Chairman Ryder called the meeting to order at 7:30 P. M. He
introduced the Members of the Board, the City Planner, the
Assistant City Planner, and the Recording Secretary. Chairman
Ryder also acknowledged the presence in the audience of Vice
Mayor James R. Warnke, Councilman Joe deLong, Vice Mayor
Elect Carl Zimmerman, and Councilman Elect Nick Cassandra. He
further acknowledged the presence of Owen A. Anderson, Executive
Vice President, Chamber of Commerce.

Chairman Ryder informed the Members that the Recording Secretary
called his attention to the' second paragraph on page 11, where it
says, "The westerly limit is N. E. 12th Street." He advised that 12th
Street should be 4th Street.
On page 40, the third paragraph, third line down, where it says
"water treatment facilities", it should read "waste water treat-
ment facilities, regional plant," Chairman Ryder advised.
In the first paragraph on page 21, Vice Chairman Winter called
attention to the word, "recoupled", which should be spelled
"recouped". He %hen referred to the next paragraph and said
the last sentence should read, "~he"only reason hawas turned down
was because the buildings were less than750squarefootunits.'
Mrs. Bond made a motion that the minutes be accepted as
corrected, seconded by Mr. Hester. Motion carried 7-0.
ANNOUNCEMENTS
Mr. Annunziato, City Planner, announced that a Consultant
Review Committee composed of him; Peter Cheney, City Manager;
Hank Thompson, Chairman of the Community Redevelopment Agency;

Chairman Simon Ryder; and Samuel Scheiner, Architect, Community
Redevelopment Agency, recommended to the Community Redevelopment
Agency a consulting team led by Hank Skokowski, owner of Urban
Design Studio, West Palm Beach.
Mr. Annunziato informed the Members that the group of individuals
who will compose the team are very strong Palm Beach County
residents. They are Michael B. Schorah and Assoczates (civil and
land development engineering), West Palm Beach; Dean Turney,
Regional Research Associates, West Palm Beach; Mid-South Engineer-
ing Company, Port Lauderdale (traffic); Howard L. Searcy, P.E.,
Consulting Engineer, Inc., West Palm Beach (environmental); and
Kenneth Hirsch Associates Architect, Inc., Boca Raton. Mr.
Annunziato said they have submitted a scope of services, and
that information has gone to the Community Redevelopment Agency
for action.
Chamrman Ryder announced that the Community Redevelopment Agency
will be meeting on Thursday, March 10. He said there were about
11 or 12 submittals that the panel screened. Ghairman Ryder
added 'that the fee was $35,000. They screened the submittals
down to four, and four of the submittals were heard and
considered.
One of the factors that was important was not only the ability
on the part of the Consultants to perform satisfactorily but also
the fact that they are fairly local. Considering that the fee is
not too great, Chairman Ryder pointed out that they did have
people from Miami and elsewhere, and to have a good deal of that
in expenses for transportation and hotel costs did not seem to
make sense.

Chairman Ryder recalled that this came to the Board's attention
awhile back. He was a little puzzled as to the specific require-
ment for the Board considering this as it is a canvas canopy
over a deck area. By definition, Mr. Annunziato advised it is
a structure because of the frame work, and it is permanently
attached to the deck. The reason it comes before the Board is
because the total project exceeds $100,000. Obviously, the
value of his canvas awning is considerably less than that, Mr.
Annunziato told the Members.
Mr. Cannon, Assistant City Planner, said the modified site
plan came to the Board with a positive recommendation from the
Technical Review Board, subject to staff comments. The only
modification would be the addition of a canvas canopy on the
north side of the swimming pool. Mr. Cannon pointed out the
swimming pool and the Intracoastal and the dock extending out
into the Intracoastal. The purpose of the canopy would provide
a shelter for people using the pool and the outdoor seating area.
The only comment 'f~om the.~staff was:

Mr. Cannon stated that the applicant has provided elevations.
Mrs. Bond asked if it could be removed in case of a storm.
Mr. Annunziato imagined that the canvas awning could be removed
but that the pipe work is probably set in permanently. He
believed the frame work was designed by a Structural Engineer
and assured Mrs. Bond that it has to meet the Wind Codes.
Chairman Ryder said the only thing a storm would take would be
the canvas if it was not removed, ,but~the frame would stay
put.
Mr. Wandelt moved to approve the modified site plan, subject to
the staff comment, seconded by Mr. Mauti. Motion carried 7-0.
Chairman Ryder recognized the presence of Councilman Wright,
who entered the meeting.

