Chairman Thompson welcomed everyone and called the meeting to
order at 7:30 P. M. He introduced the members of the Board and
City Planner.

Mr. Annunziato stated owing to the simplicity of this proposed
subdivision, they have worked with the subdivider in his request
to have the pre-application and master plan at one meeting. This
is a duplex subdivision with 12 lots proposed. A proposed build-
ing has been constructed on Lot 3 and permits have been issued
for Lots 1 and 2. This subdivision meets staff requirements.
There are two minor comments. The Engineering Department notes
on the south end of 2nd Street, a turn-around should be provided.
The Recreation Director notes this is subject to subdivision
regulations and at the time of preliminary plat, the Board will
have to establish a dollar value for the land which will be the
parks and recreation fee. Also, Subdivision Regulation, Section
3, Article 9, requires an access barrier or buffer adjacent to
the railroad right-of-way.
Mr. Anthony Latino, 8308 S.W. 26th Street, Fort Lauderdale, re-
ferred to this being subdivided previously and stated he agrees
to providing the turn-around. Mr. Ryder referred to the turn-
around and asked if this meant 2nd Street would hot be extended
southward and Mr. Annunziato replied it will be a temporary
expedient. Chairman Thompson asked if the buffer along the rail-
road would be vegetative and Mr. Annunziato replied it can be
vegetative or a wall at the developer's option and must be shown
on the preliminary plat.

Mr. Mauti referred to the applicant's statement that this was sub-
divided before and Mr. Annunziato clarified this was subdivided as
one tract in the subdivision of Seacrest Estates and this is a
replat. Mr. Mauti asked if this plat had ever been approved and
Mr. Annunziato informed him this Josephine S. Latino Subdivision
has never been approved, but it is a replat of an approved tract
which was part of the Seacrest Estates Subdivision. Mr. Mauti
askedif this has been approved previously and Mr. Annunziato
replied negatively, not in this form. Mr. Ryder asked if this
was abandoning a previous plat and Mr. Annunziato replied nega-
tively as it is replatting.
Mr. Annunziato asked Mr. Latino if he understood the staff com-
ments about the turn-around, buffer and subdivision regulation
concerning the parks and recreation dedication which will be
addressed at the time of the preliminary plat? He explained
how a recent purchase price was converted into value of acres
per unit and turned into a dollar figure. Mr. Latino replied
that he understood.
Mr. Ryder pointed out the present zoning is R-2 and it is consis-
tent with the application.
Mr. Mauti made a motion to approve this pre-application~subject
to staff comments, seconded by Mr. DiSalle. Mr. Annunziato asked
if his comment was included which was not written on the plan
and Mr. Mauti replied that~all staff comments are included.

Mr. Mauti referred to a block retaining wall being shown at the
north end and Mr. Annunziato replied the concrete block wall with
stucco finish appears alongside the entrance road, but this was
approved with the accessory building plans. The approval tonight
is requested for the rail fence lying south of the south entrance.
Chairman Thompson asked if the entrance sign was part of the wall
and Mr. Annunziato informed him the entrance sign was also approved
with the previous plan. Mr. Johnson referred to approval for the
entrance sign being requested per the agenda and Mr. Annunziato
informed him the sign is on the north side and was previously
approved. Chairman Thompson added that evidently this was a
typographical error on the agenda.
Mr. Johnson made a motion to accept this plan, seconded by Mr.
Hester. Mr. Mauti requested clarification of the motion and
whether it was to approve the fence and Mr. Johnson replied
affirmatively. Chairman Thompson clarified the masonry wall
was approved previously and this motion covers approval of the
wooden railing fence. Motion carried 7-0.
Discussion - Boynton Beach "Citizens Awaremess Program[
At this time, Mr. Grabeel recognized the presence in the audience
of the Vice Mayor, City Councilmember, and City Manager. He re-
ferred to everyone having an understanding of problems and programs
and explained how it was important for information to be provided.
He referred to the planning process and how people did not under-
stand it until it affected them and explained how prior explana-
tion might preclude this situation. He referred to the citizens
being aware of various things and stated he thought perhaps if we
could have some professionals in the various fields speak in their
area of expertise, it would enlighten us and help the public. He
stressed the importance of citizen involvement and p~blic partici-
pation. He reviewed the report he submitted and explained that
the people should be involved in the political and planning pro-
eesses. He advised he will contact the representatives and
schedule their presentations if the Board is in agreement. He
also explained hi~ plan to send out'a survey questionnaire form.
If there are additional topics or questions, he would appreciate
being told about them. Mr. Ryder suggested that notices be posted
in the public library regarding these presentations and Mrs. Bond
also suggested they be posted in some of the condominium club-
houses.
Chairman Thompson referred to this problem not being unique to
Boynton Beach and asked if he checked with other communities and
Mr. Grabeel replied negatively but explained how different ap-
proaches were used by different cities. However, h~ will do a
survey in the local area.

