Sarno read a letter from Mr. Arnold Stroshei~ objecting to the request because he didn't feel it is for the betterment of the area. ~r. Jim Patterson was present, he stated that he had comted over nicety-five apartments on N. E. 6th , 7th and 8th Avenues, ~.~r. Strosheim c~ms 54 of these apartments. This is not a single family residential area. ~4r. Patterson submitted pictures of the surrounding area for the Board members to review. }~r. Patterson stated that he is about two hundred feet from the M~g~ay. Directly behind him is a motel. On 6th and 7th Avenues ~here are seventy-five apartments, there are a total of five single family homes on 7th Avenue. He stated tbmt ~,~r. Cottrill ha~ hi~ home mwl an apartment in back. Mr. Addison Cottrill 612 N. E. 7 Avenue, stated that he does not have an apartment, it is only an extra bedroom for his guests it has no facilities. ~e stated to have this many apartman~ you. would need parking spaces, and there would probably be parking on the street. ~e is opposed to Cae request and asked that it be denied. ~r. Patterson needs the R-SA zoning because he does not have enough square footage under R-2, he would have under R-SA. Mr. ~Valker moved that the request be granted, seconded by Dr. Raborn, Mr. Bzull, b~.r. ~alker, and Dr. I~aborn voted ~es", ~.~. Sarno, Mr. O!ds, and I~-:~r. Ayers voted 'no'~. Request Denied. Mr. Sarno stated that according to the plans ther~ is a need £or abandonment o£ streets, and there is no request for abandormmt. ~ir. Smith stated that his representative, }4r. George Davis could not attend, but it was not their intention to seek abandonment of paved roads. The roads are not used. The reads are platted, even though they are not used they would still have to follo~ abandonment procedure. It was recommended that since there was no request ~or abandonmeat that this item be tabled. ~r. Ayres .moved that the it~n be tabled for two week~ at a Special }~eeting seconded by ~lr. Mr. Sarno also read letters from Harry Fry, Golfariew Civic .Association, and ~,~lnor Corporation regarding zoning on this parcel. Mr. Sarno reported that ~r. Hopkins has said that the water mains on the easements to be abandoned will have to be relocated. ~,~r. Norman Michaels was present, he stated that they would definitely relocate the water m~ius. ~r. ~(ichaels submitted plans and they were reviewed by the Board. There were originally seven roads leading to Congress now the plan shows only two. Mr. Bruce Costanzo spoke in regard to fl~e letter ~.r. Samo read, ~r. Costanzo read his motion that was mentioned in the letter. ~s. Thomas Bums spoke in £avor o£ the request, and hopes that the plans will be approved. They £eel t~mt the apartments will be a good bu~£er to protect the homes from Congress Avenue ~hich will be £our-laned. Dr. Raborn moved that the plans be accepted and the water engineering plans be approved i,u the zoning grant, seconded by ~r. Olds. Mr. Brull abstained. Motion carried 5-0. OTI~R BUSIneSS Mr. Sarno read a letter from_ ~r. l~ard Sturgiss to Companelli regarding the drainage conditions in Leisureville. As far as Caldos, his obligations were met and Boynton ~iest tool( over the respon- sibility. ~,~r. Sarno stated that the Board should hold up procedure until sommthing is done for the residents. It was recommended that the City Attorney be contacted on this ~atter. Site plan approval and th~ Beauti£ic~a~lon Committee was discussed. ~,.~r. Ayres asked if a copy of ~elray~s Beautification Committee could be obtained? Dr. P~born suggested that the site plan approval, landscape ordinance, and Beautification Committee be included in one ordinance. ~Ir. Sarno stated that in talking with t~he Delray Planner he was told that professional people should be included on the Conmittee as well as members o£ Garden Clubs and as many as twenty or thirty on the Committee. C~i. Albert ~,~ehrell shc~ed a plan of t~he Colonial Club to the members of the Board. Mr. Dfehrell thought the plan looked ~ery congested.
