Minutes 04-17-72MINUTES OF THE SPECIAL PLANNING & ZONING BOARD-M~ETING HELD AT CITY HALL, BOYNTON BEACH, FLORIDA, APRIL !7, 1972 at 4:00 P.M. PRESENT Mr. R..Olds Mr, S. Weaver ~r. C. Ayers Mr. K.~ E~ing Mr~ F. Kostner Mrs. P. Moore Mr. O. Walker Mr. Robert Largen~,~ Ci~ Planner Mr. Olds called the meeting to order at 4:00 P.M. He stated that the meeting was called to review the concept of the Central Business District Development Board for a dovmtown area. Council would like the Board to tmke action on this at this meeting. Mm. Largent described the location +~+ is proposed for Bea~. He ~agr~ed ~e area ~d made a rou~ sket~ 'of the concept~ e~taining idea of a ~lti-sto~ co, areal area, wi~ parking on the l~er levels. Mr. Ayers stated that this would be second and third floor shopping, it would be ir~ competition with ground floor shopping that has already been established, which has easy access. Mr. Weaver stated that in checking, he finds there is approximately fifty acres 'in this area. Mr. Largent explained that they (Central Business District Development Board) are asking for four multi-story buildings in this very small restrictive area. Mr.~ Ayers stated, that if this is zoned multi-family, how O~lers many along the coast will want it? Mr. Largent answered that this is not n~alti-family, that is not the purpose. It will be multi-story commercial. The only problem is that we have the acreage but right in. the middle of it is the Diocese building. Mr. Largent stated with regard to the 45 foot.height,, he thinks it should be much lower. It could be higher in a restrictive area, but the rest of the City should be much lower. Mr. Weaver then stated that wihh regard to the 45' height, he 'was the only one that had said as far as residential it Was ample if not more than ample, tn C~4 area or in some designated business district 45' would be limited because of the vast invest- ment that had to be made in the property. He honestly felt like some height other than 45' could be allowed in a restrictive area. He was immediately told that he had a conflict of interest because he ~had stock in the bank~ This new plan is not too greatly different than the plmn in 1960-61. Back then we had weekly or biweekly meetings Special. Meeting of the Planning & Zoning Board April 17, 1972, 4:00 P.M. with the consultants, they worked with us directly. Now the consultanta are doing the planning. We are the fifth wheel and we. are wasting our time until the experts present us with what they feel our town should look like. Someday there may be plans for a new bridge that might be at 2nd Avenue which is .right through the middle of this plan. Mr. Kostner stated that most commercial ventures are on the ground floor because that is the most. desirable. He csm~ot see a ten story buiiding that would be profit- able for a commercial venture. Perhaps a good restaursunt'might be designed but certainly not three~ ten story buildings, it would not be feasible for may grou/~ to spend that kind of money. Mr, Weaver brought up the question of whether it is better to create a zoning to allow a condominium or high rise in the ~Jddle of ten acres with open space and parking under the building or would it be better to allow a two story apartment to cover as much of the prOPerty as possible then the rest covered with a parking lot with little green area? Mr. Largent stated that they are not asking for a change in zoning ~at this poi~at. They are asteing do you want a centralbusiness district and do yOU believe this is the area it should be" If so, recommend to the City 'Council that the Arch Diocese move their building to the North. Mr. Ayers stated that a central b~siness district is good~ but this plan is too vague to make a decision on. There was considerable discussion that follow, ed, Mr. Olds asked that the' discussion be discontinued and that a motion was in order. Mr. Ayers moved that the Board favor the idea. of the downtown complex but we are not in favor of the present plan proposed to us and D~O.To should be contacted as to whether or not the bridge is ever going to be put over' 2nd Avenue, seconded by Mrs. Moore. Motion carried 6-0. Mr. WaLker had left the meeting early. Mr. Weaver moved to inform Council that it is the opinion of the Board that if the building is built by the Diocese, we favor it being moved to the North and a resolution be adopted, seconded-by Mr. Kostner. Motion carried 6-0. 3 ~inutes of the Special Meeting of the Planning & Zoning Board 4-i7-72 Mr. F. wing moved to have the Chairman contact the Mayor by~ letter and try to set up a meeting with the Board and Council in an attempt to get the master plan adopted, seconded by Mr. Weaver.
