Trauger Chairman Kostner called the Workshop Meeting to order at 8:00 P.M. For the benefit of the audience, he introduced the Board Members and M~. Barrett, the Building Official. He added that the Members absent by ~xcuse are Mrs. Mmrilyn Huckle and Col. Walter Trauger. The Chair is no~ ready to view and study the proposed Meadows Revised Land Use Plan as indicated on the map, which also will be under the P.U.D. concept. Chairman Kostner then read an addendum from M~. Hollsmd indicating the addition of Knollwood Groves, which is t15 acres adjoining the north end of the property shown on the map. It is their intention to submit a site plan in the near future and they are requesting 6 units per acre. M~. Bob Sullivan stated his name and that he represented William J. Holland, who has filed this petition for annexa- tion. The property which you just read about is known as Knollwood Groves and abuts our property. We have just pur- chased that property, but do not have a site plan on it. We recently acquired the Knollwood Groves property s~ud hold title to it. It~joins the Meadows property on the north and west and is ~15 acres. We have requested in the petition that the zoning on it be the same density as the Meadows, which is 6 units per acre. ~m. Sullivan then referred to the map explaining the exact location of the property and the units planned. He added that a full championship golf course, country club and tennis courts were planned. He showed the canals providing drain- age. The property is labelled with the zoning we presently have from the County, which has been approved. We have re- ceived a letter of vested rights from~the State. Mrs. Jackson asked Mm. Sullivan to describe the meaning of the colors on the map. ~. Barrett stated that this was explained on Page 8 in the folder for this plan. He then found out that Chairman Kostner had only received one copy of the folder from ~. Sullivan continued that the basic concept was to comply with the county zoning ~nen we started, which was 6 units per acre, and we hs~ve followed this all the way through. He then explained what the colors on the map designated including single homes, townhouses, garden apartments, mid- rise apartments~ fourple× apartments, patio homes, civic park, park and school site, con~ercial and golf course~ Chairman Eostner referred to the mid-rise units and asked how many stor~s were contemplated and M~. Sullivan replied: four stories. Mrs. Jackson asked how high the townhouses would be and Mr. Sullivan replied that he imagined two stories, but we h~¢e not designed them yet. Whatever we do~ we will comply with ~e ordinances of Boynton Beach. Chair- man Kostner asked how many parking spaces were contemplated for the mid-rise units and ~. Sullivan replied that what- ever was required, we will do~ We are not asking for any variances of your local codes. M~. Blacketer asked if there were any rental units and M~. Sullivan answered: yes. M~s. Jackson asked if riding stables were~included and Mr. Sullivan replied: No, just about everything else. ~. Blacketer asked if they had county zoning on the Knollwood Groves property they planned to include and ~. Sullivan replied that the county zoning is 6 units per acre, but we have not prepared a site olan or asked for zoning on that. M~. Blacketer asked if they had an environmental impact study and Mr. Sullivan replied: Yes. Mr~ Kelly questioned a buffer zone and Mr. Sullivan advised that a 40 ft. buffer strip going the full length of Congress ~venue was planned. They ~lso planned to bring Congress Avenue up to four lanes. ~. B~rett asked if any property was included for City use, such as a police station, fire station, library, etc. and M~. Sullivan informed him that a 5 acre tract will be in- cluded for city facilities and the use will be decided after we talk to the City Officials finding out what they need. Mr. Barrett questioned the commercial areas and ~. Sullivan advised them they would just be neighborhood shopping centers. Mr. Barrett asked if they planned to connect Hi Ridge Road with M~ner Road and Mr. Sullivan replied: yes, it is already paved. Mrs. Jackson questioned whether there would be cer- tain areas for children and adults and ~. Sullivan replied that it would be mixed all through, a complete family planned community. Mr. Walker questioned just what should the Board recommend on this and ~. Barrett requested that they just study the plan. This will come in for a P. U. D. The net density for the entire area is 6 units per acre for the total package. MINUTES PLA~TING & ZONING BOARD PAGE THR~q. APRIL 23, !974 Chairman Kostner then indicated