Chairman Vastine called the Regular Meeting of the Planning &
Zoning Board of Boynton Beach to order at 7:35 P.M. He then
introduced the members of the Board and announced that t~s.
HucY~e had not yet arrived and that ~. Blacketer had called
him that afternoon and because of business reasons would not
be present this evening.
Minutes
Ao Regular Meetings of November 13 and November 27.
Chairman Vastine stated that the Minutes of November ~3 were
not approved at the last meeting, because of the special
public hearing. ~. Kelly made a motion that the Minutes of
the Regular Meetings of Novenfoer 13 and November 27 be ap-
proved as read and it was seconded by Mr. Kostner. Motion
carried 4-1, with Col. Wehreli not voting, since he was ab-
sent.
B. Special Meetings of November 5 and November 19.
Chairman Vastine anno-~uced that the Minutes of November 5
will be mailed to you by the Office of the City Manager.
He then read these minutes which were in reference to recon-
sidering'the application of Lehigh Portland Cement Company
at a public heisting, because there was no legally advertised
notice of the first hearing. He ended with stating that the
members would probably receive these minutes in the mail
within a few ds~s.

Chairman Vastine continued that the M~nutes of November 19
will also be sent through the mail. He then read these min-
utes which was when the finalization on the St. Andrews
property was made.
~. Kostn~r made a motion that the minutes of these two.
special meetings on November 5 and November 19 be approved
as read and it was seconded by ~. Kelly. 'Motion carried
4-2, with Col. Wehrell and M~. Walker not voting since they
were absent.

C. Workshop Sessions on Zoning Regulations of Novem-
ber 9, November 14, November 19 and November 28.
~s. Huck!e made a motion to approve these minutes as read
and it was seco~.dem by ~. Ee~l . Motion carried 5-1, with
h~. Walker not voting since he was not present.
Communications
Chairman Vastine read a letter received from Mr. Jay Kaye
complimenting the Board on the most sD~tisfactory way they
conducted their meeting of November 27 in handling the ap-
plication of Lehigh Portland Cement Company. He added that
it was a pleasure to receive~ such a letter and that he had
responded to Mr. ~aye.

There was none to be discussed.
New Business
Broderick and Rappa (Offices & Warehouse)
Site: S.E. 6th Ave.,
Gorner of S.E. 4th St.
~. Barrett showed the plans to the Board. The members dis-
cussed the exact location. M~s. Huckle questioned what the'
existing zoning was and ~. Barrett replied that it was C-1.
~. Kostner asked if the parking was sufficient and ~.
Barrett replied: yes. Mrs. Huck!e noted that 12 parking
spaces W'ere required and they were supplying 14 according
to the plan.
Col. Wehrell made a motion that the Board recommend approval
of the Broderick and Rappa request. It was seconm~d by ~.~s.
Huckle and motion carried 6-0.

~. Barrett showed the plans to the Board and advised that
all the boards had approved.
M~~. Kelly made a motion to reco~aend approval of the Pica
plan to City Council. Mr, Walker seconded the motion.

~. Walker stated he had been asked how the Friendly Cafe
property near the railroad was zoned and ~'~. Barrett replied
that it was C-2. P~. Walker then asked if he had a request
about apartments being built there and Mr. Barrett replied:
yes, only 3 ~m~its can go in there and the man wants 8. How
many units allowed depends on the square footage. 4,000
sq. ft. per ~muit is needed per unit. }-~. Walker and
Barrett discussed this a little further, then ~. Walker
thanked }~. Barrett stating he was asked by the man and now
knew what to tell him.
Chairman Vastine munounced that the next regular meeting was
scheduled for Christmas Day. ~. Barrett advised they should
forego the 25th meeting to the next regular meeting. Chair-
man Vastine then annoomced that the next regular meeting of
the Planning & Zoning Board will be the second Tuesday in
January, on January 8, 1974.

~. Kelly responded that it had been a pleasure for him to
serve since June and thought the other Board Members would
be in agreement. The members all responded favorably.
~s. ~uckle asked if there would be any work~hop meetings be-
fore the end of the yesm. Mr. Barrett replied: possibly,
but I will call the Chairman to let him ~ow when I have
things ready.
M~. Kostner stated: ~'I would also like to express the thought
and I am sure the entire Board will concur with me that we
would never have been able to do the job we have done this
year without the great help of M~. Barrett.~ ?~. Barrett re-
sponded with: ~Merry Christmas and Happy Holidays to Everyone.~
Col. Wehre!! questioned that since the Bos~d hadn't quite fin-
ished with ~e regulations and they might be going out at the
end of the year~ wouldn't it be advisable to approve the final

that it was his ambition to have a workshop meeting for final
ap~rova~ and get copies to the City ~ie~¢il and City Attorney
before the end of the year for public hearings in January.

Mm~o Walker stated that after December 18, he would be able
to attend morning meetings and would appreciate being noti-
fied of any. }Ar. Barrett assured him he would do this and
added that the worLLshop meeting would probably be after
December 18.
