HELD AT CITY HALL, BOYNTON BEACH, FLORIDA, TUESDAY, MARCH 1t,
1975 AT 7:30 P- M.

Chairman Kelly called the meeting to order at 7:40 P. M. and
welcomed the ladies and gentlemen present to the first regu-
lar meeting of the Planning & Zoning Board in the month ef
March. Ne then introduced the members of the Board.
Chairman Kelly announced that the agenda for tonight con-
sisted of four items and possibly an additional item. Mr.
Barrett advised him that the additional item was a letter
from the Palm Beach County Aluminum Contractors Association
asking for the Board,s consideration on the setbacks when
disc~simg the regulations. Chairman Kelly asked if this
was an outcome of the instructions at the public hearing
and Mr. Barrett replied: yes. Chairman Kelly stated it
would be considered as requested.
MINUTES
The Minutes of the regular meeting of the Planning & Zoning
Board held on February 25, 1975 were read. Mrs. Huckle
stated she believed some parts of the letter which Col.
Trauger read from Rev. Westgate were missing and she sug-
gested that he forward a copy to the secretary to insert in
full. Col. Trauger did so and the letter reads as follows:
"Dear Col. Trauger,
If I sound less than civil as this proceeds, it's
because I feel that way. I have a very difficult time
understanding how you and the Board you serve could be
so entirely without moral integrity as to arbitrarily
decide that my rights as a home owner should be vio-
lated. The code under which I purchased my home states
that it is R-1AA property and that all the land around -
on all sides - is the same. For you to flippantly tell
me what your going to do to my property at the public
meeting indicates the same kind of insensitivity to
others.
I would hope that you could shed your messianic
complex long enough to look at the true picture. The
ones you support on the two zonings that effect me are

I) A Mr. Ogle Keaton along S. W. 15th Ave. and 2) A
~. John Dewey along S. Seacrest. The property across
the street from your ? church. These "gentlemeM' live
respectively in Fort Lauderdale and Palm Beach and have
consistently refused to sell any of their properties to
be developed under present zoning law. To the contrary
they have sought to have those same properties re-zoned
on other occassions and have demonstrated that their
only interest in Boynton Beach is to make a buck.
Whoever told you that the best land available to
home sites should be commercial or that commercial
properties had to occupy the very best land had to be a
realtor, whose interest in property is only to make money.
Please don't insensitive to those who should be able
to depend upon your intecrity in defending their property
rights. You would want the same. There is plenty of
undeveloped land to the west of Boynton where no one
would be harmed.

Mrs. Huckle then referred to Page 2, at the bottom, where it
states Mr. Barrett showed plans, etc. and she believes Mr.
Barrett advised her that the agenda was incorrect and not Col.
Trauger. Col. Trauger agreed.
Mrs. Huckle moved to accept the minutes as corrected for Feb-
ruary 25, 1975. Mr. Rogers seoonded the motion. Motion car-
ried 7-0.
The Minutes of the workshop meeting of _March 1, 1975 were read.
Mr. Rogers referred to Page 5 and stated he thought ~. Ryder
made a more positive statement about any commercial zoning in
that area and that it would not be acceptable. Chairman
Kelly stated that as he remembered, Mr. Ryder made a very
short statement and Mr. Zimmerman made a longer statement.
He has read these minutes and feels they are complete. .Mrs.
Huckle agreed with I~. Rogers stating she felt someone did
say this. Mr. Barrett added that he thought Mr. Ryder made
such a statement. Chairman Kelly then acknowledged Mr. Zimmer-
man's presence in the audience and asked if he remembered what
M~. Ryder had said. Mr'. Zimmerman appeared before the Board
and stated Mr. Ryder felt C-4 was a catch-all zoning and he
would be agaimst it, as. well as a great number of residents
there. Mr. Ryder's idea is for some lower type of commercial
zoning there and he believes that corresponds with the rest
of the feeling there. ~ChairmaaKelly informed him that last
Saturday, the Board tou~ed the north and south ends of the
City and then had a very productive meeting in the afternoon.

