01ds moved to approve the minutes of Deeenber 14 as written, seconded by
Ayers. Motion caz~ed 5-0.
~. Sarno read a letter dated December 13, signed by sever~ citizens stating
thei~ disapproval of the new setback requirement.
Also a t~legr~m was read frcm Weave~ Development requesting an extension of
wate~ and sewer fa~lities to Cypress C~eek as soon as possible~ signed by
M~. Melvin Weaver, P~esident.
The following residents sent in letters objecting to the request of Mm. Laddie
J. Ladd and Mms. Marie Ladd.

~. ,Dave Clark represented ~q~. ~ M~s. K~. ~ explained that _Mr. Kabro wants to
enlarge the existing business. He wants to put an addition of ~ feet on the
Momth and 24 feet on the East. The existing building seats 6~ people when
expanded' it would seat 200 people. There is plenty of pazkiug space available.
~-~. Clark then stated that he thought I,~. Mahn is presently in violation of
the sign ord~uance~ and they would be ~,~lling to do anyth, ir4~ to conform to the
present l~;.
Dr. Rabom asked if b~. Yahn had a liquor license? He stated no, only beer and
Ir was stated if the seating capacity is increased to 200 he could obtain a
liquor license.
}'~. Clark stated ~at is true, but that is not his purpose, e for wanting to ~_~d
the business.
~,~. Kahn stated that the business has increased continuously and people are
waiting in line fora at least an hour. This is a family restaurant not a bar.
P~. Olds stated that he was on the Board ~en this was originally zoned and there
was a lot of trouble with it. One of the provisions that the ~ty d~d not
want was liquor.
~. Elliott stated that the City has approved everything except the sign.
Those opposing the request were asked to come forward.
i,~. Frank Rolfes, S2S Los Pal,.ms presented a petition signed by residents in the
area opposed to the request. They feel that t~. K~m only wants to increase
the restaurant to ~btain a liquor license. There are mary violations going on
in there. He stated that ~e cars w~ald be going through at all hours. It
would definitely be a detr~t to their property. It is a hardship on the
residents. They pay a lot of money for their homes and keep them_ up. They don't
want the area cc~mer~l~zed. .Vhey want a nice ~uiet area. They ~rk and repair
boats there at nigh~. Mm- Sarno asked if they wer~ all~ed to make repairs? The

Mr. Ladd stated that after hearing all the letters objecting to the request, there
was not much he could say.
Dr. Raborn asked him when he acq-ired this property? He stated about a month
ago he signed a contract that if he was able to get the rezoning he would build.
Dr. P~born then asked if he had contacted any of the residents about what he inten~
to do? He stated
Mr. George Percy stated that he is against the request. It would not add to
Chapel F/ll.
Mr. N~ike Youngjohn stated he is ag_~nst the request. It would ca~_~e to much
congesti~n~ 8th street would be the only access.
Nzm. Robert Breton is against the request. She stated that it is a nice resider~
rial area and the people do not want more traffic. This is down g~ading the area.
Mr. John Thurber, S. W. 28 Avenue stated that he has two small children and would
not like to see more traffic in the area. He questioned the water supply. He
presented a petition with ll2 signatures of residents against the request. He
then read a letter that was circulated to the residents. He Stated he would
oonsider leaving town if this request is allowed in the area.
Mr. Forrest Wallace, 2830 S. W. 9th Avenue stated that he sees no feasible way
that this type of zoning could be g~anted. There is an ordinance passed to
prohibit any building to be built in the 1-95 right-of-way. ~e is ag~i~nst this
request.
Mr. Sciortino, a b-~lder, in Chapel Hill, stated that the biggest point is that
ibis is a fine residential area and many hcEes are sold based on this fact. It
would be unjustified to all~ apartments in this area.
Mr. C. Ready is against the request, why should he jeopardize his home for
someone to make a profit.
¥~. Terry Richter objected to the requests has two small chil~ and does not
want nors traffic in the area.
}92. William Stuart, 923 S. W. 28 Avenue objected to the request. DP. Rabor~
moved that the request to change R-1AA to R-3 be denied, seconded by F~. B~ll ·
Motion carried 5-0.
The request was denied by the Planning ~ Zoning Board but will go before Council
on January 18th.

~. Fasolo reviewed the plsns with tnhe Board. Evez~ was in order except
for one questio~ about the ordinmnce ~n C-2 zoning.
D~. Rabo~n stated that approval could be Subject to hOW the ordinance reads.
D~. Rabor~ moved that the site plan be approved subject ta ~ication of the
ordinance on C-2 zoning, seconded by M~. Olds. Motion carmied 5-0.
~ulfstream Harbor - Site Plan ~pproval
This plan was previa_sly viewed by the Board and there were scme items
Mm. Novotny was requested to work on.
One item iu question was the tight parking space. ~. Novotny stated that he will
leave the pairing space as it is. It is difficult to get into but it is safe.
The other item was the possibility of getting an island cut on Federal Highway.
It was reported that DOT has requested they subntit plans to see if it would
be feasable.
M~. Novol~y's plan is complete and it is a very fine drawls. It has been approved
by the enginee~a~g Dept. and the Fire Dept.
The trash piokup system fo~ the Development was discussed. T~ash rocms are
planned, but the trmsh would have to be moved out on pick up days because the men
will not come on the premises. M~. Novotny stated ~hat this can be worked out.
D~. Rabo~n moved to approved the plan subject to the island cut end the tmash
pick up system, seconded by M~. Ayers. Motion carried 5-0.
Discussion of Drexel Proper~ Annewmtion
The Board discussed the annexation request so that a recommendation could be given
to the City Council.
The Board agreed that this should be done very slowly with no hasty decisions.
A detailed site plan should be submitted and reviewed before making the decision.
Mm. Ayers moved to recoamend to Council that this be ~e~ studied and a complete
site plan be submitted before ~iving approval, seconded by F~. Olds. Motion
carried
