Minutes of the Education and Youth Advisory Board Meeting Held on Thursday, June 24, 2021, at 6:00 P.M. At City Hall, Commission Chambers 100 E. Ocean Avenue, Boynton Beach, FL PRESENT: Dr. Valerie Valcourt, Chair Sherri Claude, Board Liaison Francoise Calixte-Dieuvil Shaquira Young Frando Patterson, Alternate ABSENT: Lori Wilkinson Abby Murrell Chevette Gadson, Vice Chair Kevin Duterval Jeremiah Young Jessica Wilkinson, Stu. Reg- Voting I. Call to Order Chair Valcourt called the meeting to order at 6:01 P.M. followed by roll call. A quorum was present. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Approval of Agenda Motion Mr. Patterson moved to approve. Ms. Young seconded the motion. IV. Announcements/Presentations/Correspondence Chair Valcourt noted Monday starts summer school. Summer school for elementary schools in Boynton Beach is being hosted at Galaxy Elementary hosting Poinciana, Forest Park and Rolling Green Elementary Schools. The other summer school site is Crosspointe Elementary, who is hosting Plumosa and Hagen Ranch Road and Galaxy High School is having summer school. Approval of Minutes of May 27, 2021 Motion Mr. Patterson moved to approve as written. Ms. Young seconded the motion. VII. Old Business A. Outreach Chair Valcourt noted at the last meeting, they discussed different ways for the Board to be more involved regarding the Board's presence in education in Boynton Beach. They had been attending School Advisory Committee (SAC) meetings, which, after discussion, there was agreement to continue attending this year. They can create a schedule for the members to sign up to attend meetings. Ms. Young thought they could send something to the school over the summer to introduce the Board and let them know they would like to be involved and attend SAC meetings. The City has several schools, but if talking about the HOB Title I schools, there is Forest Park, Poinciana, Galaxy, Rolling Green and Crosspointe. Other schools further west are Hagen Ranch Road, Citrus Cove, Crystal Lakes, so there are quite a few schools they can support. They support all elementary schools in the City, but with outreach it's the Title 1 schools that really need support from the community and student families. It takes a village to bridge the gap. The gaps are there, even with COVID. She asked how the Board has to determine how to play a role. The Board Members are mostly teachers, and they are passionate about education and youth. They cannot be bystanders, they have to do something outside of their roles in terms of the City. Mr. Patterson asked if they have a mission statement. Ms. Claude advised there is a purpose statement which comes from the ordinance and the purpose of the Board, which she agreed to send to the members. Students return to school August 9t" and staff goes back the week before. It was suggested they focus where the need is to be a partner with them to support the schools. Mr. Patterson queried if a letter to the principals is sent to inform them of the Board's willingness to support and partner with them. Chair Valcourt requested someone draft a letter and the members can review it at the next meeting, discuss and finalize it. Ms. Young will draft an interest letter. Ms. Young noted they need community members to be part of the SAC and a member of the Board could volunteer to be on the Board at each school level. B. Fundraising 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida June 24, 2021 Chair Valcourt was aware the schools need funds. Another aspect not considered is the motivation to get the students to perform, which starts with the teachers. If you support the teachers, it helps the students. It could be a little care package or a treat to let them know they are appreciated. Many churches, such as Christ Fellowship and Journey Church send things to the schools which the Board could do-as well. If they feed the teachers. Mr. Patterson has a credit union he will ask to get involved in this community. They participated in an event he attended and they had a booth. They want to be involved in the community. He had mentioned he was on this Board, and he will ask them if they can assist the community with this Board. He will also reach out to others. Chair Valcourt commented often there is no time to do things for teachers. The majority of any funds; however, should go to the students She noted administrators barely get an account to do something for their teachers. If the Board could do it on their behalf for the schools they represent on the SAC, it would show the Board's support for the schools. Ms. Young noted the City is reopening from COVID and was aware in the past the Board sold items at City events. Ms. Claude explained they did in the past at the Holiday Parade, because those events did not have vendors. The Board was a mobile vendor in a golf cart selling snacks which netted them about $200. She suggested picking and choosing which events to attend, but pointed out July 4th likely has vendors coming in. She agreed to get a list of upcoming events. In the past they also partnered with Texas Road House, which is an easy event