It was the ~animous decision of the Board to change the
recommendation of that area from C-4 to C-3. Mr. Zimmerman
thanked him a~d added that he was very glad to hear this.
E01. Trauger moved to accept the minutes as presented, since
Mr. Roger's question was resolved with Mr. Zimmerman's state-
ment. Mrs. Castello seconded the motion. Motion carried 7-0.
The Minutes of the workshop meeting of ~zrch 8, 1975 were read.
Chairman Kelly first commended the secretary for getting these
minutes typed so promptly. He then stated that he announced
in the morning that Col. Trauger and Mrs. Castello were excused,
one because of illness and one because of being out of state.
He failed to repeat this in the afternoon when the secretary
was present and would like it noted that both members absent
were excused.
Mr. Walker made a motion that the minutes of March 8 be ac-
cepted as presented. Mrs. Huckle seconded the motion. Motion
carried 5-0, with Col. Trauger and Mrs. Castello abstaining
since they were not present at this meeting.

2939 Old Dixie Highway.
Mr. Barrett showed the plans and the members discussed the
location. Mr. Barrett informed them that it was a gas station
building moved there and it would be remodeled. Mrs. Hmc~le
questioned the kind of equipment to he stored and Mr. Barrett
informed her it would be equipment for their house moving
business. Mr. Rossi questioned if a fence was required around
the yard and Mr. Barrett replied: yes, it was a requirement
of the CAB Board. Mr, Rossi questioned the zoning and Mr.
Barrett informed hie that it was M-1 existing zoning and pro-
posed for OP.
Col. Trauger moved to accept the site plan for LaPlant Adair,
Business Office and Equipment Storage Yard located at 2939
Old Dixie Highway with recommendation to the City Council for
approval. Mr. Walker seconded the motion. Motion carried
7-0.

Elverado Garcia
Light !~uufacturing Plant

Mr. Barrett showed the plan and advised it was located in
a commercial and industrial area. Col. Trauger questioned
what constituted light manufacturing, since the owner was
presenting the plan and not the occupant and Mr. Barrett
informed him that the zoning regulations regulate what is
allowed. He added that this was a very small plant, and
has adequate parking, drainage, etc. The members discussed
the location.
Nr. Walker moved to recommend the site plan for Elverado
Garcia, Light Manufacturing Plant located at 211S. E. 7th
Ave. for approval. Mrs. Huckle seconded the motion. Motion
carried 7-0.
St. Cuthbert's Episcopal Church Addition
214 N. E. loth Avenue
Mr. Barrett showed the plan and informed the Board that this
was before the Board of Adjustment for a variance as they
were non-conforming in the rear setback. They did grant the
variance and it can now be processed. It is an addition to
the main part of the church, which is very small. Mr. Walker
questioned if the parking was sufficient and Mr. Barrett re-
plied: yes. The members discussed the location. Mr. Rossi
questioned the setback on the sides and M~. Barrett advised
him that they got a variance for the sides also. Mr. Walker
added that it was only being extended forward; there are
buildings on each side. Mrs. Huckle remarked that it looked
very nice.
Mrs. Huckle moved to accept the site plan for the addition
and alterations to St. Cuthbert's Episcopal Church located
at 214 N. E. loth Avenue. Col. Trauger seconded the motion.
Motion carried 7-0.
Seventh Day Adventists Church
Sunday School Addition
138 S. E. 27th Avenue
Mr. Barrett showed the plan and explained. Mrs. Huckle re-
marked that a good sized addition was planned. Chairman
Kelly stated that it is a nice area and a nice looking church
and he added that it was located behind the medical complexes.
M~. Walker questioned if it had been approved by all the
Boards and ~. Barrett replied: yes.

Mr. Walker made a motion to recommend approval to the City
Council for the site plan for the Seventh Day Adventists
Church, Sunday School Addition located at 138 S. E. 27th
Avenue. Col. Trauger seconded the motion. Motion carried
7-0.
OTHER
Chairman Kelly ascertained that they eovered the agenda for
tonight and questioned if there was anything further and
~eceived no response.
He then amnounced that the next meeting would be held on
Saturday at 9:00 A. M. Mr. Walker referred to the four day
work week and questioned if Mr. Barrett would be present at
this Saturday meeting and ~. Barrett replied that he would
be there. Chairman Kelly added that Mr. Barrett has always
attended the meetings and has not gotten paid. Mr. Walker
stated that he should get paid for attending these meetings.
Mrs. Huckle made a motion to adjourn, seconded by ~. Walker.
Motion carried 7-0 and the seeting was properly adjourned at
8:17 P. M.
