Q. Who is eligible to apply?
A. Active non-profit organizations
Q. What are the eligibility requirements?
A. A minimum of 70% of the grant must support programs/services that benefit low-to-moderate-
income (LMI) persons. Your organization must have at least two years of experience as a non-profit in
Boynton Beach.
Q. What is Low-to-Moderate-Income?
A. To be classified as LMI, an individual or family's household income must be no greater than 80% of
the area median income for the county or area where they reside. The FY 2021 Area Median Family
Income is $80,200.
Q. How is the grant funding dispersed?
A. Funds are distributed by reimbursement only. The City cannot and will not reimburse for any
expenses incurred until scope of work has been approved and the contract has been signed.
Reimbursements and reports are due quarterly for compliance. Funds are to be expended within the 12-
month contract period. All funded non-profits must submit a year-end report.

Q. What type of Current Audit Documentation is required?
A. A copy must be provided for the two most recent calendar years. The audits must be clean and free
of findings. The audit must have been completed by a Certified Public Accountant.
Q. What additional information is needed to apply?

− Description and type of programs/services
− All funding sources
− A list and resumes of all the staff who will be administering the proposed programs/services.
Q. Are their reporting requirements?
A. Yes. Reports to the City are due quarterly for compliance. All funded non-profits must submit a year-
end report.

Q. What is the deadline to apply?
A. Applications must be submitted to the City’s Department of Development by 4:30 PM on Friday, July
2, 2021. Applicant must provide one (1) signed original & one (1) digital copy, to include the application
and all attachments.

Notice of Funding Availability
The City of Boynton Beach expects to receive $582,437 in FY 2021-2022
Community Proposed Activities to be Funded:
1.Planning and Administration (20%)
2.Public Services (15%)
3.Owner-occupied single-family rehabilitation
4.Special activity by a Community Based Development Organization –Neighborhood
Revitalization
Working with CDBG Funds
Funds are distributed by reimbursement only.

Responsibilities of a Subrecipient
Subrecipient:An entity that assists the City to implement and administer a part of its
program. Subrecipients are generally nonprofit organizations.
1.Meet the City’s specific selection criteria
2.Must comply with all federal statutes, regulations and program requirements
3.Comply with all terms and conditions of the subrecipient agreement
4.Meet all established performance goals
5.Responsible for monitoring compliance and performance
Agency Monitoring and Reporting
Subrecipient monitoring is a key part of CDBG
The City bears the responsibility to ensure that subrecipients follow federal
regulations, conduct the project / services and accomplish the goals as stablished in
the subrecipients agreement.
Monitoring also provides opportunities for both the City and the subrecipients, to
identify issues that may hinder efforts, to successfully accomplish the goals and
address this issues in a timely manner.

Application Threshold Criteria
1.The applicant must be a legal entity incorporated with the State of Florida
2.Must be in operation for at least three (3) years
3.Applicant must have at least two (2) years experience as a non-profit in the area
for which funding are being request
4.Organization must have a board and staff capacity to adequately carry out the
program for which funding are being request
