The Meeting was called to order by Mr. Olds, Chairman, whozr[ntroduced
the members of the Board.
fMr. Olds moved that the Minutes of the February 12th Meeting be accepted
as presented.
Col.Wehrell said with regard to the recommendation to the Council to limit
R3 and R3A zoning to 10 units, Mr. Largent called his attention to the fact
that the present regulations go as high as 14. His intention was to limit 10
dwellings to any acre throughout the City.
Mr. Largent quoted paragraphs from pages 422.8 and 422.9, Chapter 31 and
31-6 which suggested the minimum 4500 sq. ft. of lot area would allow tri-
plexes a maximum of 13,500 sq. ft.; 3 triplexes - 40,500.sq. ft. and limit
R3 zoning to a I0 per acre limit. Limit R2 zoning to duplexes and multiples
with a maximum of 3 families per principal unit with a minimum of Ig' between p
principal uhits. Suggested change will reduce the present allowance of 14 units
per acre.
Mr. Richard Vastine made the motion that the Minutes of February 12th be
amended to clarify the intention that set forth in the third paragraph of said
Minutes determining the density in R2 Zone, RgA Zone, R3 Zone and R3A Zone
as recommended to be included under the special emergency ordinance to be
presented to City Council at its next regular meeting.
Motion seconded by Col. V/rehrell. Motion unanimously carried.
Mr. Walker made a motion that the Minutes be approved as altered.
Seconded by Col. Wehrell. Motion unanimously carried

PARCEL #1:
Harold D. Kilpatrick came forward and stated he owned both pieces of property
east and west of the alley way. There is a 10.3 alleyway n/s to 9th Avenue and
he would like to cross this part with a fence and use it for storage.
Mr. Walker asked if a fence would be considered permanent.
Mr. Kilpatrick stated it would not be -as there would be gates on the alley north
and south.
Mr. Herb Engelman agreed with Mr.Kilpatrick. The alley dead ends into six (6)
lots thai face on N.W. 2nd Avenue and is very narrow, anybody going in could
make a turn except by trespassing on my property. I am interested in cleaning
up the alley - it's never been graded and there is no drainage. I have been there
12 years and I would not mind paving the east/west alley to get proper drainage.
Nothing has been done and Mr. Killgore said it was on the Agenda to have east/
west paved.
Mr. Walker moved that the PlaniMng and Zoning Board recommend to the City
Council that the request for the abandoment including the rights of way of a par-
cel more particularly described as alley way located between lots 12, 13 and 14
and lots 1 5, 16 and 17, Arden Park SubdiviSion running north to soukh recorded
in Book 2, Page 96 Palm Beach County records - owners: Harold D. Kilpatrick
Boynton Pump and SUpply, Inc. and Herb Engelman, Plantation Products be
approved with the understanding that the utility easement legally stand and no
building can be built on the area. Motion seconded by Mr. Blacketer ~ and unani-.

PARCEL #Z:
Lots 16 and 17, Rolling Green Ridge, 1st addn. recorded on Page 225, Book 24,
Palm Beach County Records, 51 N.E. 22nd Avenue, Julian E. Patrick. Request'
Conditional use, Child Care Center Nursery School. Mr. Largent received a
telephone call from Mr. Patrick withdrawing the request because he finds there
is sufficient opposition to ask that we not consider this.
Mr. ~tine made the motion that this parcel #2, Lots 16 and 17, Rolling Green
Ridge as requested by Julian E. Patrick be tabled until formal letter is received
by the Planning and Zoning Board withdrawing his request as so registered.
Mr. Walker asked if this can be done for his not showing.
Mr. James D. McClung, 2220 No. Seacrest Blvd., objected on the basis that
Seacrest is he~vi!~ty traveled and in addition these lots 16 and 17 are right on his
bedroom window.