which would provide them with 10% or 15% of food bills. Ms. Calixte-Dieuvil commented the City usually organizes something about a week before school opens and thought the Board could organize something while the City is holding the event. In this way, the Board could give back to the school. Chair Valcourt thought they could have a back-to-school closet, where if teachers need items, they could supply it. Ms. Young asked if the Board received any funds the family was willing to donate to the Board. It was explained Ms. Lori Wilkinson was going to continue the discussion. They may also receive funds from Bethesda Hospital. Chair Valcourt was unsure if the funds were received or what amount. C. Bob Borovy Student Citizen of the Year Award Chair Valcourt attended the City Commission meeting when the award was being presented. She advised the winner was a lovely young lady who was a student at Atlantic High and she was very appreciative of the award. For the next year, Ms. Claude will advertise it in the fall issue of FunFare Magazine. They will highlight the prior year's winner and applications will be available December 1St, and are online. The deadline is March 31St of the following year. She asked if they want to advertise the award with a monetary award. There was agreement to advertise without the amount. VIII. Future Meeting Dates: July 22, 2021 August 26, 2021 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida June 24, 2021 Chair Valcourt announced the next meeting dates. Ms. Young explained in September most schools have Back-to-School Open House. If they have one this year, they could hand out brochures about what the Board does. IX. Adjournment Chair Valcourt noted the account summary balance. Ms. Calixte-Dieuvil asked if they receive a donation, if the Board had to wait until school is almost open to give it. They can combine their efforts with the organization that already started and help improve it. Motion Mr. Patterson moved to adjourn. Ms. Young seconded the motion. The motion passed unanimously. The City Commission, in accordance with the powers vested in it, merged the Children and Youth Advisory Board and the Education Advisory Board and established the Education and Youth Advisory Board.All powers, duties,and responsibilities of the Education Advisory Board shall survive and be deemed merged and consolidated with the powers, duties and responsibilities of the Children and Youth Advisory Board.All previous actions of the Education Advisory Board shall survive this consolidation unless specifically revoked by the Children and Youth Advisory Board. (Ord. No. 20-016, § 10, 6-2-20) Sec.27-53. Organization. The Education and Youth Advisory Board shall comprise seven permanent members, two alternate members and three student members. The three student members shall be appointed for a period of one year. (Ord. No. 20-016, § 10, 6-2-20) Sec.27-54. Purpose and duties. The Education and Youth Advisory Board shall assist the city and local schools in: (1) Development of programs that promote ongoing relationships with caring adults and the recruitment of volunteers to assist students before, during and after school. (2) Formulation of long and short range programming to benefit the children and youth of the community by involving parents, the business community, civic and neighborhood organizations, including volunteer recruiting for before and after local school programs. (3) Contact community groups and businesses within the geographical boundaries of Boynton Beach for professional skills, materials,financial or education support for the schools and with the purpose of implementing programs at local schools that benefit students from Pre- K through grades and vocational schools. (4) Development of incentives and enhancements to encourage the development of safe places, including improved playgrounds at or near local schools and structured activities during non-school hours. (5) Coordinating with city's parks and recreation department to improve playgrounds at or near local schools. (6) Identification and dissemination of information on local, county, state and federal programs that provide beneficial services to children and their families. (7) Developing strategies for communicating with the School Board of Palm Beach County and its staff, advising the City Commission as to the activities of the School Board, and other federal, state and local legislative bodies which affect the needs of students,within the city. (8) Developing recommendations to the City Commission for forwarding to the School Board of Palm Beach County regarding actions which may be taken in support of schools in Boynton Beach and with respect to proposed legislation at the state level. (9) Development of child and youth advocacy programs. (10) Developing public relations that highlight successful programs within the schools to help improve their image in conjunction with local media. (11) Coordinating with the local police department to improve safety for students before, during and after school,and to promote and enhance the relationship between children and local police. (Ord.
