The meeting 'was called, to order at 7:40 P.M. by Vice Chairman
Vastlne to discuss the density as a result of the growth of
Boynton Beach; furthermore,to give a recommendation as to what
what density the Planning and Zoning Board wo~/td reconunen~
Mr. Largent recOmmended an overall density of six (6) dwell-
lng units per acre, that between the Intracoastal and 1-95 ' ·
a density of ten (10) dwelling units per acre be used as the
average density, further, from 1-95 to Congress he proposes
a density of five (5) units per acre and from Congress to
Military Trail he suggested an average density of three-(~
dwelling units per acre.
The Planner stated between Congress and 1-95 ~ere ~e now mostly.
single family dwellings, which will produce an average figure
of five (5)'per acre. He stated the recommendation of five was
favorable because of the size of the lots. Mr. Largent' further
stated that the total of 3, 5 and t0 '-is-'eig~it~en '(18)
lng eighteen (18) by three (3) which is the number of parcels
would produce the desired overall density of six (6) dwelling
units per acre. A problem was that in .asking for guidance from
City Council, four (4) dwelling units per acre were discussed,
but this limit would drastically reduce the amount of dwelling
units from 1-95 east, this would play a hardship in this area
and would not give a reasonable type use to such lands that have
high values. - .

Mr. Kostner stated that the Board should not b.e concerned with
the developers and %~hat they paid for land. we are concerned
for what is good for the City. By using a formula of 10-5--3
allows for a great flexibility. There are many vacant lots
in the City, but the' City is 50% built up. We are primarily
concerned with large tracts of land where developers are coming
in and crowding them .up .which is evident all over the Citgo ge
thinks this formula is an excellent idea for density from~ the
Intraco~stal to 1-95. He thinks this ~ould give the City
identity, which it needs. . .
Mr. Kostner stated that Boynton has the Inlet %vhich is an asset.
We should use it to the greatest advantage~ A marina, with a
good first-class restaurant would 'bring people~off 1-95 and "
give the City identity. ~ ' - ~
Mrs. Huckle asked Mr. Largent that he means by "average"
Mr. L~rgent stated that someone said you Cannot use an average,
you would have to be firm and fast on, for instance, a density of
t0. He questioned if there ~re some'[.times when we might, at!~ more
than 10, particularly in this area and yet it would be difficult
'to use discretion. This thought should proba~ty ~e_retracted.
It was moved and secOnded that from the Intrac0astal Wate~ay to
1-95 the density be limited to 10 units per acre and from 1-95
to Congress Avenue 5 per acre and from Congress Avenue t~ 5~ilitary
Trail 3 per acre.

Mr. Kostner asked what about motels. $~hen classified as resi-

the motels are just open for the Season. In addition, there
will be more business on Federal No. 1 and Seacrest and more
land taken for professional offices, more recrea.ti~on area, all
of which will leave us a cer'tain reducdd amo~n-t for residential.
This situation will help as regard to density. ~opefully, he
said motels would not be put into a residential category', but
a commercial category.

Mr. DeLong asked why the motion does not include all the way
to the West boundary of the reserve area.
Mr. Blacketer moved that the Board recommend to City Council
a density°f ten dwelling units from the Intracoastal to 1-95
and from 1-95 to Congress a density of five dwelling units and
from Congress to the Western boundary of the-reserve area
a density of three units per acre~'seconded by Colo~WehreI1.
Mo%ion carried 5-0. '.
The Board's recommendation is based on the reconnnended density,
availability of water and the ecologY and the capacity of our
plant.