Mr. Nick Cicchitto, 2260 No. Seacrest Blvd., objected stating the corner
location makes it a traffic hazard and in addition, will downgrade property
value s.
Mr. Vastine then stated he would withdraw his motion and move that the
Planning and Zoning Board recommend that this request be denied. Seconded by
Mr. Walker and unanimously carried.
Mr. Patrick did not appear.
PARCEL NO. 3: - Palm Beach Le~¢~l,~eville
Mr. Enrico Rossi , Engineer for Boynton West stated the south tract of Section
10 follows the original plan of 1969 with certain modifications that the Planning
and Zoning Board and Mr. Largent requested. The north tract contains some
1700 units, the south tract 227 acres with 50/90 lots - 400 to 500 apartments.
The developer would ~'l~e the Planning & Zoning Board to approve plans so we
can prepare the final drawings, and some rezoning. However, we would like
the approval of these plans excluding the parcels now before City for rezoning
from R1AA to R3A.
Resume of basic plan reduces 6 entrances to 2 entrances off 23rd Avenue. A
maintenance area of Z.78 acres - 2 lakes-one existing - the 4th recreation area
of 3.77 acres for approximately 3500 units. Total acreage 590 acres, 6 units
per acre.
Mr. Olds stated there are 10 lots that back on the recreational area, we don't
like that. We would like these 10 lots to be thrown into the recreational area,
we do not feel it is large enough.
Mr. Rossi stated the first recreation area was 2.2 acres; the second recreation
area was Z.1 acre; the thirdy recreation area was g .6 acres and the fourth area
was 3.77 acres.
Mr. Vastine stated he was not reflecting on Boynton West. He does think an
original mistake had been made in permitting the development of such small
recreation areas. Before final decision is made, if we could get some idea
of the total structure of the development, then a better decision could be made
on it.

Mrs. Huckle asked how the number of people compare ?
Mrs. Rossi stated: 2600 people - 3.22 acres; 1300 units - 4 recreation areas;
3500 people - 850 units per recreation area.
Mr. Walker stated we have a problem with the dispostion of the recreation area.
How will this affect us at a later date ?
Col. Wehrell suggested that work be held in that area subject to dispostion of
10 lots.
Mrs. Olds stated it would have to go before the Council for preliminary approval.
Col. Wehrell made the motion that we tentatively approve this Section 1 0 as
shown on this layout with the exception of the 1St 1 5, Fire Station and without
commenting one way or another on proposed changes on zoning that might or
might not be approved subsequently. Further consideration be given to the
possibility of eliminating the 1 0 lots and increasing the recreation area.
Mr. Ciccione has indicated that these lots will not further appear on the plan
and the Recreation area will incorporate them. They have offered to deed the
lots to the recreation area.
Mr. Rossi and Mr. Ciccione had stated that the 10 lots abutting the recreation
area will be added to the recreation area No. 4. Mr. Vastine seconded motion.
Motion pas sed unanimously.
PARCEL #4 - ROLLING GREEN RIDGE - 3rd Addition Subdivision:
Mr. Largent stated he had gone over this plan and guarantees this subdivision is
complete and would recommend Planning Board give final approval on checking
it, further stated he recommends approval.
Mr. Vastine made the motion that this be recommended to the City Council for
approval. Mr. Walker seconded the motion and motion was unanimously passed.
PARCEL #5 - North Boynton Industrial Park:
Mr. Largent stated:
This is the second time this has come before the Planning Board. We would ask
that you approve it. It is in perfect condition and we have gone over it with a fine
tooth comb. Any necessary changes have been made. s

Col Wehrell made the motion that this be recommended to the City Council
for approvali Seconded by Mr. Vastine, motion unanimously carried.
Mr. V~stine stated that it has been established the regular meeting would be
held on the third Thursday of the month. He further stated he v~ uld like to
suggest ~hat the Board have a Workshop Sessim on Monday night a week or two
before and not come in "Cold Turkey". Also, he hoped the Council will not do
as it has done in the past, put pressure on the Planning Board.
Mr. Blacketer made the motion to adjourn; Col. Wehrell seconded and motion
was unanimously passed.