Mr. Cannon, Assistant City Planner, told Members of the Board
that the site plan came with a positive recomme~.ndation from the
Technical Review Board, subject to staff comments.
He showed on the overlay that the church is located on N. W.
8th Avenue and pointed out North Seacrest Boulevard, which is
approximately 100 feet to the east. Mr. Cannon said the
church is located on a .878 acre parcel, and the applicant has
received a variance for building a church on a parcel of that
size, since there ms a minimum of one acre~-for a church in a
residential area.
Along the north side of the property is an unimproved right-of-
way for N. W. 9th Avenue. Right now, there is a gully. There is
no paving there and, most likely, N. W. 9th Avenue never will be
paved. There is water and sewer in N. W. 8th Avenue.
The site plan basically calls for a 401854 square foot one story
church. The height of the roof range would be 26 feet high,
and the height of the steeple would be 32 feet ~iqh. Since the
roof reaCh and the steeple would di~trict'~height limitation of
25 feet, Mr. Cannon said a height exception will be required by
the City Council. The Planning and Zoning Board may wish to make
a recommendation with respect to the height exception, Mr. Cannon
added.
The parking provided would be 49 spaces, which is consistent with
the Code. Mr. Cannon pointed out the main entrance. He said there
are two main entrances coming off of N. W. 8th Avenue. Mr.
Cannon also indicated a handicapped ramp and said the applicant
will be building a sidewalk along N. W. 8th Avenue, fronting the
property.
Mr. Cannon read the staff comments as follows:
"Building Dept.
"1. Structural plans will require engineer's seal. 2. Owner obtained a variance for one (1) acre
requirement.
3. Council must approve height of roof and cross.
4. Parking aisle width requires twenty-seven foot (27')
5. Drainage plan denotes one (1) area to have twenty-
five foot (25') aisle and eighteen foot (18')
stall length."
As to ~4 above, Mr. Cannon told the Board that in their review of
the site plan, the Technical Review Board found that they did
comply with the Code. #5 was also cleared up when the Technical
Review Board reviewed the site plan. Mr. Cannon stated that there
is no problem with either #4 or #5.

With reference to comment #1 in the City Planner's Memo, Mr.
Cannon pointed out the two parking spaces and informed the
Members that the Technical Review Board found that this was too
narrow a driveway to maneuver some cars through there; so they
were asking that the two parking spaces be relocated to the
west side of the building...They could be made handicapped park-
ing places, substituting the handicapped parking spaces Mr.
Cannon pointed to on the map.
In connection with comment ~6 of the City Planner's Memo, Mr.
Cannon advised that the applicant has provided the Planning
Department with a tree survey.
Mr. Cannon continued the staff comments as follows:

Mr. Cannon said this refers to the curbing .which would be
required for certain areas of the parking lot landscaping.
Public Works Dept.
"Subject to dumpster relocation."
Right now, the dumpster is inaccessible to the frontend loader.
Mr. Cannon said there was a comment from the Planning Department
which addressed the reorientation of the dumpster in a little
more detail. He continued reading the staff comments:

"This memorandum is in reference to my inspection
of the site for the above mentioned property. The
developer has not submitted a tree survey designating
which existing Sabal Palm trees will be saved, re-
located or removed. Those of' which are removed will
have to be replaced and desi_c~ated on the site plan.
I have inspected the property and feel that those
large Sabal Palms located in any buildable area
could be transplanted. The site plan will also be
reviewed by the Conmunity Appearance Board for
co~ents pertinent to the landscape plan. The
developer will then integrate replacement of trees
with his proposed plan.'
Mr. Cannon repeated that the applicant has provided a tree
survey and a tree preservation plan to the Planning Department.
Chairman Ryder asked Mr~ Cannon if he had slides of the eleva-
tions. Mr. Cannon. did not.
Mrs. Bond noted they said there was no necessity to have a side-
walk on N. W. 9th Avenue. Chairman Ryder explained that the

advised that the difference was that there, a street does exist.
Here, there is no street. In fact, the right~of-way has been
gouged out for a drainage retention basis so it is quite likely
in the long foreseeable future that N. W. 9th Avenue will not
exist, Mr. Annunziato continued.

Mr. Annunziato showed the Members the plan of the church. Chair-
man Ryder found the elevations interesting and commented that
apparently, the size of the parcel dictates the "L" shaped
structure, w~hich he thoUght was gOod. Mr. Linkous remarked that
it was beautiful and asked if the steeple was conforming. .Mr.
Annunziato replied that the district height regulation is 25
feet. That would require an exception. Mr. Annunziato said it
is just an architectural feature, not a structural space.
Reverend Nathaniel Sandy, 2141 N. E. 1st Way, Boynton Beach,
came forward. He told Chairman Ryder he was familiar with the
recommendations by the City Planning Department and had no
problem with the acceptance of.the recommendations.
Mr. Wandelt thought the Board should make some recommendations
about the steeple. Chairman'Ryder said it was not only an
appendage, it was a symbol and would be subject to the height
limitation approval, which Mr. Hester pointed out would come from
the City Council.
Mr. Wandelt moved to accept the site plan, subject to staff
comments, and with a positive recommendation for approval with
respect to the height exception for the church steeple. Mr.
Hester seconded the motion, and the mo~ion carried 7-0.
ADJOURNMENT
As there was no further business to come before the Board, Mr.
Wandelt moved to adjourn, seconded by Mr. Linkous. Motion
carried 7-0, and the meeting was properly adjourned at 8:00 P. M.
