Chairman Kelly called the afternoon workshop meeting of the
Planning & Zoning Board to order at 1:52 P. M. He introduced
the members of the Board, Mr. Barrett, Mr. Bushnell and Mrs.
Kruse. He announced the members of the Board had spent the
morning touring the City and just returned from lunch and
were now ready to further review the proposed zoning map.
Mr. Barrett announced they would follow the procedure of
business from last week and would first make any changes
starting with the north end concerning any areas they cruised
on the bus trip this morning.
Mr. Barrett first referred to the extreme north end of the
map and the land owned by Paul Wesson on Miner Road. After
discussion, it was decided to change this section from R-2
to R-1 north of Miner Road, eliminating any division and
making it R-1 all the way through. Also, it was decided to
review the R-1 zoning classification to include nursery
schools.
Mm. Barrett then referred to No. 8 on the map and the re-
quests of R. N. Field and Julian Patrick. The members dis-
cussed their trip through this area, the existing duplexes,
checked again the location on the aerial map and pointed out
the division of the City right down the middle of Grove Road.
Chairman Kelly summarized that they discussed this area at
the extreme north end of the City which was tentatively recom-
mended for R-2 and now after their ~our and looking at the
area, it seems to be the consensus of opinion that this area
should be R-1 except for a narrow strip on the east side of
the area along Grove Road running from Miner Road north to
the City limits which now has several duplexes and should be
R-2, except one lot depth north of Miner Road which will be
left in R-1. We are recommending from the extreme north end
of this area down to 19th Avenue to be R-1 zoning and the
members agreed.

Mr. Barrett referred to the area just north of the R-3 zone
occupied by Village Royale On the Green on 26th Avenue and
the request of the Field Organization. He pointed outthe
area starting at N. E. 1st Lane and going to the end of the
platted area, which is a total of eleven lots between
Lane and 3rd Street. He is pr~ as a transitional
zone between the R-I and R-3 zones plans for 13 duplexes
on 19 lots and one simgle family residence. After discussion,
the members agreed to leave this zoned at R-1 as proposed.
Mr. Barrett then referred {o the area on 17th Avenue in the
vicinity of the sewerage plant, which they cruised during
the morning. After discussion, it was decided to start the
line at 6th Street immediately east of 1-95 with five lots
designating R-2 zoning, the line up the west side of
6th and on rear lot line those lots on the south side of
17th and to continue the line to Seacrest. Mr. Barrett re-
ferred to the R-2 zone this area and suggested
going back to R-I and the agreed.
Mr. Barrett referred to a note regarding Rev. Lee and the
property at N. E. 2nd and 12th. Mrs. Hmckle clarified that
this was noted to revise the regulations to allow ch~rches.
¥~. Barrett referred to the northeast end and they agreed
there was no problem and it would stay at R-lk~.
Mr. Barrett referred to the area on 2nd Avenue presently
designated C-1 in the interchange area. He referred to their
rid~.~ through this area and their discussion at that ti~me
of possible C-1, R-3 or R-2 zoning. After discussing this
area further, the members agreed to leave it zoned C-1, but
to check the regulations regarding the lot size for
Mr. Barrett referred to No. 2 on the map and the request
regarding Hank Thompson,s property on Hoadley Road, which
they looked at this morning~ After discussion, it was agreed
to run the C-3 zoning line along the west side of Hoadley
Road.
Mr. Barrett referred to the area on the north side of Boyn-
ton Road, east of Congress Avenue and the request of Mr.
Himmerlich for commercial zoning. After discussion, it was
agreed to leave this area zoned R-3. When discussing this
area, they decided to straighten the angled line to put all
the Villager Shopping Center in the C-3 zone.
Mr. Barrett referred to No. 5 on the map and the request of
Mr. Kochakien regarding the area at 6th Avenue west of 3rd
Street, which the members looked at this morning. Mrs.
Huckle added that Mr. Kochakien requested C-4 amd it is cur-
rently proposed for R-2. After discussion, the members

agreed to move the C-4 zone line to the rear of the lots
facing 2nd Street and come up the south side of 6th Avenue
over to 3rd Street, thus extending westward the C-4 zoning
to the rear of the lots just east of 3rd Street. They also
made a note to, check the zoning regulations with reference
to making a provision for screening outdoor storage in this
area.
~. Barrett referred to No. 25 on the map and the request of
Mr. Simon Ryder regarding the C-4 area opposite Leisureville.
Mr. Barrett suggested changing this to C-3 and discussion of
plans could take place when presented with people within 400
feet of the property being notified then. After a lengthy
discussion, it was agreed to propose C-3 zoning for this area.
Mr. Barrett referred to No. 6 and No. 20 on the map. After
discussion, it was agreed to leave this area at R-lA as pro-
posed.
Mr. Barrett referred to No. 26 on the map and the request of
Mrs. Dorothy Barboni regarding the area north of Gulfstream
Lumber Company. Mrs. Huc~e added that Mrs. Barboni requested
C-3 zoning and it is now zoned R-2. After checking the area
on the aerial map and discussing,~it was agreed to make both
sides of the street C-3 with the line going up the back lots.
It was also recommended not only to include this, but to go
in a straight line to include S. E. lOth Avenue to bring C-3
zoning from 15th Avenue along the eastern side up 2nd Street
as far as the somth side of ~. E. 8th Avenue.
Mr. Barrett referred to No. 27 on the map and the request of
Mr. Henry Roberson regarding 23rd Avenue. After discmssion,
it was agreed to make the following changes per Mr. Rogers'
explanation: increase R-lA area designated around 23rd Avenme
between Seacrest and the railroad by running northward from
S. E. 21mt Avenue a~mg $. E. 1st Street to the rear lot line
between $. E. 20th and 21st Avenues~ go east to F.E.C. Rail-
road, south to the rear lot line of those lots facing S. E.
21st Avenue on the south side, west to S. E. 2nd Street,
which increases the R-lA area. Decrease the R-3 area from
that line south from the propertyi between ~. Eo 2nd Street
and the F.E.C. Railroad approximately seven lots down to
E. E. 23rd Avenue, then across t~e street to the south side
of ~. E. 23rd Avenue, the first t~o lots between E. E. 23rd
~venue and S. E. 24th Avenue on the west side of S. E. 2nd
Street, all to be included in the shopping center designated
C-2. Going to the east side of the F.E.C. Railroad and the
line that is shown as the north s~ide of the 0.P. area become~
the south side of the R-3 and weu~d be extended northerly to
the south ~ide of lots faci~23rid Avenue and then easterly

north to separation between C-3 and R-3. Then eliminating
from that point westward' the old boundary for R-3 and in-

~. Barrett referred to No. 28 on the map and the request of
Ds. Bowers. He explained that she requested C-3 and he be-
lieves they did make an error here. After discussion, it was
agreed to change thisarea to C-3 as explainedby Mm. Rogers
and in accordance with the requests of Nos. 62, 28, 40 and 47
on the map.
ks. Huckle made a motion to adjourn, seconded by Mr. Walker.
Motion carried 5-0 and the meeting was properly adjourned at
4:08 P.M.
