City Manager Bressner began the agenda review at 4:00 p.m.
City Attorney Cherof announced that the regular February 19t~ Commission meeting will begin
at 5:45 p.m. in order to accommodate the public notice requirement to start the closed door
executive session.
City Manager Bressner requested that the agenda reflect "Moment of Silent Prayer" next to
]:nvocation.
VZZ. B.1. Approve the Utilities Department purchase of gas
chromatograph/mass spectrometer syStem from Shimadzu Scientific
ZnStruments in the amount of $40,034, with a Purge and Trap concentrator
with Auto Sampler from Tekmar-Dohrmann, in the amount of. $27,046,
piggybacking the City of Boca Raton RFPs#2001-034 and #2001-024
respectively
Dale Sugerman, Assistant City Manager, explained that the City is buying this item to replace
equipment that is ten years old.
VZI.C.7. Proposed Resolution No. R02- Re: Approving a
contract in the amount $50,000 with Barry A. Frankel & Associates, P.A. to
use Community Development Block Grant Funds for the purpose of acquiring
modern optometric equipment and making renovations to the interior of 540
E. Wooibright Road
]:t was the consensus of the Commission that item.C.7 will be pulled for discussion so that
Community Development Block Grant Funding can be explained again.
VZZ.E.2. McMillan Personal Watercraft, 1105 and 1109 North Federal
Highway Request for relief from the City of Boynton Beach Land
Development RegulaUons, Chapter 2, Zoning, Section 11.H.16.d, to allow 12
parking spaces in lieu of the 20 required by code, a variance of 8 spaces for a
retail business in a C-4 zoning diStrict

VZ:Z.E.3. McMillan Personal Watercraft/MSPM 01-003, 1105 and 1109
North Federal Highway - Request for Major Site Plan Modification to include
renovations of two buildings totaling 4,066 square feet and to be used for
retail commercial use, and related parking lot and landscaping improvements
on a 0.257-acre parcel
Items E.2 and E.3 will be pulled for discussion. Excerpts of the CRA meeting minutes from
February 12, 2002 will be provided to the Commission.
V]I.F. Accept mOnthly report to Commission of purchases over $10,000 for
the month of 3anuary 2002 for informational purposes
At the request of Commissioner Fisher, City Manager Bressner will request information
concerning the Novell service contract from Peter Wallace.
:IX. FUTURE AGENDA ZTEMS:
commissioner Fisher requested that they have another Commission On the Road meeting in
April for the Citrus Cove area. He contacted the elementary school principal and the City
Manager will follow up on this. This item will be added to Future Agenda Items. Commissioner
Ferguson suggested that an On the Road meeting at Sterling Village be held in the fall.
XZ.A. Review request by member of City Commission for adjustment in the
amount of the City Commission's expense allowance
When the question of the adjustment amount came up, Commissioner Ferguson said that he
was requesting that the expense amount be doubled.
X~.B, Review possible revisions in City Commission Reinvestment Program
as to activity eligibility
City Manager Bressner explained that he provided the Commission with the history of the old
policy so that they could review it in terms of any potential changes they wanted. The only
things the City Manager adjusted were the dollar figures downward and the incorporation of the
scholarship language. A new resolution will be required.

2)Height Exception'- Church Height, Citywide, Request for a code review to
revise the definition of "building height" found in Land Development
Regulations Chapter 1, Article I! and to add "places of assembly" to the list of
exceptions to the maximum building height found in Land Development
Regulations Chapter 2, Section 4.F.2
Quintus Greene said that this-item deals with places of assemblies, not just churches. Mayor
Broening said that (exceptions) would be brought to the City Commission for a sensible decision
based on the circumstances.

Update on Mangrove High School Restoration
Quintus Greene said that he had left a message with Mr. Moritz that the Commission is
expecting a written report. Hehas not received a response.
OTHER- Meeting Schedule
City Manager Bressner asked the Commission to consider changing the Agenda Preview
Conference from the Thursday prior to a Commission meeting to the day before the
Commission meeting. He said that this would allow the Commission time to review the agenda
packet over the weekend and would give staff additional time to prepare the agenda books.
There was concern whether there would be sufficient time if, at the Agenda Preview, the
Commission wanted to add something to the agenda. City Manager Bressner said that if an
item is being added to the agenda, it is normally an item to consider a resolution or an
ordinance, in which case the item is discussed at the Commission meeting and then direction is
given to staff to prepare the ordinance.
It was the consensus of the Commission to change the Agenda Preview Conference to the
Monday prior to the Commission meeting at ~,:00 p.m. This will be done on an experimental
basis, beginning before the next Commission meeting. It was also the consensus of the
Commission that the agenda books would be distributed on Thursday prior to the Commission
meeting.
Other - Book Give Away
Commissioner McCray asked whether Mrs. Walker contacted all Commissioners regarding
money for the Book Give Away. There was a positive response. City Manager Bressner said
that this item will be on the March 5~ agenda.
Other- Medians
Commissioner McCray was concerned regarding the condition of the medians, particularly those
on South Federal Highway. City Manager Bressner stated that they had changed to a Iow flow
drainage system and they have changed the plant materials, l:t _was the consensus of the
Commission that this information will be made public at the Commission meeting under the City
Manager's Report.