Chairman Thompson referred to public involvement and interest being
very important and stated this is a definitely needed program. Mr.
Ryder suggested the Board attempt this with the understanding this
is being proposed by the Planning Department and they feel the
Planning & Zoning Board would be the ideal media by means of which
information can be broadcast and at the same time will enhance
the understand%ng of our work with more people attending our meet-
ings. He thinks we should take formal action to adopt this as our
ongoing program. Mr. Mauti agreed it will be a benefit for the
people to understand the procedures. He thinks this is a very
good program and should be pursued.
Mr. Grabeel suggested having the first half hour of'each meeting
set aside for the presentation with a five minute question period
and Chairman Thompson agreed and added after the presentation, he
could ask the people to stay to observe the rest of the meeting
and we may be able to get more participation. Mr. Grabeel added
these speakers will also be available to local groups or clubs
which may interest the people. Hopefully the' people will also
volunteer to help these various groups.
Mr. Annunziato complimented Mr. Grabeel for this concept and
product he prepared. One of our problems is getting public
involvement and another is attracting the general public. He
thinks some of these presentations will be educational for us.
A lot of us cannot get involved because of a time problem, but
a half hour presentation will be quite helpful.
Mr. DiSalle made a motion to grant permission for Mr. Grabeel's
prggram to be pursued with correspondence to whatever agencies
are necessary, seconded by Mr. Johnson. Motion carried 7-0.
Mr. Annunziato asked if he could anticipate the first half hour
of each meeting to be set aside for the public awareness program
and the members responded affirmatively.
Discussion - Plan Procedure for Developments of Regional Impact
Mr. Cheney referred to there being talk around the community of
Motorola locating here and stated there has been some feeling
there has not been enough exposure. He referred to there having
been preparatory discussions and stated there has been nothing
official before the City until about two Council meetings ago
when Riteco requested their permit be extended for nine months.
It then became clear they were selling their land to Motorola
This was the first public official indication that Motorola was
involved. One of the interesting things about Motorola is its
development of regional impact. This is a very complicated pro-
-tess with State agencies involved, the Treasure Coast Regional
Planning Council, County agencies, and a development order being
issued by the City Council. There appears there will be an~appli-
cation from Motorola to review around the beginning of October.
However, the status is still unclear and when it will happen.
The application will be the first official thing to review.

Mr. Cheney continued that because of this being such a complicated
process, Mr. Annunziato has worked out a flow chart involving all
City departments which he will explain. When developers come in,
this chart will fully ~xplain the procedure. He then requested
Mr. Annunziato to explain the DRI process and what is to be accom-
plished.
Mr. Annunziato stated Motorola will be a development of regional
impact-with the connotation that they have exceeded certain thresh-
olds as noted in Florida Statute 380 which will require them to go
through the DRI procedure. He explained how there were five poten-
tial areas of concern as noted on the flow chart~with City staff,
boards~ and the public involved. He explained there was also
state and county 'involvement with public hearings to be held on
the development of regional impact. He then explained the proce-
dure following the chart with using October 1 as the starting date.
He explained each step thoroughly and how the process would pro-
bably take a period of three months depending on the circumstances.
Mr. Ryder asked if DRI stems from the State or County and Mr.
Annunziato informed him it is from Chapter 380 of the Florida
Statutes. He explained how developments exceeding certain thresh-
olds are presumed to be developmen~sof regional impact.
Mr. Mauti asked if Pratt &Whitney came under this and Mr.
Annunziato replied negatively since the statutes were insti-
t~d in 1973.
Chairman Thompson questioned the exact location for the Motorola
plant and Mr. Cheneyinformed him that Riteco indicated it would
be on their property and rezoning would be required. It is
residential zoning now with a corner commercial. It is on Congress
Avenue. He explained how it would be interesting to go through
the DRI process to determine if it can be developed environmentally
and still have positive industrial development. Mr. DiSalle
ques~oned how much of the building would be office space and how
much would be industrial and Mr. Cheney replied the majority is
assembly area, but not manufacturing. Chairman Thompson referred
to there being comments about doing awaywith the plant in Fort
Lauderdale and Mr. Cheney replied negatively.
Mrs. Bond asked if Motorola would be limited to this site or if
they would have land for future expansion and Mr. Cheney replied
that it is his understanding when Motorola buys a site, they buy
more land than needed butany industry limits their concentration
in one place. Mr. Ryder referred to similar companies being in-
volved in community improvement and Mr. Cheney agreed.
Chairman Thompson referred to the employment being great, but ~tated
if there should be a turnaround, the devastating effect should be
considered. He hopes we won't be dependent on one industry. Mr.
Cheney replied that up until this point, the City has not considered

