Chairman Kostner called the meeting to order at 9:15 P.M.
~. Rick Rossi ap'oeared before the Board representing Rossi &
al=vast ~ngineers, Inc., who are the consultants on the
Leisureville Project. He showed the Members the plat plan.
It is now underway. At the time this was under consideration
by the City, there was a question raised of how to improve
the plan which was approved by the City in 1969. There were
certain parcels which were zoned for apartments, others for
commercial, some for motel sites, etc. and the balance for
single family. This site plan was approved in 1969. Subse-
quent to this plan, we started to evolve the plat. In Decem-
ber, 1972, we asked the City to consider additional apartment
areas shown in red on the plan. When we submitted the plat
in 1972 ~nd by the time it was approved, a moratorium was
placed, so rezoning was based on lifting of the moratorium.
The plat was approved pending the lifting of the moratorium.
Now we do not ~mow when the moratorium will be lifted and we
have construction underway. I am coming before you now as to
whether there is a possibility of approval being given as a
site plan. I am wondering whether you could approve this as
a PU~? Could you approve certain areas for apartments? He
then explained the plans fully and ended by stating the pro-
blem now is to develop this right now and we can engineer it
completely.
~. Blacketer asked if the Board had given oreliminary appro-
val of this plan and ~.~. Rossi replied that-i~ was approved
for platting as shown in green in 1969. Mr. Barrett stated
he thought the point here was a legal one whether they could
go back under the old PUD.
Mn~. Barrett then asked him if there was a 50 ft. bu_fer strip
along 23rd Street and Mr. Rossi reolied that there was 48 ft.
Mr. Barrett continued that he was ~sked by an old Board Mem-
ber whether a 250 ft. u~fer was requested. ~. Rossi fe- b ~
plied that he thought the people wanted two rows of lots
along 23rd ~treet e~ual to the street. Mr. Barrett suggested
that possibly the C~airman could go back and research the
records to see what was recommended smd what was approved.

Mms. Huckle clarified that what he was asking is whether he
could go ahead with this on the original PUD concept or
whether the sewer moratorium stops it. Chairman Eostner
stated he thought it was a legal question and the Board
tssh°uld' get Mr. Simon,s opinion. Mr. Barrett sta~ed~ he
nought it would be better if he explained it to Mr. Simon
and he would advise the Board. ~. Rossi stated he would
anpreciate_ any s~nswer~ , so they could proceed with the engi-
neering. Mr. Kelly stated he thought if this question could
be resolved by the attorney, we could possibly discuss it at
our next meeting on April 23. Chairman ~[ostner stated if
M~. Barrett can get this answer, we will take it uo then and
take care of this matter quickly. Mr. Rossi thanked the

Me~bers for ~earzng him and Mrs. Huckle replied that he had
a very interesting problem.
Chairman Kostner then referred to the map and stated addi-
tional consideration should be taken of Federal Highway.
~. Barrett agreed that they should review the map again.
He referred the Members to Page 34, Building and Site Area
Dimensions. We have a minimum frontage and have a peculiar
situation at the South end of the City with only 260 feet in
a block and since this is the case, we cannot require 300
feet. Possibly we should consider 250 feet instead of 300
feet. We would have to change our 40,000 square feet mini-
mum. Col. Trauger questioned whether the same setbacY~
would apply and Mm. Barrett replied that he thought so.
Mr. Barrett stated that from the time of our last meeting,
i have not had the opportunity to get into this book at all.
Without an assistant, I cannot get into this book. We do
have the maps out for reproduction and they should be ready
in about two weeks. They will include everything ½ mmle~
west of Milimt~y Trail. ' ~
}~. Barrett stated that one other thing to consider was an
application he had received for annexation for 860 acres,
which is The Meadows. They want to Some in as a PUD. I
looked at the county PUD. Last week they had an adendum
to their PUD of 47 pages. West Palm Beach ~GD is not much
better. I would like you to look atvarious~ PUD's and possi-
bly come up with one suitable for this particular City and
of this size. We can update our PUD's and also have addi-
tions to the code. No board can put out a perfect code.
When they come up with 47 pages of corrections and additions,
you know you cannot have a correct one to begin with. After
the map is done, we still have some zoning work to do. This
868 acres will be coming in as a planned development. Their
total density is 6 units per acre. There are some problems
in it, in that they have some mid-rise units which is 7

stories upwards. We haven't projected any density there,
since it is outside the City limits. With everyone working
together, they possibly can get it within 6 to 8 weeks,
rather than 6 to 8 months like it took previously. Even
with advertising, it won,t take too long depending on the
date ~et for referendum. In some areas, the density is 28
units per acre, which isa~llowable under PUD. ~ne gross
density is 6
un_~s per acre. The County rezoned and
proved this 6 units per acre. Everything is there for your
study and consideration. We are holding this up for the map.
~nairman Kostner referred to Resolution 74-L and asked if
each Board Member could have a copy. Mr. Barrett replied:
Yes, I will see that everyone gets a copy.
Mr. Kelly announced that the next regular meeting would be
held on April 23. The daytime workshop meetings will be
deferred until we get the map. Mr. Barrett added that if
the maps came in, he would call the Chairman and possibly
a meeting could be set up. ~s. Huckle stated she would
not be here for the April 23 meeting and would not be back
until April 30. Col. Trauger stated he would be in Birming-
ham, Alabama, on April 23. Mr. Blacketer stated he would
be in North Carolina on April 23.
