Weaver abstained on this parcel.
Mr. Berry explained the type of apartments that are planned for the are.a. The
plan is to construct ten (10) buildi~s, eight (8) apartments per building. They
are not low income apartments - rent ~il! run from$1$$ to $235.00 a month. Two
story buildings, pool and recreation area. A lot of green area is planned. '
Density is about 14 per acre. The design is very attractive. An 1~t~ loan is
applied for, but the finamcing is of no i~portance.
Dr. Rabom asked Hr. Berry what the hardship ~;~mJld be in requesting the zoning.
~,~r. Berry answered that the land is six foot below grade~ considering land price
and fill, you could not possibly build enough, single family homes to break even.
A leL~er was read from William and Virginia [~zelton opposing the request.
A letter was read from ~. Fred D. Kuel stating if the request wilt lower the
value of his property then he is against it.
A letter from Mr. Reginald Kitching had no objections to the request and in fact
favored it.
M~.Sarno asked if there was any renting in Leisurevi!le. Mr. Vastine stated that
the only renting in Leisureville, is by the individual c~aer.
Mr. ~m~ard ~,~ertz represented the residents of Treasure Isle, Venetian Isle and
Velaire. ~r. ~rtz presented a petition signed by 140 residents and read the
attached letter. They very strongly oppose the request.
Mr. Vastine stated that Lestrrevit!e is a very fine section and was expecting
the same type of development in the area. The residents of Leisureville very

strongly oppose the request~
Dr. Raborn stated that there is nothing that states that an applicant has to
show what he intendS to do with~the land he is asking to be rezoned.
~-~r. Wertz stated t~hat this is true but the use is taken into consideration to
reach a decision.
When ~¢r. Berry was ak~ed if he would agree to site plan approval he stated that
he definitely would.
~lr. Peter Chaperino stated that as so many people oppose this request h~*¢ could
the Board consider anything else. !-fl%en this goes to Council the peopl, e
also Show their opposition at that time.
Mr. Albert Beaver stated that the rental apartments in back of h.i.m were neglected
and he opposes the request.
~,ir. Lloyd Lanell stated that you must have all types of people to make a City.
P~ knows the area aml is in favor of the apaments.
};.¢. ~,. Hurford, Venetian Isle stated that there are ex~ensive homes in the area
and do not want the apartments. He is against the request.
~¢r. George }%rilliams stated that the young people coming to Boynton cannot afford
to move into expensive homes, these apartments are needed. He is in favor of the
request.
~r, Wertz realizes that apartments are necessary but should not be put in a
residential section.
Mr. Ayers moved that the request be granted,

~. Sarno read a letter from Norman ~,Schaels to ~,,~. Jones re meeting ~rith the
Golfview Harbor Association and the approval of the apartments. Also read a
letter from fla~ L. Fry to ~yor %'~allace.
The decision of the Council to table the Master Plan indefinitely was discussed,
Dr. Raborn read a letter from Gerald Da~e and it was discussed by the Board.
~dr, Weaver mo~d to urge the City Council to proceed with the adpRtion of th~
Zoning Ordinaaqce and map when work is finishea, seconded by Dr. R~bo~. ~4otlon
carried 7-0.

Mrs. Jackson stated that Site Plan approval is needed and she wishes the Board
would make a formal request to C~uncil and have it put into effect now.
Dr. Rabom moved to recomne~d that the Ordinance be amended to include site plan
approval iuanediately~ seconded by B~r. Olds o ~otign carried 7-0.
Dr. Raborn moved to urge the City to adopt a beautification Ce~mitee of appropriate
size for the City to serve in an advisory capacity to the Planning and Zoning
Board on site plmn approval, seconded by ~,~r. Weaver. ~,~otion carried 7-0.
A workshop meeting ~¢as set for ~eanesday, October 6 for discussion of fire ~aster
Plan.
