CITY HALL, BOYNTON BEACH, FLORIDA, MARCH 15, 1973 AT 7:30 P.M.

Vice Chairman, Richard Vastine opened the meeting at 7:30 P.M. and
welcomed the audience.
The first order of business was the acceptance or rejection of the
minutes of February 23, February 26, and March 5, 1973.
The Vice Chairman asked for the approval of the February 23~ 1973
minutes.
Col. Wehrell moved the minutes of February 23, 1975 be approved as read,
seconded by Mr. Kostner. Motion carried 5-0.
Approval of minutes of February 26, 1973. Col. Wehrel! called attention
to the fact that he was marked present, when he was out of town, and so
notified Mr. Olds. Heaasked this be corrected.
Mrs. Huckle had a correction on page 3, third paragraph, which reads
"Mr. Kelly claimed Mrs. Huckle could abstain";when what he really stated
was that Mrs. Huckle could NOT abstain. She asked for correction.
Mr. Kostner had a correction on page 1, fourth paragraph from the bottom.
He stated that his remarks were not in a form of a motion, and asked that
the third paragraph from the bottom "Mr. Olds seconded the motioN' be
stricken from the minutes.
Mr. Kostner moved corrections be made, seconded by Mr. Walker. Motion
carried 5-0.
Approval of minutes of March 5, 1973. Page 2, paragraph 5; Col. Wehre!l
stated motion implies that he had seconded the motion as amended. It should
be made clear that he seconded the original motion and not the amended
motionf~ Let i~tshow that the amendment to the motion died for lack of a
second.
Mr. Kostner moved minutes be accepted as corrected. Motion carried,
4 and 1 abstention.

Mrs. Huckle questioned the meaning of the word "abstain". Mr.
Vastine to check further as to the correct use of the word. Does it
mean a "yes" vote, or should the Word "disqualify"be used in some
cases.
Mr. Largent questioned the fact that he had two sets of minutes, both
dated February 15, 1973. He asked Mr. Vastine which of the meetings he
chaired. Mr. Vastine could not recall chairing the February 15 meeting.
Much discussion followed.
Mr. Walker stated it shows that the regular meeting was called at 7:30 P.M.
and the other at~:40 P.M. of the same day.
After further discussion, Mr. Largent said he would check the record and
clarify the workshop from the regular meeting and have copies reproduced
for the members.
ABAMDONMENT of easements as follows :
Sout~ 62' of the 6' easement on the West side of
Lot 12, Block 4, Seacrest Estates
Recorded in Plat Book 24, Page 245
AND 90' of the 5' Easement of the East Side of
Lot 22, Dewey Heights S/D
Recorded in Plat Book 24, Page 193
PALM BEACH COUNTY RECORDS
Applicant: A. L. McGregor
Mr. McGre~or~s letter was read by Mr. Vastine. It stated he had checked
with F.P. & L. and they stated they had no ~se for the easements. Two
other letters were received.
Mr. Becket stated they cannot release the entire 90' easement,
Mr. Largent said he had a letter from Florida Public Utilites stating they
will give up both easements, except north 7.4' of the 5~ ease~emt Barked
between 2 boxes.
Discussion followed:
It was Mr. Kostner's understanding Mr. McGregor is asking for abandonment
of the entire easement and then willdeed back 7.4' of the easement back
to the City.
Mr. McGregor stated that this was correct.
No one was present to object to the abandonment.

Mr. Kostner made a recommended motion that easement be abandoned,
except for the north 7.4' of the 5~ easement that is requested by the
Florida Public Utilities~ seconded by Mrs. Huckle. Motion carried
