SPECIAL MEETING HELD ON AUGUST 16, 2021, AT 5:30 P.M.

I. Call to Order
Chair Valcourt called the meeting to order at 5:53 p.m.
II. Pledge of Allegiance
The members recited the Pledge of Allegiance to the Flag.
III. Approval of Agenda
Motion
Ms. Wilkinson, moved to approve the agenda. Mr. Patterson seconded the motion. The
motion passed unanimously.
Roll call was taken. A quorum was present.
IV. New Business
A. Fundraising Idea
Vice Chair Wilkinson explained the Board needs to fundraise and she had an idea that
was time sensitive as it deals with Halloween and she distributed a flyer of a pumpkin
carving contest that was held in Upstate New York. The premise is carving contest.
People pay to enter a pumpkin and pay $5 to vote. It eliminates the need for judges as

the winning pumpkin is determined based on the popular vote. In this instance, the
fundraiser held in New York was held in a brewery, which Vice Chair Wilkinson thought
would be a good sell here as there are three breweries in the Brewery District, and
some would pare up with the Board to hold the event. She noted the fees in the flyer
were $10 to enter a pumpkin, $5 per ticket to vote or $20 for 5 tickets or buy a beer, get
a ticket She knows people at the NoBo Brewery and they would create a special
release for the Board and make a beer specifically for that afternoon. She thought it
would attract a huge crowd. She did not know where to get people to carve pumpkins.
The event does not have to be at a brewery, it could be at a city facility, but she did not
think they would get a draw at a city facility as well as they would at a brewery. This
event could be built on year over year, and if they like it, they could do.the same thing
with gingerbread houses.
Chair Valcourt thought it was a good idea. They could get the schools involved, and she
thought if they get target schools, they should hold it at a park facility.
Mr. Patterson cautioned the Board to think about COVID and see how it plays out if the
numbers increase. He also contemplated how do you get the schools involved. He
thought the brewery was is a good idea if you have people who want to do it, but he
asked if that was the image the Board wants to portray. He thought the most important
thing to think about that is on everyone's minds is COVID. Chair Valcourt thought
maybe they could hold the event outside. That would be a good way to involve the
schools. She also thought the gingerbread houses would be a good fundraiser. Kacy
Young, Recreation and Parks Director asked if the pumpkins would be carved on site
or brought to the site. Vice Chair Wilkinson noted If the Board wants to pursue it, they
could consider whether to have a size requirement and if the Board wants to make
categories, such as for the scariest pumpkin or funniest, etc. She noted in reference to
having an event at a brewery, her daughter has been in breweries and it does not mean
she is drinking or that she is being encouraged to drink. Breweries also hold events
outside.
Vice Chair Wilkinson stated NoBo is trying to expand, but they will have a huge space
that could work if the expansion is finished in time. Due South has a huge space and
CopperPoint is not as big, but has a big parking lot. Vice Chair Wilkinson suggested
having pumpkins be carved and delivered by a certain time. She is not concerned
about the Board's image as they are not having a beer chugging contest. She noted
with the New York event, one of the sponsors was a Key Club, which is a high school
organization and it was held in a brewing company.
Mr. Young noted breweries do have family-oriented events. The Recreation and Parks
Department does have a fall festival on October 16th at Intracoastal park, and because it
is closer to Halloween, there is also the Pirates Fest. Chair Valcourt liked the Fall
Festival or the Pirate Fest may be good venues. They may be able to tie this event in.
He also noted if holding the gingerbread house event, they host a Breakfast with Santa.
Mr. Patterson asked if there be vendor tables available and vendors, because the Board

could put up a table. Vice Chair Wilkinson also noted she has boxes of scholastic
books, and they could do a book give away. Vice Chair Wilkinson thought the Pirates
Fest may be out of their price range, but they can ask. Mr. Young noted the CRA may
be able to make a price concession. Vice Chair Wilkinson stated she favored holding
the event at one of the breweries as it is a draw., but the Fall Fest and Pirates Fest also
have a draw. The Breakfast with Santa, the Board could also build off the success for
the event. The Fall Festival is October 16th. Sunday October 30th and the 31St is the
Pirates Fest. Vice Chair thought they need to incentivize the event, buy a beer get a
ticket. Dr. Valcourt did not want to spend money. Vice Chair Wilkinson thought they
have to come up with the rules for the contest. It should not cost anything. They have
to have bodies there to help with it. Discussion followed they could make a friendly
competition. Churches can get involved. Vice Chair Wilkinson noted she had problems
at Freedom Shores with any holiday themes because schools do not do anything
secularly related. Chair Valcourt did not think it would be an issue because it is a Fall
Festival, not a Halloween Festival.
Mr. Patterson noted the first 25 guests at the Fall Festival will get free pumpkins. Mr.
Young suggested part of the registration fee could include the purchase of a pumpkin,
but asked where would they pick it up from. Vice Chair Wilkinson thought if people want
to do it, they pay the money and buy their own pumpkin. Participants should bring it
carved and bring it there. Mr. Young suggested the Board vote to move forward and
work the details out at the next meeting. The ginger bread event would be December
11th if they move forward with it. Mr. Young thought both ideas were great ideas.
Motion
Mr. Patterson moved to go forward with the Fall Fest and Breakfast with Santa. Ms.
Wilkinson seconded the motion. The motion passed unanimously.
Chair Valcourt summarized the pumpkin carving contest will be held during Fall Fest or
during the Pirates Fest, and the Gingerbread House contest at the Breakfast with Santa
event. The details will be worked out at the August 26th meeting.
Vice Chair Wilkinson requested for the next meeting, the members think how they can
get this out there and they consider sending a note to different departments and
schools.

Motion
Ms. Wilkinson moved to adjourn. Mr. Patterson seconded the motion. The motion
passed unanimously. The meeting was adjourned at 6:22 p.m.
