Chairman Thompson called the meeting to order at 7:30 P.M.

Mr. DiSalle made a motion to accept the minutes as read, seconded
by Mr. Hester. Motion carried 6-0.

recorded by the Palm Beach County Clerk, Plat

Driveways abandonment
Mrs. Tereesa Padgett (City Clerk) came before the Board represent-
ing the City and presented a plat showing the driveways to be
abandoned (all 4 driveways abut Woolbright Road). She stated that
the State Road Department would not let us have these openings
on Woolbright Rd. because of traffic. There are 3 remaining
driveways open to Woolbright Rd. The City Attorney suggested
this abandonment procedure because these driveways are already
grassed in and closed. Evidently the Cemetery Board would like to
sell off these lots. Chairman Thompson asked if there was anyone
in the audience who wished to speak in favor of this, no one re-
plied. Chairman Thompson then asked if there was anyone in the

audience who wished to speak against this abandonment, no one
replied.
Mr. Mauti made a motion to approve the abandonment for the City
of Boynton Beach/Boynton Beach Memorial Park, seconded by Mr.
Ryder. Motion carried 6-0.

Mr. Grabeel informed the Board that this plan had been thru the
subdivision procedure and has been approved as.a Preliminary Plat
by Council on 8-7~79. Density 7.09 units per acre.
Mr. Danny O'Brien came before the board representing the applicant
stating that he had read the memos from the various departments
and most of the items have been taken care 6f.
Mr. Grabeel then read the only memo (from the Building Official)
as follows:
1. Show building set-back dimensions from the property lines,
paved streets between buildings, etc., for a check point when the
Building Department receives tie-in surveys.
2. Must have approval from the Board of Health.
3. Water Management Approval is essential.
4. Show elevations of adjacent properties.
5. Show street elevations and proposed finish floor elevations.
Mr. Grabeel continued, staff recommends approval subject to
staff comments.
Mr. Hester made a motion to approve the site development plan
for Seaway Villas PUD subject to staff comments seconded by Mrs.
Bond. Motion carried 6-0.

Mr. Grabeel then informed the Board that there are 3 large Banyan
trees on the property that will be saved. The site is on 1.375
acres, He then toldi about having a meeting with the various
department heads and working out traffic and curb cut problems.
There will.be 3 curb-~uts and no additional median cut. Mr.
Jack Conway, architect of Design 300 addressed the Board and
discussed the type of construction.
Mr. Grabeel then read the staff comments:
Building Department:
1. Architect shows concrete sidewalk to be 3' 7" wide. The
City-of Boynton Beach ordinance requires 4'
2. Any signs installed are subject to City of Boynton Beach
sign code.
3. Any overhan~ on building not allowed in required setbacks.
4. Denote handicap accessibility to the restaurant on the site
plan.
5. Supply:Department of Transportation approvals for turnouts,
when submitting plans for permit.
6. Approval of Board of Health.
7. Submit notarized letter from the architect, stating that the
plans he is submitting to the Building Department for permit
has been sent to the Hotel and Restaurant Commission, in accor-
dance with the new state law pertaining thereto.
City Engineer:
1. Drainage computations to show that all the water from a
three-year storm for the first hour (three inches) will be
contained on site are to be included.
2. Paving and drainage plans should show existing and proposed
elevations and all details of construction. Inlet structures
should be detailed.
3. Six-inch reinforced concrete pipe for drainage is not
appropriate. A larger pipe is recommended for better maintenance.
4. D.O.T. permits will be required for driveways into U.S. 1.
Utility Department: Detailed utility drawings required.
Staff recommend~approval subject to comments.
Discussion then followed regarding the staff comments. Chairman
Thompson questioned No. 3 comment from the City Engineer - it
should be spelled out exactly what size concrete pipe is needed.
Mr. Conway stated~that 6" is required but the City Engineer felt
that a bigger pipe would be easier to clean and maintain but
did not specify how much bigger.

Mr. Grabeel then read the staff comments. From the Building
Department:
1. Minimum finish floor elevation 7'; suggested is 7'6" above mean
sea.
2. Must have notarized letter frOm the architect, stating that he
has submitted 'true copy of plans he is submitting to the City of
Boynton Beach Building Department, to the Hotel and Restaurant
Commission, Mr. C.D. Smith, District Supervisor, 201 West Broward
Blvd., Room 104, Fort Lauderdale, Florida 33301, in compliance with
new state law.
3. Must have Health Department approval.
(Survey not over six (6) months old).
Mr. Mauti questioned No. 1 in Mr. Howell's memo he thinks 7' 6"
is incorrect. (Further investigation by Craig shows Building Official
memo to be correct).
Mr. Grabeel proceeded to read staff comments from Engineering and
memo from Utility Department:
It is requested that the survey for this piece of property be
updated to indicate that location of existing City water lines
with regard to the proposed building.
According to construction drawings within my office, it is a
possibility that %his building will be built on top of the
existing water line, and relocation would be required if this
is the case.
Mr. Grabeel continued with comments from Police & Planning departments.
Mr. Hester what is the staff recommendation?
Mr. Grabeel, staff recommends approval subject to comments.
Mr. Ryder I still think this plan needs more study and an indication
of parking allocations that currently exist in the shopping center
and where the additional 66 spaces are located. Also I think
a sidewalk should be at the perimeter of the shopping center
parallel to 15th Avenue, also a facility for the handicapped,
and a breakdown of areas on a survey, and realignment of spaces
and aisle around auto center and restaurant because the spaces
in rear of K-Mark are for loading and unloading and shouldn't
be interfered with.
Mr. Hester if the Technical Review Board members have reviewed
this plan and approved this I don't think we should go against
them. I don't think we should tell the developers what to do.
Mr. Mauti suggested the possibility of moving the parking on the
eastern side closer~to the bulkhead to provide a larger access
aisle behind K-Mart's loading areas.
Mr. Mauti made a motion to approve the site development plan for
La Riva Restaurant subject to staff and Planning & Zong Board comments
seconded by Mr. Ryder. Motion carried 6-0.
