MINUTES OF THE ~GULAR MEETING OF THE PLANNING & ZONING BOARD HELD AT CITY HALL, BOYNTON BEACH, FLORIDA TUESDAY, JULY 26, 1977 AT 7:30 P. M. PRESENT Simon Ryder, Chairman Col. Walter M. M. and introduced the members of the Board and City Planner. Minutes of July 12, 1977, Regular Meeting Ch~man Ryder referred to the plan from Lloyd's of Boynton Beach and the Board's discussion about extendi~ the landscap- ing. and advised that the Community Appearance Board did re- u~e this. Mr. Lambert clarified that they did mot require he asphalt to be removed. Mr. Winter made a motion to accept the ~nutes of July 12 as printed, seconded by Mr. Lambert. Motion carried 5-0. Announcements Mr. Annumziate requested that one item be added to the agenda: Christian Villas site development plans. He referred to this being on a previous agenda and with the Board not meeting at the begin~ng of August, he prefers not to hol~ up the appli- cant. He added that it has been reviewed by the staff. Col. Trauger questioned the address and: Mr. Annunziate replied that the land is still in acreage and no addresses have been assigned. He added that he ~id distribute copies of the application. Mr. Lambert pointed out that the address en the application was note~ as the southeast corner of Congress an~ 19th Avenues. New Business Site Plans West Boynton Beach Office for Barnett Bank of West Palm Beach Southeast Corner of Boynton Plaza on Congress Avenue Jori C. Moyle, Applicant Mr. Anmunziato explained the plan an~ staff comments. MINUTES ~ANNING & ZONING B0~D PAGE TWO JULY 26, 1977 Mro Jen Meyle and~ four other gentlemen representing the Barnett Bank of West Palm Beach appeared before the Board to answer questions. Ne called on Mr. Lee to explain the 10 ft. problem with Congress Avenue. Mr. Lee explained how the Building wa~ pushed back and the pla~modified Because of 10 ft. Being deeded for right-of-way. They discussed the plan. Mr. ~mmziato added that hedoes have modifie~ copies in his office to pre~ent to the Comm~ity Appeara~¢~e ~oard and City Council, as it will alter the west of the site pla~, which is for the betterment, f~rther ~iscussed the pla~ and the medificatioms made. Mr. Annmn- ziato state~ he ~id ~ot think the site was altered in a~y significant manner, but t was to add more sidewalk and landscaping~ The 21 ft. o~ the east instead of 31 ft. and 10 ft. the rear of the site with the effe¢~t of the project !0 ft. to the west. Col. Trauger made a motio~ that the Planning & Zoning Board recemmen~ approval of the West Boynten Beach Office for the Barnett Ba~k site pla~ as submitted contingent upon the a~- plicant's acceptance of the covenants of the technical re- views as listed on the plan and the applicant will submit to the City Planner a revised site plan with the new dimensions, and that contingent upon the City Planner's recommendations whether or not to submit it to the City Council or bring it ~ack to the Planning & Zoning Board. Mr. Lambert seconded the motion. Motion carried 5-0. Additions and Modifications to Bethesda Memorial Hospital Project II 2815 South S~crest Boulevard Russell T. Clayton, Administrator, Applicant The members reviewed the plans and Mr. Annunziato informe~ that that the major addition was the reconstruction of the north wing and the minor additions are a delivery room en the west side of the building, a new screen wall around the c~oling tower and mechanical shafts adjacent to the south- east wing. The site has been modified in that the administra- tor,s home is currently Being moved to the single family lots on the west side of the hospital and the traffic pattern has ~een altered to improve ingress and egress to the site. Addi- tional parking will be provided in the main lot on the north side of the building. Concerning staff comments, the engi- neer has requested that water and sewer connections be show~ with the new meters. He then requested Mr. Hill to familiar- ize the Board with the new construction. Mr. Robert Hill, Assistant Administra~with Bethesda Memorial Hospital, appeared before the Board. He referred to the plan and explained the large two level structure and the uses for same. He then referred to the other portion immediately t~ MINUTES PLA~ING & ZONING BOARD PAGE THREE JULY 26, 1977 west and attached and advised that it was an addition and re- modeling to the old emergency room which will be for labor and delivery in obstetrics. He added that the eo~ling tower with the screen wall was for additional cooling to handle the additional air conditioning. He then explained the re- location of the pediatrics and new newber~ nursery area. Chairmam Ryder clarified that the existing f~ctions would be maintained by moving into new areas. Col. Tra~er questioned the time span and Mr. Hill replied that there was a chart laid out for the contractor a~d they estimate a~ywhere from 18 to 24 months. Col. Trauger referred toe, the application noting 426 ~king spaces and Mr. Hill informed him there were more tham that, but 426 were note~ per ordinance. Mrs. $ch~rr told about the parking problem when she visited the hospital aremnd 3:00 P. M. and Mr. Hill explained that they do e×perienee parking problems at this time with the night ~hif% starting at 3:00 P. M. an~ the day ~hii% not getting off until 3:30 P. M., plus having visitor hours then. However, the code requirements are 426. out that they would have 60 parking spaces where was being moved from an~ 20 to 30 north of the new emergency room. Mr. Annmnziate explained the the parking spaces. He also pointed out that were ~rovided o~ the site which were in excess of the code requirements. Chairma~Ryder asked if delineating the parking areas was working properly a~d Mr. Hill replied that he tho they were marked properly, But told about problems with g it. Col. Trauger asked if there was an entrance on ~. W. Ist Street and Mr. Hill replied: no, it has been closed off. Mr. Lambert asked where the home was going to be relocated and Mr. Hill pointed out the location. ~. Winter ~estioned what was on this property now and Mr. Hill informed him there were trees, etc., which would Be relocated. Col. Tra~ger moved to recommend to the City Council the addi- tion and modification for the Bethesda Memoria~ Hospital, Project 11, subject to the applicant's acceptance of the Technical Review Board's comments on the face sheet of the site plan. Mr. Winter seconded the motion. Motion carrie~ 5-0. Mr. Lambert then amended the motion to approve the alterations and modifications of Beth~a Memorial Hospital, Project ~1, to stipulate that accord~ug to the zoning code requirements that a concrete block 6 ft. wall be required to Be built by the applicant where it abuts residental use and/or zoning. ~s. $chorr seconded the amendment. Col. Trauger a~ud Mr. Winter accepted the amendment. Amendment carried 5-0. MI~TES PLANNING & ZONING BOARD PAGE FOUR J~Y 26, 1977 Christian Villas Southeast Corner of 19th Ave. & Congress Ave. Christian Development CorP., Applicant Mr. Annunziato explained that the application had been modi- fied to include the things the Board requested and the site modified to show traffic exiting and entering off of 19th Avenue which is under construction. Concerning the site it- self, the zoning is R-3 and it is located directly north of and adjacent to ~he fire substation along Congress Avenme.. The plans are for 38 single family attached units with a of 9.62 mmits per acre. The members atiom. Mr. Steve Houston, Architect, appeared Before the Board and exPlained the location of the 38 units. He also pointed out the other land owned by the church to be developed at a late~ date. Mrs. $chorr asked if they were apartments for the elderly and Mr. Houstoun replied: yes, for Baptist retired couples. He c©ntinued that the ten will be used for models and after com- pleting the entire project of 83 units, the church will, then be built. He showed plans~for the three different models~smd explaime~ the design of the units. Mrs. Schorr questioned the side setbacks and Mr. Houstoun informed her there were none as they are joined. He added that he tried to give it a resi- dential look in an apartment area. Mrs. Scherr asked if this matched the PUD and Mr. Annunziato informed her it was the use which was called for on that Site im the PUD; it called for apartments and these are apartments. Col. Trauger 9uestione~ the method of selling these units and Mr. Housteun explained how they would be sold on a life policy and they discussed this method of sale. Mr. Winter made a motion that this Board recommend to the City Council the application of the Christian Development Corpora- tion, 301 North Seacrest Boulevard, Boynton Beach, to be lo- cated on the corner of Congress and $' E. 19th Avenue as sub- mitted. Mr. Lambert seconded the motion. Motion carried 5-0. MINUTES PLANNING & ZONING BOARD PAGE F I~E JULY 26, 1977 Discussion Discussion of Zoning Requirements with Respect to Lot Sizes and Permitted Uses in the Reserve Annexation Area Chairman Ryder told about Councilman Caldwell raising the question at the City Council meeting about the desirability ef getting people in the unimcorporate~ areas into the City. He told about the Co~cil's discussiom of people not wsating to come into the City because of various restrictions and it was referred to this Board. He then asked Mr. Amnunziato if he had anything further to add. Mr. Ann~u~ziato referred to the lot sizes and permitted mses in the reserve annexation area and advised that in reference to lot sizes, the densities which are shown on the Comnty Land Use Plan are what we are required to abide by.upon an- nexation. Basically all the land in the reserve annexation area on the County Land Use Plan is designated at four uaits per acre for single family development or six ~ts per acre for PUD develo nt~ He explained how if~-s~meene wanted te decrease he would have to go to the County Com- mission for authorization or the alternative would be to go to a PUD such as Mr. Coge~n did. However, he believes Coua- cilman Cal~well had the idea of preparing an ordinance which would permit the storing of recreation vehicles, farming, raising amimals, etc. as they do in the Commty areas now. This is~what the Board should discuss. Mr. Lambert referred to discussing something which we have not even been confronted with and asked if we would i~herit uses along with zoning classifications and Mr. Annunziate replied that he th just the density would be inherited. He does not think uses~ would be inherited unless they are existing, but they would be mon-conforminE. Mr. Lambert state4 he did not think action could be taken on this, but consideration could be given whem it comes before us such as including agriculture and animals. Chairma~ Ryder stated he did not think Councilma~ Caldwell expected a~jf definitive action. Col. Trauger stated if something was proposed for the City Council, it would be proposing an action on-something which we do not have and would not have any legal binding ~ecause under the County Land Use Plan, amy property contingaoms to the City subject to annexation would have to come iato the City and we would have to accept the use which is mow on that land which would be grandfathered. Mrs. Schorr stated she thought there should be a holding zone and when application is made for annexation, it should include what they wamt. MINUTES PLANNING & ZONING BOARD PAGE SIX JULY 26, 1977 After discussion, Mr. Ann~umziate referred to them being aware of the possibility of problems and suggested possibly creating a floating zone with no land zoned in that category and ex- plained how it would be similar to a PID with no land zone, but potential existing in that zoning. After further discus- sion, it was agreed to give further study te the creation of a separate zone when the City is faced with such a problem. Other Business Mr. Lambert referred to the meeting scheduled Thursday night and ~Mr. Annunzlato explained how it would cover the Area Plan- ning Board's comprehensive plan for Palm Beach County. He told aboutthe staff and himself reviewing the plan and find- lng very little conflict. He explained further the-importance of the plan. Chairmam Ryder referred to distributing copies of a ~aft pre- pared by Mr. Annunziato and himself and requested the members to review it. They then decided to held a workshop meeting em Wednesday, August 3 at 3:00 P. M. Adjqurnment Col. Trauger moved to adjourm, seconded by Mr. Lambert.