anything because it has not come to that point. He is sure this
Board and the City Council will consider that when it is on their
agenda to consider and will have testimony in that regard.
Mr. Mauti asked if the people in the residential area adjacent to
this site have been considered and Mr. Cheneyreplied there will
be public hearings and in this particular area, there is no resi-
dential area adjacent to this site. The DRI process requires a
great separation. Mr. Annunziato also explained how PID zoning
is an environmentally sensitive zoning classification.

Mr. Mauti made a motion to adjourn, seconded by Mr. Johnson.
Motion carried 7-0 and the meeting was properly"adjourned at
8:45 P. M.

amplifying information necessary to describe subject program.
Your attention is especially invited to pages 8-15 of enclosure
(1) which deals sPecifically with the City of Boynton Beach.
This program will be explained and discussed, as an agenda item,
at the Planning & Zoning Board meeting of.September llth.
The first presentation is tentatively scheduled for Tuesday
the 23rd of October. It.will be entitled "The Nature of South
Florida" and features a slide presentation narrated by Mr. Bob
Bergen of the Florida Atlantic University's Pine Jog Environ-
mental Center. This, is an excellent show depicting the topo-
graphic and ecological characteristics of our area, and what
effects man and unrestricted development can have on it.
It is our sincere belief that this program will be of immense
educational benefit~to you, the decision-makers, as well as to the
residents of Boynton Beach, whom-you represent: We strongly
solicit your support for this program.

I. INTRODUCTION
~ ThePublic as Planners~~ Scarcely-a~m°ment~passes~but~L~
-.~hat America's citizens exercise the constitutional rights
guaranteed them by our democratic form of government. In
theory at least, everyone's opinion.counts; but is everyone
heard? Judging by the statistics, one must assume that the
majority of American voters feel alienated from the politi-
cal process. In our most recent general election for example,
only 37% of those eligible went to the polls the worst
voter participation statistic of any established democracy.
Given the relatively obscure nature of "planning", it
is not difficult to imagine just~how few citizens will even
be aware of the process, much less feel. inclined to partici-
pate in it. The prospects~have historically been grim as
Professor Reginald Isaacs observed at Harvard in 1959:
"Citizen education and participation in the plan-
ning process after more than forty years remains at
one and the same time a pious hope5 a delusion --- and
yet a necessary goal in ~lanning."~
Although things do not appear to have improved greatly, plan-
ners are increasingly aware of the requirement to consider

various socioeconomic factors which equate largely with the
needs of the individual citizens for whom, collectively, the
facilities are planned. J Fred Bair explains that physical
fo~nd~function~ar~not~the-Jonly_e%ements of planning con-
cern.. The physical city is both a cause and effect of the
social and economic city; and social and economic considera-

tions are given increasing weight in urban planning.
People determine these considerations and therefore
should provide additional input'for the planners. This
would help to augment the sometimes sterile and impersonal
technical data they. too often depend on. Planners in turn
should provide information to the public and should help in-
still a habit of anticipation --- what Toffler refers to as
,,4
the "strategy of futureness.
Consider for instance the anticipated increase in Flori-
da's population, from 6~789,443 in 1970 to a p'rojected 12,924,
000 by the year 2000.5 Since this represents the planning
horizon for current comprehensive plans, by all means the .
public should and must participate. They can ill afford not
to.

--III. REVIEW OF THE LITERATURE
, Much has been written concerning the public and its
role in the governmental decision-making process, especially
as regards the comprehensive planning process. The dis-
cussion centers however around much lip service about the
"importance" of citizen participation but very little as
to how define "meaningful"-input and how to achieve it.
This dilemma results, perhaps in part, from the inability
of government to relate successfully to its constituents.
The bureaucratic system is perceived to be closed to the
outsider (citizen) and therefore not receptive to his or
her needs. As Caplow points out:
"The dominating social problem in a social system
...is to recover collective confidence in the system
as a whole.-.A society only loses the confidence of
its members when its collective efforts are frustrated
.... , and when projects do not make sense to the peo- j
ple who are called on to carry them out."7
Too often planning is viewed as based on arbitrary and
capricious decisions on the part of those .involved. The only
opportunity available to the concerned citizen to voice his
or her opinion about a particular project was at a public
hearing, usually held by.the agency sponsoring the proposed

