The Meeting was callem to order by ~r. Olds at 7:30 P. M.
Mr. Olds stated there were many copies of minutes to be
considered, April 16, May 7, 14, 17~ although the May 7th
minutes were approved at the last meeting, ne questioned
the late date for receiving the April 16th minutes.
Mrs. Huckle said there were minutes for April 9th and 19t~,
but nothing in between.
Mr. Blacketer said that although his name was listed as
being present at the April 16th meeting, he did not attend.
Mr. Walker made a motion that the April 16th minutes be
approved, with the deletion of Mr. Blacketer's name as being
present.
~ol. Wehrel! seconded the motion, which was passed unani-
mously.
Mrs. Huckle said there was a correction on page 2 of the
May l~th minutes, in the middle of the second half . Col.
Wehrell made the original motion which was later retracted~
and she had seconded it. When another motion was made, she
withdrew her second of the first motion.
Col. Wehrelt moved that the minutes of May 14th be approved
with the correction as stated'by Mrs. Huckle.

Mrs.Huckle said on page 5 of the May 17th meeting she had
asked if the present zoning on the parcel in question was
RiAA or R2, and asked that the tape be checke~ on this
point.
Mr. Kostner moved that these minutes be temporarily tabled
in order to correct the wording according to the tape.
Mr. Vastine seconded the motion. Oarried unanimously.
Mr. Olds stated there was New Business to be considered
and read a notice regarding the application for abandon-
ment of Big Bass in the second section of Golfview Harbor.
Mr. Blacketer stated this has gone before the Oounty Engineer
and approved with some restrictions~ which are to be met by
the developer.
Mr. Barrett said the County had approved it with these re-
strictions.
Mr. Kostner said there would be a hearing on it by the City
Council on June 5th.
Mr. ulds asked if anyone objected to this abandonment.
Tom molter of 1091 ~ W. 27th Avenue, Boynton Beach said
he lives off llth Street on that same canal and refuse
collects and the water does not flow through causing an
unhealthy condition, as well as a deterrent to the neigh-
borhood, it was there when he moved in, so he has to live
with it, but he objec~ to the application for abandonment
on the other section of it.
Mr. Olds asked if he felt this condition would m~<e the
other condition worse.
Mr. Ko!ret feels it would.
Col. Wehrell asked what the County proposed.
Mr. Blacketer asked the Chairman if he would read the letter
to them.
Mr. Olds read the letter from the County Engineer to the
City Council, regarding the proposed abandonment of a portion
of Golf View Harbor.
Mr. Blacketer asked if the conditions had been complied with.
Mr. Barrett said no, not yet,since you have not approved or
disapproved it.

Mr. Walker asked if the closing would be from s.W~leth
westward.
Mr. Blacketer stated this is not a flowing canal.
Mt. Olds said it is a dry ditch.
Mr. Kostner asked Mr. Kolter to show him his objection on
the map.
There was a general discussion while the map was viewed by
the Board and Mr. Ko'l~ter showed them his reason for object-
ing~ stating there was no flow through in his area and he
wanted to prevent another similar situation.
Mr. Olds asked if there were further objections.
Mr. Kolter asked if they could advise him who to contac~
to clean up the situation existing in his area. He had
called the City and they told him it was not their respon-
sibility. Ne cannot find out who is responsible for this.
F~. Olds said that they, as a Boarm, had no authority over
things of this kind, but "we are interested~. We want to
plan and keep the town in good condition.
Mr. Vastine asked Mr. Kolter if he had discusse~this with
the City Manager,Mr. Kohl.
Mr. Kotler said no.
Co!.wehrell said, take it up with the Oity Manager.
Mr. Olds told Mr. Kolter there was a recorm of his objection
anm asked Mr. Michae~ if he would like to speak.
Norman Michaels, 1310 S, W. 27th Pl., Boynton Beach~said he
had asked for abandonment of that portion of Big Bass from
Congress east for a few hundred feet,and he had property on
both sides.~ They are going to build a boulevard entrance
on 29th Avenue and increase the size of the road from 50'
to 70~ with median, and a wall on Congress with two pillar~
entrance, if the abandonment is accepted, we are going to
build a connecting road between 2?th and 2$th Avenues andl
the residents living in the north portion of Golf View will
be able to cross instead of going to Congress.

Mr. Vastine asked Mt. Michaels if he agreed to the conditions
made by the County.
Mr. Michaels said yes.
Mr. Olds said .you heard the objections of Mr. Kolter, will
the hazzardbe greater than he already has.
Mt. Michaels said he would be glad to consult with Mr. Kolter
although he didn't feel it involved the abandonment.
Mr. Kolter invited Mt. Michaels to come to his house, and a
time and date was set with Mt. Michaels agreement.
Mr. Michaels said he did not know how he could be of service
but would be glad to look at it.
The Board again consulted the map and had a discussion.
Mr. Blacketer asked that the County Engineer's letter be
read again.
Mr. 01ds read that portion regarding the conditions under
which the County would approve.
Mr. 01ds asked if anyone else wante~ to s. pea~ in favor.
Mr. Eolter stated he would like to ask what was being planned
for the other side of ~ongress.
Mr. Barrett stated Congress is going to be widened and the
ditch will be filled in.
Mr. Vastine moved that the Planning and Zoning Board rec-
ommend to the Gity Council the abandonment of the so state~
piece of property.
Mr. Kostner seconded,under the conditions as outlined inthe
County Engineer's letter of ~oril 25th.
Mr. 01ds stated he would like to say that this other prop-
osition about the other canal had no bearing on the aban-
donment and suggested it be taken up with the City Manager.
The motion was carried unanimously.