the area as shown on the Meadows Plan, which is: 0 ~ Area lying West of Congress Avenue~- 30 .252 acres. Area lying East of Congress AVenue - 249,239 ~cres, Area lying East of E-4 Canal to HimRidge Road ~,~57.404 acres. The total acreage is: 806,896 acres. Mr, Kelly then asked the total number of units planned and Mr. Sullivan informed him that 5,088 units were planned, ~. Blacketer referred to the single family residences and asked the square footage size, both the size of the lots and the houses. ~. Sullivan replied that the smaller lots will be 80 x ~00 ft, and the larger lots will be 100 x 140 ft., but the sizes of the houses are not designed yet. Chairman Kostner summed up that Mr. Sullivan had appeared before the Board tonight to familiarize the Members with the ~l ~ an, We will follow through with it and must first come up with a P,U,D. M~. Barrett stated that they came up with a net density of 6,302 ~uits per acre, >~, Sullivan explained that under the County ordinance, we are required to include the roads and in the figures we gave you, we showed you the land we owned and had to include all of Congress Avenue. In order to com- ply with the County, we had to include Congress Avenue, That is the difference in calculation, ~r, Sullivan continued that they tried to give a good road pattern and eliminated the entrances on Congress Avenue. Chairman Kostner complimented him on the nicely laid out project~ which he was sure would merit a lot of enjoyment in living for the people who will live in this s~eao M~. Blacketer referred to the property along Congress Avenue and stated that it seemed to be the trend to have multiple dwellings along heavily travelled roads. M~, Sullivan pointed out that multiple dwellings tend to look down on the highway. There is no way to screen out the higher stories. W~plan to bank along that strip and plant trees on top of that bark to provide the maximum buffer. Mr. Kelly added that he thought it was a beautifully laid out affair, M~rs, Jackson stated she had spoken to one of the planners in the County and they stated it was one of the finest they ever received. ~. Barrett suggested trying to put something together on P. U. D. The density is right~ the road pattern is right, etc. on this plan. It will only be a temporary s~wer plant, which we will turn over to the City. Mr. Kelly questioned whether they had a target date for be- ginning and Ymo Sullivan advised Bim they were ready to break ground now, but are holding up for annexation. We feel if we are going to be this close to the City, we want to be part of the City. We are ready to go right now. The sooner annexation is completed, the sooner we can proceed. We are ready to start construction. Chairman Kostner questioned whether the Knollwood Groves parcel was to be included and Mr. Sullivan replied: Yes, it will be compatible to this development. We are not going to increase the density and will ask for the same we have. ~s. Jackson asked how long it was~contemplated to build this whole thing and ~M. Sulli- van informed her that they expected the development work to be completed in five years, but depending on sales, the homes may be built in ten years. M~. Carl Burbridge stated his name and his address as 2800 East Oakland Park Blvd., Fort Lauderdale~ and that he was the Vice President of Holland. He asked about the process of P. U. D. and what was the earliest date they could ex- pect. Mr. Barrett explained they could go for advertisir~~ on this for p~olic hearing at any time the Chairman sets the meeting for. After the public hearing, the recommenda- tion will be made to City Co-emcil for a hearing. After that, there is an ordinance with the City Council declaring its intent of this area. Mro Burbridge questioned whether P.U.D. would be worked on at the same time and M~. Barrett replied: Yes. The date of the next meeting was discussed by the Members concerning further consideration of this plan. Mr. B~mrett suggested that possibly'during an afternoon meeting they could discuss the date for advertising and their recommenda- tions to City Council. In the meantime, please s~dy this P.U.D. and come to a conclusion. I have studied a number of P.U.D.'s. I looked at this one and it is done'by a very well ~uown consulting firm. I think you will find it is a very acceptable P.U.D. ordinance. Chairman Kostner then announcedthat the next Workshop Meeting would be held on .~0 P.M. All Members present are now Wednesday, May 1 at I-~ notified ~ud I will not call you again. M~. Walker made a motion to adjourn and it was seconded by Mrs. Jackson. Meeting properly adjourned at 8:45 P.M.
