Town Square public art projects

• Review Request for Qualification public art submittals
Ms. Coles-Dobay explained the purpose of reviewing prior artwork from the artists who
qualified was to give an example of the type of work in which the artist specialized. She
read the Statement of Interest from the artists as each of the following pieces was
reviewed:
Artist 1: Anthony Alemeny submitted Creation of Adam. The budget was $14,525. He
also submitted Dinosaur Plaza Fountain and Sphinx
Artist 2: James Brenner submitted Full Circle. The budget was $150,000. He also
submitted Convergence and Influx Ms. Coles-Dobay reviewed his narrative of the piece.

Artist 3: Urban Conga, Bill Fitz given. They also submitted the Blue Marlin Hotel and the
Miami Airport Barricade Wall
Artist 4: Perri Howard submitted Focus at the Seattle Center Skate Park. Also viewed
was Invocation and Moment to Moment
Artist 5: Innovative Public Art Group, comprised of artists, Phoenix, Twyla and Lloyd
submitted Gator in the Bay by Lloyd Goradesky. The budget was $1,000,000. Artist
Phoenix Marke submitted Utility Box Wrap, and Artist Twyla Gettert Palms I, 11 submitted
two commissioned paintings at $22,000 each.
Artist 6: Artist Team Krivanek and Breaux Art and Design was viewed. The members
viewed Preparation -Response — Action Fire Station as well as Human Puzzle, Justice
Within, Vortex Plaza and Dialogue in Balance, Police Station. The budgets ranged from
$55,000 to $160,000.
Artist 7: McMow Glass teamed up with Artist Bruce Helander. The members viewed
three mosaic murals. The Mullins Park Recreational Facility mosaic had a $35,000
budget. The Glade Scape Belle Glade West County Courthouse mosaic budget was
$45,000. The Key West International Airport budget was $25,000. The mosaics were
installed on interior or exterior walls, concrete, columns or stainless steel.
Artist 8: Catherine Woods submitted Chrysalis Launcher. The budget was $74,000. Also
submitted was Florida Fauna with a budget of $10,000 and Striding at $130,000. The
pieces pertained to variations of glass, stainless steel and LED Lighting.

Ms. Coles-Dobay explained she will schedule times for discussions with the two artists
after she informs them they were the top two selected and on September 13th the Arts
Commission will reconvene and select the top two proposals.
Ms. Coles-Dobay advised she agreed with the selections made.
