CALL TO ORDER Chair Mondello called the Meeting to order at 6:31 p.m. II. PLEDGE OF ALLEGIANCE III. ROLL CALL Quorum was present. IV. AGENDA APPROVAL – May 24, 2021 Motion by Mr. Fagan, seconded by Mr. Gaud, to approve the Agenda for May 24, 2021. In a voice vote, the motion passed unanimously (4-0). V. APPROVAL OF MINUTES – April 26, 2021 Mr. Young stated that he had a revision to the minutes. He stated that the Surf Museum recommendation by the Board went to City Manager’s office, not the City Commission. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida May 24, 2021 2 Mr. Young stated that at the June Commission meeting, the Commission will discuss the Historic Women’s Club. Motion by Mr. Barsky, seconded by Mr. Gaud to approve the Minutes for April 26, 2021, as amended. In a voice vote, the motion passed unanimously (4-0). VI. UNFINISHED BUSINESS – NONE VII. NEW BUSINESS A. Recreation Facilities Update – Mr. Young stated that he wanted to update the Board on the City’s recreational facilities, since the Governor has lifted the mandates on COVID restrictions in Florida. Mr. Young stated that face mask are no longer required in all government buildings and recreational facilities. He added that the City recommends wearing a mask if you are not fully vaccinated but repeated this is just a recommendation and not a requirement. Mr. Young stated that the Senior Center is back up and running, but with limited access. He stated that during the pandemic, the Center did drive through meals, about 35-40 every day. He said that they are still doing the drive through meal service, but they are hoping to bring that in-doors soon. Mr. Young stated that a membership is required to excess the Center and added that the membership would be extended until September 2022, instead of the annual membership. He said that since the Center was closed for so long during the pandemic, they have extended the membership during this time. Mr. Young stated that the Carolyn Sims Center and Hester Center are preparing for summer camp. He stated that registration is almost full at this point. He added that they are not back to full capacity, it is around 60%. VIII. PUBLIC AUDIENCE - NONE IX. ITEMS FOR THE CITY MANAGER’S ATTENTION Mr. Fagan stated that many people bring their dogs to Dewy Park. He questioned if the City could put in doggie stands for disposable bags. He said that even though dogs are not allowed in the park, people do still bring them. Mr. Young stated that he would bring this to the City Manager’s attention. Chair Mondello questioned if the public was allowed to rent out the gym in the Hester Center. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida May 24, 2021 3 Mr. Young stated that the public can rent out the gym. The City has a fee schedule for renting. Mr. Kanter asked if there was any update on Quantum Park. Mr. Young stated that staff did apply for the Rec Trails Grant, which matches up to $400,000. He stated that if awarded, these funds could be used for development of Quantum Park. He said that the grant is not awarded until October and added that he would keep the Board informed moving forward. X. FUTURE AGENDA ITEMS • Selection of Chair and Vice Chair Mr. Young stated that at the next meeting, the Board should select a Chair and Vice Chair. This is done annually in June. Mr. Kanter questioned if the Board could change the meeting place for their Board meetings. Mr. Young stated that right now, the meetings are designated for the Commission Chamber. Mr. Fagan questioned if there was a possibility of still having their Board meetings on zoom. Mr. Young stated that the Commission meetings are hybrid but for right now, zoom will not be available for advisory boards. XI. THE NEXT MEETING WILL BE HELD ON JUNE 28, 2021. VII. ADJOURNMENT Motion by Mr. Fagan, seconded by Mr. Barsky, to adjourn the meeting. In a voice vote, the motion passed unanimously (4-0).
