Chairman Thompson called the meeting to order at 7:30 P. M.
MINUTES OF MAY 8, 1979
Mr. Oberle made a motion to accept the minutes as read, seconded
by Mr. Hester. Motion carried 7-0.
ANNOUNCEMENTS
Mr. Annunzia~o referred to Item 6-B on the agenda and advised this
was reviewed by the staff and he submitted a paraphrasing of the
discussions on open storage; however, Mr. Howell has not had the
opportunity to give it a complete review and he suggests we wait
to discuss this.
Mr. Annunziato announced he has scheduled a meeting ~ith the County
Technical Advisory Committee to review the Comprehensive Plan at
10:00 A. M. on June 7 in the Council Chambers.

Mr. Annunziato referred to this preliminary plat being approved by
the Planning & Zoning Board as a pre-application and master plan
and the staff reviewed this and the attached memos were submitted
pertaining to this review. Me read the memo from Mr. Howell to
Mr. Clark dated May 22. and explained the recommendation was to
build the house pads to the proper elevation, but the roads be
built not to impound the roads to the north. He read the memo
from the City Engineer dated May 22. He read the memo from Mr.
Law dated May 22. He read the Police Department note that street
lights are recommended. He read the memo from the Recreation Direc-
tor dated May 9 regarding the required fee for the recreation land
required. The preliminary plat is recommended for approval subject
to these memos.

Mr. Ryder referred to the note from Mr. Law to eliminate the word
"existing~'sewer system from the profile sheet between manholes No.
4 and 5 and asked if this means the developer has to put in some
of the sewer system and Mr. Annunziato replied affirmatively and
explained a mistake was made with the engineer indicating manholes
4 and 5 existing~ which they do not, and by removing existing, it
means they have to be constructed. Mr. Ryder referred to the City
Engineer and Building Official still requiring information with re-
gard to elevations and Mr. Annunziato agreed. Mr. Ryder stated
this information must be furnished prior to approval of the final
plat and Mr. Annunziato agreed.
Mr. Bob Hamilton,1700 N. W. 2nd Avenue, came before the Board.
Mr. Mauti asked if the applicant understood everything and Mr.
Hamilton replied he has no objections and is very pleased. He
referred to being concerned about having the proper elevations
and agrees this is a proper recommendation and with the roadways
being kept at this level, it will dispense with the problem to
the neighbors. Mr. Mauti questioned the meaning of high mean
sea level and Mr. Annunziato explained it is 1.6 above mean sea,
so the road will probably be 5 or 6 feet above and the pad will
be 8 feet. Mr. Hamilton told about meeting with the Army Corps
of Eng/neers and Water Management District and their discussions
of this problem and stated he is in agreement with the recommenda-
tion. Mr. Annunziato asked if he agrees with the staff comments
and Mr. Hamilton replied that he concurs with the ~taff comments.
Mr. Mauti made a motion to approve this preliminary plat subject
to staff comments, seconded by Mr. DiSalle. Motion carried 7-0.
ADJOURNMENT
Mr. Mauti made a motion to adjourn~ seconded by Mr. Hester. Motion
carried 7-0 and the meeting was properly adjourned at 7:45 P. M.

dedication is required. It is recommended that fee in lieu of
land be required.
Based on information received from the'City Planner, !and value

Subsequent .to making an on-site inspection of the above prop6sed
project, I am very concerned about the existing residences on the
adjacent side of the north property line, additionally, facing South
Road.
The maximum distance from this property line of those existing residen-
ces,__is approxima~elyfifteen-vfeet (15'~)_. -I amof-~the~opinion that-as
this property now~existsf.there-is some run-off to the_proposed-site...
Consequent~-y-,-I feel that the-number'one-priority shoutd~be the~xisting
residences;-in not-causing them!any-probtems-~from~storm-water-~~ I have
to place~the importance of this ahead of the protection of utilities and
streets. Accordingly, my recommendations would be as follows:
~o not permit filling of proposed site to go above the existing grade
of the property on the north side.
If theproperty site is allowed to be filled _above existing property
on the~north'~ide,~the-engineer designing'~said project-should-~be
required-to give specified details and calculations depicting as to
how'he is'handling the run-off from~the-proposed~-roadway,~as ~elI_as
the existing-proper%y~on the north side.
I am additionally of the opinion that the ~existing grade shown~is
not sufficient to give an accurate picture of the existing property,
further, not true to what actually exists.
Before allowing any construction to be commenced on this project, I would
require a more detailed TOPO depicting property elevations north of the
north property line.