M~. Olds said the next consideration was #2 for final
approval - the one just west of Village Royale. He asked
Mr. O'Brien to come forward and tell them what it was about.
Dan O'Brien of O'Brien Suitor & O'Brien said they were asking
for approval of the East half, the West half was approved
months ago.
Mr. Olds asked if there was any easement.
Mr.O'Brien said no, and it was just a replat of the size
of the lots.
Mr. Kostner aske~ if it was up or down graded.
~r. O'Brien said 2 lots were added.
The Board and Mr. O'Brien had a discussion viewing the map
exhibited by Mr. Barrett.
Col. Wehrell asked how it was zoned.
Mr. Barrett said RIA and it adde~ 2 lots.
Mr. Walker said they had preliminary approval.
Mr. Olds asked if there was anybody to speak for or against.
Mr. Blacketer made a motion that they recommend to the City
Oouncil that this be approved.
Mr. Kostner seconded and it was unanimously carried.
Mr. Olds said that ~3 on the Agenda had also been before them.
Col. Wehrell said 3 times.
Mr. Bs~rett said this is for final approval.
The map was consulted by the Board, Mr. Barrett anm Mr.0'Brien.
Col. Wehre!% made a motion that we recommend to the Council
the approval of Lake Eden S/D Section ~ as shown on the amp.

Mr. Blacketer seconded the motion which was unanimously
carried.
Mr. oarrett said he also had for consideration Rolling
Green, 3rd Edition - Miner Rd., extension west from Ocean
Parkway to Seacrest.
Mr. Blacketer asked who pays for this.
Mr. Barrett said it was all developer's cost.
They all consulted the map.
Mr. Blackener asked what is the status at closing Miner Rd.
at the oeaboard track.
Mr. Barrett said he doubted it. The Railroad would like it
but. Mr. Miner refused to grant it.
Mr. O'Brien said he believed there was a request to FEC to
make another crossing and they said if Miner Rd, was closed
down they would give them another crossing.
Mr. Blacketer made a motion that this plat of Rolling Green
Ridge 3rd Edition be recommend to the City Council for final
approval.
Mt. Walker seconded the motion which was unanimously approved.
Mt. Enrico Rossiof Rossi and Malavasi, Engineers for Boynton
West, said he was there regarding approval of Section l0 in
Leisureville but it was not on the Agenda.
Mr. Olds said until it was properly advertised they could do
nothing.
The maps were consulted and nothing could be done.
Mr. Barrett said he had for consideration Milnor Golf View
Harbor #3, foot bridge across the canal which required final
approval as preliminary approval had been given.
Mr. Kostner said he would like to see a copy of all advertised
matter given to each member of the Board.
Mr. Blacketer said we had objection to vehicle crossing and
they agreed to put in a foot bridge.

Mr. Vastine said he had no objection but this is coming to
us in piecemeal and I don't know if it was advertised.
Mr, Barrett said it ham preliminary approval by the City
Council and had the first public hearing and now we are
asking for final approval.
Mr. Kostner said it woul~ make it easier for this Board to
act if we had these things in our possession.
Mr. Olds said it is not that we are not fs~iliar with this,
we have been looking at them all winter and now they come
up for approval and we should have notification. If you
say it has been properly advertised ....
Mr. Kostner said we do not get a copy of the advertising,
Mr. Barrett said this is the second or third time Golf View
Harbor has been advertised. It goes back to October.
Mt. Olds said it has been in court.
Col.Wehrell asked if this is the final approval,
Mr. Vastine said these minutes should have attached a copy
of the legal hearing so we can see it has been legally ad-
vertised.
Mr. Barrett agreed,
Mr. Olds said Jack and Mrs.Padgett and on one occasion the
City Manager discussed this.
Mr.O'Brien said we are rededicating Big Bass waterway on
the final plat and asking for final approval of abandon-
ment of Big Bass waterway. We are closing off 6 roads
and leaving 2 open.
Mr. W~er made a motion that it be recommended to the City
Council for approval the application on Golf View Harbor #3,
subject to conditions as outlined.
Col,We~ell seconde~,the motion which was unanimously passed,
Mr. Barrett read a flyer from the national office of con-
struction inspectors.
~.Vastine asked that a copy be mailed to them.

Mr. Barrett asked Mr, Olds if the Planning and Zoning
Board could meet for more than one hour. He would like
at least a ~ hour session or two 3 to ~ hours sessions
to get the book finished and type~ up for presentation
to the Council. If they would agree to an 8 hour session
the City Manager would buy lunch.
Mr. Olds said it was difficult to try to get 7 people to-
gether at the same time.
Mr. Vastine said start with a ~ hour session.
Mt. Olds asked for the preference of the Boar~.
It was decided to meet next Monday, June ~bh from 8:30
to 12.
Mx. Blacketer made a motion to adjourn at 9:15.