project. Citizen activists would gear-up for these hearings
and prepare statements that would support their case. More
often than not, however, the citizen found his statement was
either 'read ~in~O ~the ~ecord · with ~no~ resulting action taking
plac~ or justified by the project staff as being irrelevant
to %he question at hand. The Cross Florida Barge Canal, the
channelization of the Kissimmee River, and the Alligator
Alley Parkway are excellent e~amples of where concerned ci-
tizens were not allowed to participate during the planning
phase of the project.
That there may be some confusion as to what is meant by
participation can hardly be contested This is born out
in the comments of Joe Bailey who states that, in effect,
participation has been taken to mean some kind of involvement
of the people~who had earlier been regarded as passive, plan-
ned for publics, in the definition and solution of planning
problems, and in the implementation of measures. And also
that there are not many planners who would explicitly disa=
vow participation as a desirable condition, though there is

a wide variety of interpretations given to the term.
While i't may be true that the citizen is exposed to the
decision makers ~nd may have a small indirect voice in pro-
ject planning, insists Sirkin, the citizen is not a real

participant in the decision-making process. It may be cal-
led citizens' participation, but, he continues, it is not
meaningfulinvolvement.10
Although numerous governmental agencies refer to this
dilemma in their publications, few if any go beyond testat-
-lng the problem. The only solution then is to empirically
isolate some recurring themes or variables that we can treat
intuitively on a case by case basis. These variables are
primarily: a forum, sources of information,~ communication,
and some method of input and feedback.

IV. METHODS
-The Intuitive Approach. Having identified the major
categorical variables believed to be the mOSt significant,
the next step was to investigate and synthesize them into
a workable program. For'better or for worse, it was as-
sumed that City Hall was likely the most feasible location
to be used as a forum --- but when? Because the awareness
concept initially was envisioned to better inform the mem-
bers of the Planning and Zoning Board, the most likely time
was thought to be the first half hour or so of each board
meeting. The 'time and regularity of the meeting schedule,
7:30 PM on the second and fourth Tuesdays of each mohth,
were also considered to be pluses. A list of primary and
secondary program objectives was developed and individual
responsibilities of staff members were determined (see Appen-
dix A).
Appropriate topics, relating initially to the elements
of the Comprehensive Plan, were considered and investigated
as to the feasibility of related sources of information.
Topics and sources that have been confirmed, and additional
ones that have-been proposed, are listed in Appendices B and
C, respectively. Points of contact, addresses and phone num-
bers are available upon request. Appendix D indicates the

at no cost for program publicity and promotion. These have
been confirmed. :other. Sources such as brochures, displays,
etc., are now being considered. ~ input/feedback question-

Primary Objectives-
1. To enhance the effectiveness of the City's
planning efforts through'an informational program de-
signed to: :
a. Provide knowledge relating to the plan-
ning process;
b. Encourage citizen interest in and appre-
ciation for the increasing importance of
planning;
2. To encourage citizen involvement in programs
that are of mutual benefit to both the City and the
individual by:
a. Providing an opportunity for representa-
tives of government agencies and non-profit~
organizations to inform the public of their

b. Stimulating individual interest and par-
ticipation in these programs.
Secondary Objectives.

maintaining the program schedule, arranging for speaker-s, and

Perhaps you may recall our telephone conversation
of early summer in regards to a proposed "Citizens Awareness
Program" for the City of Boynton Beach. This program was en-
visioned to be a series of informational presentations given by
various governmental and quasi-governmental agencies and other
non-profit and public service organizations.
The purpose of this letter is to confirm our
conversation, during-which your organization-indicated a desire
to participate, and also to officially request-your assistance in
implementing this program. We would be extremely pleased if
your organization could provide a speaker and/or an audio-visual
presentation.
The basic theme of our program is oriented around
a descr±pt±on of eack agency or organization, ~±ts objectives,
funct±ons, and services provided, and a description of its role
in the local and/or regional planning process, if applicable.
Presentations should run for approximately one-half hour (no
longer, please), and will be scheduled for 7:30 P.M. at the s~art
of regularly scheduled C±ty Planning and Zoning Board meetings
on the 2nd and 4th Tuesdays of each month.
In' order to enhance consistency and standardiza-
tion among presentations, we request that you provide a brief
synopsis of your program, including but not limited to the follow-
ing:
1. Title and speaker/organization
2. Topic outline
3.-Audio-visual techniques to be utilized (eg:
8mm film, flipchart, slides, etc.)
4. Any audio-visua~.~aids that_might be required
(eg: ~projection screens, tripods, etc.)
